The Ministry of Human Resources and Social Security and the State Council Leading Group Office of Poverty Alleviation and Development jointly launched the Campaign of Poverty Alleviation through Acquiring Skills under the Support of One Thousand Technical Schools nationwide. According to the campaign, from 2016 to 2020, students from households registered in poverty document can receive free technical education at technical schools after graduating from junior or senior high schools. Meanwhile, laborers from households registered in poverty document can receive at least one free vocational training at technical schools every year, if they have labor capacity and the need for technical training.

The Ministry of Housing and Urban-Rural Development and other six ministries jointly issued “Opinions on Improving the Health Conditions in Destitute Villages”. According to the document, all destitute villages will reach the health condition standard by the end of 2020; resident health hazards will be basically eliminated; the incidence of disease caused by poor health conditions will be drastically reduced. The aim of the document is to help farmers develop a healthy lifestyle.

Gansu plans to help over 730,000 people shake off poverty through relocation by the end of the 13th Five Year Plan. A total of 731,400 people from 173,900 households will be lifted out of poverty through relocation during the 13th Five Year Plan. In this way, people registered in poverty document will no longer worry about food and clothing and their compulsory education, basic healthcare and housing security will be guaranteed.

Conference on Promoting Targeted Poverty Alleviation for Impoverished Rural Disabled People was held in Yueyang City, Hunan Province. At the conference, the“2016Targeted Poverty Alleviation for Impoverished Rural Disabled People Campaign” of the city’s Disabled Persons Federation (DPF) was launched. It was specified at the conference that the city’s Disabled Persons Federation (DPF) will allocate a total of 19.4 million yuan in 2016 to rural areas, adopt nine types of measures to help the disabled and give for free 1,000 pieces of assistive devices to disabled people in 53 villages involved in the city-level poverty alleviation program .

Ngawa Tibetan and Qiang Autonomous Prefecture, Sichuan Province conducted targeted poverty alleviation through education to facilitate poverty relief. Ngawa Prefecture strictly implemented policies that benefit the people and carried out projects of poverty alleviation through education. Since the 12th Five Year Plan, Ngawa Prefecture has allocated a total of 1,728,760,000 yuan for targeted poverty alleviation: the pre-school education fees of kids from ethnic areas were exempted or cut 71,771 times and lunch subsidy was provided for these kids as well; “Three Exemptions”(exemption from textbook fees, tuition fees and stationery fees) was offered 516,899 times to students receiving compulsory education; subsidy for semi-boarding school pupils and impoverished junior high school students was offered 371,286 times; and nutritious lunch was provided 285,271 times for students receiving compulsory education.

A total of 170,000 people in Shenyang City, Liaoning Province were lifted out of poverty in five years. Shenyang City conducted several poverty alleviation projects, including Joining Urban Areas with Rural Areas, Mutual Helping Mechanism and Household-specific Poverty Alleviation. As a result, the number of impoverished people in Shenyang City was reduced from 265,000 at the end of 2011 to 95,000 at the end of 2015. The remaining 95,000 impoverished people include 11,662 people living under the national poverty standard (the annual net per capita income is 3,141 yuan) and 83,338 relatively impoverished people whose annual net per capita income is below 6,000 yuan (the poverty standard of Shenyang City).

Over five million people in counties around Liu-pan Mountains were lifted out of poverty during the 12th Five Year Plan. The number of impoverished people in contiguous destitute counties around Liu-pan Mountains was reduced from 8,073,400 in 2011 to 2,945,200 at the end of 2015 during the 12th Five Year Plan, with a total of 5,128,200 people lifted out of poverty, which means approximately one million people were lifted out of poverty each year.

Chongqing will relocate 80,000 impoverished people in mountain areas in 2016. According to Chongqing’s 2016—2018 plan of relocating 250,000 rural people registered in poverty document, it will make sure that 80,000 people are relocated and it will strive to help 113,000 people registered in poverty document with resettlement. By the end of June 2016, Chongqing has issued the plan to resettle 100,000 people, launched a special fund of or above the city level, totaling 816 million yuan, and relocated 35,826 people.

Over 1.1 million people in Yunnan Province were lifted out of poverty in a year through promoting party construction hand in hand with poverty alleviation. Yunnan Province adhered to the principle of promoting poverty alleviation through party construction and facilitating party construction through poverty alleviation. The “double promotion” of grass-roots party construction and poverty alleviation it conducted since 2013 is a good way to strengthen the party and lead people to a better-off life. As a result, the number of impoverished people in the province dropped from 5.74 million at the end of 2014 to 4.61 million at the end of 2015.

A total of 32,000 people in Qinggang County, Heilongjiang Province were lifted out of poverty over the past two years. Qinggang County took targeted poverty alleviation as the “Number One Project” in building a moderately prosperous society in an all-round way. Focusing on the consolidation and improvement of people who have been lifted out of poverty and helping the remaining impoverished people shake off poverty, the county analyzed the causes of poverty for each poverty-stricken household and made tailored consolidation and improvement plans. As a result, a total of 32,864 people were lifted out of poverty over the past two years.

Over 700,000 people in Hunan Province were lifted out of poverty as a result of poverty alleviation through developing tourism. During the 12th Five Year Plan, Hunan Province helped over 700,000, or 15% of the total population lifted out of poverty in the province, shake off poverty through developing tourism. Among them, 420,000 people inareas around Wuling Mountains were lifted out of poverty through developing tourism, taking up 60% of the total population lifted out of poverty through developing tourism.

Over the 20-year cooperation in poverty alleviation between East and West China, Zhejiang helped the destitute areas of Sichuan root out poverty. Since 1996, Zhejiang and Sichuan have conducted poverty alleviation cooperation. Focusing on several projects in the Tibetan areas of Sichuan, including “The Strategy of Developing City economy and Strengthening Regional Economic Zones”, “Continuous Development and Whole-village advancement” and “The Settle-down Plan of Herdsman”, they have allocated approximately 200 billion yuan to support the construction of water conservancy, village road and night lighting facility in the settlement places of herdsman. Meanwhile, the fund has also been used to carry out the plan of helping the extremely poor people, helping 3,850 dropouts return to school.

A total of 36,000 people in Kunming City, Yunnan Province were lifted out of poverty in the first half of 2016. Kunming City vigorously promoted “Ten Major Projects” ( cadre stationed at villages providing help, vocational training, micro-credit for poverty alleviation, poverty alleviation through relocation, poverty alleviation through e-commerce, poverty alleviation through tourism, poverty alleviation through PV, poverty alleviation through growingbroussonetia papyrifera, people who became rich first conducting entrepreneurship training and wielding the role of leading enterprises), and “Seven Batches”( poverty alleviation through agricultural industrialization, relocation, ecological protection, education, healthcare insurance and assistance and social security). As a result, 36,524 people registered in poverty document and 34,782 marginalized impoverished people were lifted out of poverty in the first half of 2016, which means half of the city’s target was completed in half a year. Among all the people lifted out of poverty, a total of 23,000 people in Luquan Yi and Miao Autonomous County reached the 3,500 yuan poverty-exit standard.

Over ten thousand people in Gannan County, Qiqihar City, Heilongjiang Province will be lifted out of poverty in 2016. Gannan County vigorously promoted poverty alleviation through agricultural industrialization. The county has allocated a total of 46.61 million yuan to build 16 poverty alleviation projects, helping 1,750 impoverished households increase their income by approximately 3,000 yuan. The targeted poverty alleviation policies in Gannan County have now covered all the impoverished population there. A total of 12,957 people from 16 destitute villages will be lifted out of poverty by the end of this year.

Qianjiang District, Chongqing Municipality helped impoverished households shake off poverty through the “education + healthcare” program. Qianjiang District, Chongqing Municipality made a thorough investigation of impoverished students and established a targeted poverty alleviation database for impoverished students, so as to ensure that no impoverished student will drop out of school because of poverty. As of now, Qianjiang has raised a total of 82 million yuan to help 75,500 impoverished students, with 1,854 households and 7,321 people lifted out of poverty. As a result, the enrollment rate of rural school-age children hit 100% and that of senior high school reached 96%.
