State and Ministerial Policy News:
Wang Yang, Vice Premier of the State Council, stressed, during his investigation into the poverty alleviation work of less populous ethnic groups in Yunnan Province, that “We should prioritize the efforts to lift less populous ethnic groups out of poverty. We should adopt more special measures, combine the long-term target with the short-term one, address both the symptoms and root cause of poverty, so as to guarantee that the impoverished ethnic groups can realize the target of “having no worries about food and clothing and enjoying access to compulsory education, basic health care and housing safety” as scheduled, laying a solid foundation for long-term sustainable development, and win the tough battle of poverty alleviation of ethnic minority groups.”

On the Second Poverty Alleviation Strategic Campaign Conference of Guizhou Province, Liu Yongfu, head of the State Council Leading Group Office of Poverty Alleviation pointed out that poverty alleviation through finance is the highlight of China’s poverty alleviation policy. We need to change the current method for poverty alleviation from three aspects: shifting from extensive poverty alleviation to targeted poverty alleviation; turning away from giving direct help to helping them sustain themselves; changing from valuing GDP to valuing the results of poverty alleviation efforts. Meanwhile, we should figure out “supporting whom”, “who is to undertake the task”, “how to support” and “how to establish an exit mechanism”.

Ministry of Transport: to vigorously promote the development of traffic plus eco-tourism. Major efforts will be focused on formerly revolutionary base areas, ethnic minority areas, border areas, poor areas and such concentrated destitute areas as Liupan Mountains, so as to promote targeted poverty alleviation. It strives to help all qualified counties to build second-class roads by 2020 and improve the highway network in destitute areas and the main roads that channel poor areas with the outside world. Hardened road will be built to improve the travel conditions of rural areas and vigorously promote the development of “traffic plus eco-tourism”, “traffic plus characteristic industry” and “traffic plus express delivery of e-commerce”.

Local Poverty Alleviation News:
Xiantao City, Hubei Province over-fulfilled the province’s poverty alleviation target through developing new modes of poverty alleviation and development. Xiantao City vigorously conducted agricultural structure readjustment, developed such new agricultural management bodies as farmer professional cooperatives and family farm, strengthened the efforts to join farmers with enterprises and join agricultural products directly with resident cooperatives and supermarkets, and built the mode of poverty alleviation through agricultural industrialization, including “enterprise + base + famer” and “enterprise + cooperative + farmer”. In  2015 alone, a total of 11,858 people in Xiantao City were lifted out of poverty.

Sichuan Province plans to help 1.05 million people shake off poverty in 2016 through targeted poverty alleviation. The number of rural impoverished population in Sichuan Province dropped from 13.5676 million at the end of 2010 to 3.8 million at the end of 2015, with the poverty incidence dropping from 20.41% to 5.88%. Sichuan Province plans to help 1.05 million people shake off poverty in 2016 through targeted poverty alleviation. A total of 2,500 destitute villages and 5 destitute counties will be lifted out of poverty by then.

Liupanshui City, Guizhou Province embraced remarkable achievements of poverty alleviation as a result of the optimization of industrial structure. Focusing on poverty alleviation through agricultural industrialization, Liupanshui adhered to the developing philosophy of “regional distribution, large-scale production and commercialized management” and prioritized the development of tea, traditional Chinese medicine (tagetes erecta) and premium fruit (rosa roxbunghii, kiwi fruit and special economic fruit). As a result, a total of 82,400 people from 30,500 impoverished households were covered by five-level responsibility network.

Dahua Yao Autonomous County, Guangxi Province adopted several measures to promote poverty alleviation. It has formulated poverty alleviation plans for 43 impoverished villages where whole-village advancement is implemented. Meanwhile, the county strived to address such acute problems as limited access to highway and drinking water for impoverished people. As a result, the number of impoverished people dropped from 207,100 at the beginning of 2011 to 80,780 at the end of 2015, with a total of 126,300 people lifted out of poverty within five years.

Public Poverty Alleviation and Charity News
Provincial colleges and universities in Shaanxi plans to increase the enrollment of students from rural and destitute areas by 530 in 2016. Shaanxi Province will improve allocation approach to student enrollment in 2016 and continue to increase the enrollment of students from rural and destitute areas. On the basis of implementing the national special plan, it will increase the proportion of “the special plan of enrollment of rural students in local key universities” and guarantee the enrollment of tuition-free normal students and tuition-free area-targeted medical students of provincial universities, so as to further increase the proportion of university students from rural and destitute areas.
