State and Ministerial Policy News:
On July 1, General Secretary Xi Jinping pointed out on the Assembly Commemorating the 95th Anniversary of the Founding of the Communist Party of China (CPC): “It only took China, the largest developing country, 30 years to shake off poverty and become the second largest economy in the world, securing its place in the world. Although China has created a remarkable development miracle in the history of human society, we will not stop our efforts in poverty elimination and this historical test is still ongoing.”

In order to further amplify the effect of tourist attractions on the battle of poverty alleviation, China National Tourism Administration revised the “Standard of Rating for Quality of Tourist Attractions”. According to the standard, tourist attractions that have achieved remarkable results of poverty alleviation through tourism could be prioritized in the rating procedure and receive bonus points, when applying for the 5A ratings. The aim of the revised standard is to encourage tourist attractions to remain committed to poverty alleviation and turn them into an emerging force of helping farmers in surrounding areas with targeted poverty alleviation, income increase and prosperity.

The Southern Foothill of the Greater Khingan Mountains Regional Development and Poverty Alleviation Inter-ministerial Conference was held on July 4 in Hinggan League, Inner Mongolia Autonomous Region. Han Changfu, the Minister of Agriculture, stressed on the conference: “We should strengthen the ‘Six Supports’ in key missions, that is supporting modern agriculture construction, upgrade of the secondary and tertiary industries, infrastructure construction, equalized development of public service, green development and reform and innovation in rural areas.”

Local Poverty Alleviation News:
Rural population in Tianshui City, Gansu Province has dropped by 833,700 during the 12th Five Year Plan. While focusing on targeted poverty alleviation, Tianshui City kept exploring innovative mechanism, optimizing the allocation of resources, promoting coordinated development and making steady progress in targeted poverty alleviation. As a result, the city embraced remarkable achievements of targeted poverty alleviation in this period. The rural population of the city has been reduced from 1.3315 million in 2011 to 497,800 at the end of 2015.

A total of 12,198 people in Changning County, Sichuan Province were lifted out of poverty in the past two years. Changning County took the “Five Observations” as the standard of poverty alleviation, that is observing the road condition, housing condition, industrial development, environment and the mentality of impoverished households. After two years of poverty alleviation in 2014 and 2015, the impoverished households and people on the record in Changning County were reduced from 23,934 people in 8,721 households to 11,736 people in 4,488 households, with the poverty incidence dropping from 5.13% to 2.54%.

Baise City, Guangxi Zhuang Autonomous Region obtained remarkable achievements of poverty alleviation during the 12th Five Year Plan, helping 1.013 million people shake off poverty. During the 12th Five Year Plan, the well-known old revolutionary base area Baise City in Guangxi Zhuang Autonomous Region helped 141 destitute villages and 1.013 million impoverished people shake off poverty, with the poverty incidence reduced from 49.95% in 2010 to 20.25%.

Chongqing Municipality embraced new progress in poverty alleviation through finance, relending 56 million yuan for poverty alleviation and issuing a rediscount quota worth 900 million yuan to 18 key destitute regions and counties. Besides, Chongqing Operations Office of the People’s Bank of China and Chongqing Finance Bureau jointly launched financial award and subsidy totaling approximately 24.74 million yuan to financial institutions that support impoverished people on the record in key national destitute districts and counties to shake off poverty. As a result, the loan to key national destitute regions increased by 16.3%, higher than the city level by 6.3 percentage points.

The project of supporting targeted poverty alleviation with technology was launched in Hunan Province. The launching ceremony of the project of supporting targeted poverty alleviation with technology was held in Shibadong Village, Huayuan County a few days ago. The aim of the project is to trigger the internal vitality of destitute areas through technology and improve destitute villages and impoverished households’ ability to support themselves on their own.

A total of 64,000 people in Dazhou City, Sichuan Province were lifted out of poverty in the first half of 2016. The “agriculture, farmer, and rural area” work and county development in Dazhou City are guided by poverty alleviation work. The city plans to help 149 destitute villages and 127,600 impoverished people shake off poverty in 2016. A total of 64,000 people were lifted out of poverty from January to May this year.

A total of six million rural people in Guizhou Province were lifted out of poverty in the past five years. During the 12th Five Year Plan, the GDP growth rate of Guizhou Province was in the top three for years, with an annual growth rate of 12.5%; rural poverty-stricken population was reduced from 11.49 million in 2011 to 4.93 million at the end of 2015, with the poverty incidence dropping to 14%.

Huayin City, Shaanxi Province launched a subsidized loan totaling 60 million yuan to assist poverty alleviation through agricultural industrialization. Huayin City actively negotiated with Huayin Rural Credit Cooperatives to provide subsidized loans to poverty-stricken households in the city who lack fund for development. The government has invested three million yuan as the guaranteed fund to fully leverage the 60 million yuan financial fund for agricultural industrialization at the ratio of 1:20.

Public Poverty Alleviation and Charity News
The “Eco-Civilization and Poverty Alleviation” forum to be held in Guiyang City, Guizhou Province will initiate a platform for international dialogue and cooperation in poverty alleviation. To be held on July 9 at the Guiyang International Eco-Conference Center, the forum will bring together approximately 100 people, including domestic and foreign anti-poverty experts from UN organizations and international anti-poverty agencies, to exchange experience on global poverty control and China’s local practice, so as to explore innovative moves in China’s poverty alleviation.

The poverty alleviation volunteer service activity “Let’s Head for a Better-off Life Together” was conducted in Chongqing Municipality to facilitate targeted poverty alleviation. On July 2, the first round of the activity was launched at the square of Chongqing Working People’s Cultural Palace. Volunteer representatives from 12 enterprises and social organizations claimed a batch of poverty alleviation volunteer service projects, and headed for destitute districts and counties in Chongqing to provide volunteer service.

The Poverty-Alleviation Photovoltaic Power Plant in Madoi County,Golog Tibetan Autonomous Prefecture, Qinghai Province, China’s first power plant of its kind, with a capacity of 10 MW, has generated power of 1.88 million KWh in total. It is learned that the State Grid Corporation of China will allocate 12 million yuan as poverty alleviation fund each year to support the eco-husbandry industrialization in Madoi County. Unincorporated villages will have access to adequate electricity by 2017, and the general goal of lifting all impoverished people out of poverty will be achieved by 2019.
