POVERTY REDUCTION BRIEFING
2014.No.13(11-20 June,2014)

1.Liu Yongfu, director of the State Council Leading Group Office of Poverty Alleviation and Development, said in Ningxia Hui Autonomous Region that China would reform its management system for poverty-stricken counties. Director Liu pointed out that the impoverished counties assessment mechanism should be improved, with the binding mechanism established and the exit mechanism studied in order to help poor people and regions shake off poverty as soon as possible. Liu also indicated that the government would put more money to alleviate poverty, adopt comprehensive measures to guide the use of credit loans and social efforts in poverty alleviation and strengthen the coordination and supervision of relief funds.

2.An executive meeting of the State Council believed that establishing the Yangtze River Economic Zone could quicken poverty-stricken regions’ pace in shaking off poverty and narrow the gap between eastern, central and western regions. Premier Li Keqiang chaired an executive meeting of the State Council on June, 11. The meeting believed that making good use of the unique advantages of the Yangtze River and set up the Yangtze River Economic Zone could promote the gradient economic development from east to west. This can also directly spur the development of over one fifth of the land, which is home to 600 million people. In this way, poverty-stricken areas will shake off poverty more quickly and the gap between eastern, central and western regions will be narrowed.

3.The Ministry of Housing and Urban-Rural Development, the National Development and Reform Commission and the Ministry of Finance recently issued a joint notice that the central government would allocate 23 billion yuan to rebuild dangerous houses of 2.66 million poor rural households nationwide in 2014. Each household will be subsidized 7,500 yuan on average while 8,500 yuan will be granted to every household in poverty-stricken areas and 10,000 yuan to every household in border counties or model household of energy-efficient building.

4.The Poverty-Stricken Areas Industrial Development Fund Co., Ltd. was set up. The Ministry of Finance recently chaired the first shareholders’ meeting of the Poverty-Stricken Areas Industrial Development Fund Co., Ltd., at which the proposal to establish the company was considered and approved and the board of directors and supervisors of the first term were elected. The newly established fund corporation with a registered capital of 2.8 billion yuan operates mainly in the form of equity investment. It can break even or make profits through marketized operation and can bring social benefits at the same time.

5.Guangxi Zhuang Autonomous Region develops special industries to promote poverty relief and development. Peng Qinghua, secretary of the Party Committee of Guangxi and director of the Standing Committee of Guangxi People’s Congress visited Leye County and Lingyun County in Baise City and conducted a survey about promoting the development of special industries such as modern agriculture and characteristic tourism in these areas to carry forward poverty alleviation and development in this new period. All cities and counties in Guangxi are developing organic agriculture, under-forest economy, ecological breeding and other special industries based on their ecological advantages and in light of their local conditions. They aim to extend the industry chain, advance deep processing, increase the added value and create a number of green and organic brands. Meanwhile, they will strengthen financial support for new rural business entities to further stimulate the development of rural areas.

6.The Municipal Government of Ganzhou, Jiangxi Province grants subsidies to poor rural households to build new houses. Ganzhou plans to rebuild 695,000 dangerous and old rural houses made of mud bricks in three years. It will combine the government’s assistance with the farmers’ own efforts and adhere to the principle of “providing financial support, helping farmers obtain loans and providing preferential policies through unified planning”. Assistance of the government has boosted the farmers’ enthusiasm in this plan.

7.The Rain and Dew Plan in Ningxia has funded over 25,000 poor students to receive secondary and higher vocational education. In order to help children from poor families shake off poverty by mastering professional skills, Ningxia has carried out the Rain and Dew Plan since 2011. The plan has enabled many students, who can find jobs successfully after receiving training, to gradually improve their families’ living conditions.

8.172 poverty-stricken villages and towns in Guizhou shook off poverty. According to the Poverty Alleviation and Development Office of Guizhou, 172 impoverished villages and towns in 6 counties shook off poverty in 2013 after the Poverty Alleviation and Development Regulations of Guizhou was adopted in the previous year. 1.78 million people in Guizhou were lifted out of poverty in 2013, the largest number among all provinces in China.
