State and Ministerial Policy News:
Ministry of Human Resources and Social Security: rural impoverished laborers will receive transportation subsidy for taking trans-provincial jobs. On August 11, Ministry of Human Resources and Social Security released “Opinions on Poverty Alleviation through Human Resources and Social Security in the Battle of Poverty Alleviation”, specifically requiring that the home provinces of laborers provide transportation subsidy to impoverished trans-provincial laborers. Besides, the standard for urban and rural minimum basic pension will be readjusted, and areas where conditions permit will be supported and encouraged to increase the basic pension standard in destitute areas. During the 13rd Five Year Plan, the Ministry will help rural impoverished laborers registered in the poverty document who desire to obtain a job realize employment in non-agricultural sectors, and help 10 million people shake off poverty. Every impoverished person with the desire for vocational training can get at least one free vocational training.

China is committed to winning the battle of poverty alleviation so that Chinese people can share the fruits of development. China proposed the third “Ten-million people poverty reduction plan” this year and the “Opinions on Establishing Poverty Exit Mechanism” was released as well. Liu Yongfu, director of the State Council Leading Group Office of Poverty Alleviation and Development, said that “The different policies and measures introduced by the central government are part of China’s institutional reform of poverty alleviation and development and an important move to implement the strategy of targeted poverty alleviation. To achieve that goal, it’s essential to take concrete actions and fully implement the well-designed policies and measures .”

Poverty alleviation efforts focused on the integration of agriculture-related fund, and pilot reform has been carried out in over 1/3 destitute counties. In recent years, several provinces including Hubei and Jiangxi have implemented the pilot reform of integrating agriculture-related fund in destitute counties. In April, the State Council released “Opinions on Supporting the Pilot Project of Integrating Agriculture-related Fund in Destitute Counties”, which specified “the same channel and institute decentralization” as one of the fundamental principles of the pilot reform so as to tackle the difficult issue of integrating poverty alleviation fund.

State Ethnic Affairs Commission, China National Tourism Administration, All-China Federation of Industry & Commerce and China Development Bank jointly released “Opinions on Promoting Poverty Alleviation through Tourism and Coordinated Development in Areas around Wuling Mountains”. According to the Opinion, tourism is the key pillar industry in areas around Wuling Mountains. It plays a unique role in expanding domestic demand, stabilizing growth, boosting employment, reducing poverty and benefiting the people. Promoting poverty alleviation through tourism and coordinated development in these areas is an important way to resolve the difficulty of development and strengthen development advantages in the contiguous destitute area. Meanwhile, it is an important channel to promote integrated development of regional tourism and build new economic growth poles.

Local Poverty Alleviation News:
Vestigation into Liu-p’an Mountains and discussed how to “tackle the issues in poverty alleviation”. Recently, the Meeting of Local Political Consultative Organizations to Exchange Work Experiences in Targeted Poverty Alleviation in Liu-p’an Mountains was held in Lanzhou. CPPCC leaders from Gansu Province, Shaanxi Province, Ningxia Hui Autonomous Region and Qinghai Province attended the meeting. They discussed the difficulties and problems in the battle of poverty alleviation in the contiguous destitute areas around Liu-p’an Mountains and came up with solutions to ensure that the area achieve the goal of targeted poverty alleviation.

A total of 36,000 people in Kunming City, Yunnan Province were lifted out of poverty in the first half of 2016. In the first half of the year, Kunming City, Yunnan Province allocated a total of 573 million yuan as special poverty alleviation fund, which is 1.55 times of that of last year. As a result, 36,524 people registered in the poverty document and 34,782 marginalized impoverished people were lifted out of poverty, which means half of the city’s poverty alleviation target was completed in half a year. Among all the people lifted out of poverty, a total of 23,000 people in Luquan Yi and Miao Autonomous County reached the poverty-exit standard of 3,500 yuan .

Laishui County, Hebei Province: characteristic industries brought benefits to the people, helping 77,248 people shake off poverty. There were 100,000 rural impoverished people in Laishui County in 2011, taking up approximately one third of its total population. However, by the end of 2015, the number of impoverished people in the county was reduced to 22,752, with 77,248 people lifted out of poverty, which marks the preliminary formation of permanent poverty alleviation framework.

The special enrollment plan for targeted poverty alleviation in Guangxi will take in 2,000 students for the first time. During the 13th Five Year Plan, Guangxi will set up the special enrollment plan for targeted poverty alleviation to take in 13,000 students from impoverished candidates registered in the poverty document within five years. Among the quota, 1,000 students will be admitted by universities and 1,000 students will be admitted by post-secondary schools in 2016.

Hebei Province will launch the project of targeted poverty alleviation through relocation this year, aiming at helping 126,000 people shake off poverty. As of the end of June, 2016, Hebei had carried out 26 projects in the first half of the year and expanded the planned construction area to 590,000 square meters to hold 20,618 people from 6,980 households. Among them, 4,964 households and 14,334 people were registered in the poverty document.

Tongliao City, Inner Mongolia Autonomous Region held the Conference on the Project of Poverty Alleviation through Finance. It is learned that by the end of July, Tongliao City had invested a total of 3.454 billion yuan as poverty alleviation loan and the balance of peasant households had reached 2.298 billion yuan, helping 61,583 peasant and herdsman households and 24 enterprises related to agriculture. The new poverty alleviation loan in 2016 hit 918 million yuan, 166.9% of the 550 million yuan target set by Inner Mongolia Autonomous Region .

A total of 41,000 people from 10,500 households in Hailun City, Heilongjiang Province were lifted out of poverty. As a key national poverty alleviation and development county, Hailun City adopted several measures in the battle of targeted poverty alleviation, such as industrial promotion, employment in non-agricultural sectors, education support and medical aid. As a result, 101 destitute villages and 32,000 impoverished households were identified and enlisted, and 123,000 poverty-stricken people were registered in the poverty document. As of now, 30 destitute villages have been lifted out of poverty.

Yulin City, Guangxi Zhuang Autonomous Region vigorously promoted poverty alleviation through agricultural industrialization, developing two to five characteristic industries in each county. Yulin City has invested a total of 6.6414 million yuan as special poverty alleviation fund and raised 13.4275 million yuan from the public for poverty alleviation through agricultural industrialization. The project covers 106 destitute villages, benefiting 30,300 farmers.

Poverty alleviation efforts in Shandong Province received support from 136 provincial level characteristic light industry clusters. Shandong Province has identified 136 characteristic industrial clusters at or above the provincial level, including household appliances, furniture and hardware. With such features assimple technical operation, low threshold and flexible work location, these industrial clusters created job opportunities for 4.2 million people and helped over 700,000 rural low-income residents shake off poverty through employment.

Qingyuan City, Guangdong Province appointed 267 people as the “Independent Supervisor of Poverty Alleviation and Development”. The People’s Procuratorate of Guangdong Province and the Poverty Alleviation and Development Office of Guangdong Province appointed 267 local town and district procuratorial office directors and the First Secretaries stationed in towns and villages as the Independent Supervisor of Poverty Alleviation and Development”. During the three-year tenure, they are expected to be part of the efforts to build corruption-free administration in the field of poverty alleviation and development, promote integrity and build the system of punishment and prevention. Meanwhile, they are responsible for supervising the performance of different institutions and their staff.

A special poverty alleviation fund totaling 100 million yuan was granted in Ji’nan City, Shandong Province. Besides the special fund of 65.34 million yuan allocated by the central government and the Shandong Provincial Government, Ji’nan City allocated another 100 million yuan as special poverty alleviation fund, a year-on-year increase of 80%. Among the fund, a total of 68.8 million yuan has been released to different counties and districts. At the county and district level, a total of 130 million yuan was allocated as special fund, up by 2.1 times over last year.

In the first half of the year, Chongqing Municipality built highways with a combined length of 3,890 km in its efforts to combat poverty. Chongqing Municipality plans to build highways with a combined length of 6,607 km to realize 100% coverage of highway in administrative villages where conditions permit by the end of 2016. It plans to build 4,970 km in 2016 and ensure smooth transportation for 925 administrative villages. By the end of July, a total of 3,890 km was completed and 638 administrative villages gained access to smooth transportation.

A total of 570,000 people in Sichuan Province were lifted out of poverty in the first half of 2016. It is learned that Sichuan helped 570,000 people out of poverty by taking such measures as promoting 17 annual working programs of poverty alleviation, establishing medical aid system and vigorously promoting relocation and dilapidated house renovation. Of all the destitute villages that shook off poverty in the annual plan, the poverty incidence of 1,135 villages dropped to below 3%.

Yanchi County, Wuzhong City, Ningxia Hui Autonomous Region built a robust poverty alleviation network. Yanchi County joined hands with the local insurance agencies and introduced 12 kinds of tailor-made poverty alleviation insurance products to ensure that impoverished households in the county will encounter no risk in the process of shaking off poverty. As of now, the county has invested a total of 7.9 million yuan as insurance premium and settled 265 cases, with compensation fee amounting to 3.898 million yuan.

Public Poverty Alleviation and Charity News
The 7th China Democratic League Forum on People’s Livelihood was held on August 16 in Kunming, where suggestions and advice on reducing poverty and improve people’s livelihood were put forward. The discussion centered upon “urban poverty and social security” and “rural poverty and targeted poverty alleviation”, and suggestions and advice on helping China reduce and eliminate poverty and improve people’s livelihood were provided. The forum will exert positive influence on remedying the weak points in improving people’s livelihood and social security system.

The 2nd Conference on National Rural Tourism and Poverty Alleviation through Tourism was held on August 18 in Zhangjiakou City, Hebei Province. At the conference, China National Tourism Administration released the “Report of Observations on National Poverty Alleviation through Tourism” and “Project Plan of Poverty Alleviation through Developing Rural Tourism”. According to the Report, since the Conference on National Rural Tourism and Poverty Alleviation through Tourism held in 2015, poverty alleviation through developing rural tourism has maintained a good momentum nationwide and generated remarkable achievements. With huge potential, it has become a fresh force in promoting China’s poverty alleviation efforts. As is proposed in the Plan, it will help 22,600 destitute villages shake off poverty during the 13th Five Year Plan.
