State and Ministerial Policy News:
On September 3, General Secretary Xi Jinping attended the 2016 G20 Business Summit and delivered an important speech , in which he pointed out that “In order to accommodate people’s desire for a better life, China will keep enhancing people’s living quality and standard, improving the public service system and expanding the proportion of medium income group. In particular, China will strengthen targeted poverty alleviation so that all the remaining 57 million rural impoverished people and all the remaining destitute villages will be lifted out of poverty by 2020.”

China Securities Regulatory Commission (CSRC) released the “Opinions of China Securities Regulatory Commission on facilitating the Capital Market to Serve the National Strategy on Poverty Alleviation” on September 9. It is pointed out in the “Opinion” that “We should further improve the ensuring mechanism of national poverty alleviation strategy. Meanwhile, we will strengthen the organization and leadership of targeted poverty alleviation, enhance the mechanism of poverty alleviation through nurturing professionals, improve the evaluation system of the results of targeted poverty alleviation as well as tighten the promotion and guidance of targeted poverty alleviation. ”

Local Poverty Alleviation News:
Xinyang City, Henan Province facilitated poverty alleviation in the former revolutionary base areas by developing characteristic industries. The seven counties under the jurisdiction of Xinyang City, Henan Province are all destitute counties in face of an arduous task of poverty alleviation. In recent years, Xinyang City has taken advantage of its unique natural resources to vigorously develop characteristic planting and breeding industries as well as rural tourism. By using its natural resources to help local impoverished people shake off poverty in a flexible way, the city embarked on a road to effectively lift the former revolutionary base areas out of poverty.

Jinan City, Shandong Province initiated six major poverty alleviation projects to help the disabled cast off poverty. Jinan Disabled Persons’ Federation is carrying out six major poverty alleviation projects, including social security, education and training, employment and entrepreneurship, rehabilitation aid, foster care and guarantee of rights and interest. Starting with different problems confronting the disabled, Jinan City adopted comprehensive measures to accelerate the targeted poverty alleviation for the disabled and ensure no disabled person is left out.

A total of 107,000 people in Shuozhou City, Shanxi Province were lifted out of poverty in the past five years. During the 12nd Five Year Plan, Shuozhou City, Shanxi Province was committed to promoting targeted poverty alleviation and improving people’s livelihood. The city actively guided the distribution of different projects and productive factors in destitute districts. In the past five years, it has helped 107,000 people rise out of poverty by adopting four measures—rooting out the source of poverty through relocation, promoting agricultural industrialization to enhance development, improving people’s livelihood by conducting whole-village advancement and increasing villagers’ income with the help of leaders stationed at villages.

Huayuan County, Hunan Province facilitated poverty alleviation with party construction, as a result of which poverty incidence of the county dropped to 17.8%. In November 2013, General Secretary Xi Jinping proposed the strategic thought of “targeted poverty alleviation” for the first time during his investigation at Shibadong Village, Huayuan County. Over the past two years, Huayuan County has forged ahead with targeted poverty alleviation. As a result, the rural per capita income in 2015 reached 6,276 yuan and the poverty incidence dropped to 17.8%.

Wenxian County, Gansu Province conducted poverty alleviation through developing e-commerce and the sales of impoverished households registered in the poverty document amounted to 44.38 million yuan. Wenxian County took poverty alleviation through developing e-commerce as an important way to help farmers increase income and it therefore actively promoted the “six measures” of poverty alleviation through developing e-commerce. As a result, the county has built 20 township service stations of poverty alleviation through developing e-commerce, 71 service spots and 28 demonstration sites of poverty alleviation through developing e-commerce. A total of 212 online stores were built in the pilot villages of poverty alleviation through developing e-commerce, with a total sales of 64.55 million yuan. Among them, the sales of impoverished households in the poverty document reached 44.38 million yuan.

Nanning City, Guangxi Zhuang Autonomous Region plans to invest 11.7 billion yuan as poverty alleviation fund. During the 13rd Five Year Plan, Nanning City will integrate a total of 11.7 billion yuan from various poverty alleviation funds of different levels. It will focus on targeted poverty alleviation and strengthen support for the impoverished people to ensure that “no household and no one is left behind” on the way to build a moderately prosperous society in an all-round manner. It is learned that the amount of the planned poverty alleviation fund is over four times that of the total fund invested in the past ten years.

A loan exceeding 1.2 billion yuan has been granted to peasant households in Sangzhi County, Hunan Province over the past three years. In 2016, Sangzhi County entered the third year of targeted poverty alleviation. For now, there are still over 72,000 impoverished people in the county. Over 40,000 people have been lifted out of poverty since Sangzhi County launched the identification of impoverished population in 2014.

After investing over six billion yuan into poverty alleviation through developing tourism, Hubei Province developed different modes of poverty alleviation through developing tourism, such as the cross-industry mode. Hubei Province invested over six billion yuan into poverty alleviation through developing tourism. Meanwhile, the province nurtured and improved three mechanism of poverty alleviation through developing tourism, namely poverty alleviation through voluntourism, poverty alleviation by non-governmental forces and the “Five-level Joint Construction”, which includes “replacing national special fund with bonus” at the provincial level, building demonstration cities of comprehensive reform at the municipal level, building advanced units providing quality service at the county level, building demonstration towns (sub-district) of administration according to law at the town level, and building mass autonomous demonstration villages at the village level By doing so, the province has developed several modes of poverty alleviation through developing tourism, such as the cross-industry mode, the endogenous mode and the multi-industry cooperation mode.

Students from impoverished households in Qinzhou City, Guangxi Zhuang Autonomous Region can enjoy 15 years of free education. Starting from the fall semester of 2016, Qinzhou City will provide 15 years of free education to students from households registered in the poverty document and prioritize them in sponsorship, so as to meet the requirements of “targeted poverty alleviation through education”, make education accessible for students from households registered in the poverty document and ensure they have no worries about food and clothing at school.

A total of 32,000 people at Qinggang County, Suihua City, Heilongjiang Province were lifted out of poverty in the past two years. Qinggang County took targeted poverty alleviation as the top priority in building a moderately prosperous society in an all-round manner. The county focused on preventing people who had already been lifted out of poverty from slipping back to poverty and helping the remaining impoverished people shake off poverty. It analyzed poverty causes for each household and made tailored consolidation and improvement plans accordingly. As a result, a total of 32,864 people were lifted out of poverty in the past two years.

Health and Family Planning Commission of Gansu Province and Poverty Alleviation and Development Office of the province jointly issued “Implementation Scheme of Gansu Province’s Project of Poverty Alleviation through Healthcare”. It is specified in the document that all the rural poverty-stricken population must be included into the scope of critical and serious illness medical help. Besides, the payment threshold of critical illness insurance reimbursement for rural poverty-stricken people in Gansu Province dropped drastically from 5,000 yuan to 3,000 yuan.

Over the past five years, poverty incidence of Akesu City, Xinjiang Uygur Autonomous Region dropped from 33% to 13.2%. Supported by different poverty alleviation projects and fund, Akesu City managed to increase people’s income through developing rural courtyard economy, nurturing characteristic fruit-growing industry and encouraging local people to take higher-paid jobs in other provinces or regions. Over the past five years, the region has carried out 668 poverty alleviation projects and invested a total of 1.541 billion yuan as poverty alleviation fund. As a result, a total of 204,000 poverty-stricken farmers and herdsmen were lifted out of poverty, with the number of local poverty-stricken people reduced to 206,300.

Public Poverty Alleviation and Charity News
With greater efforts to implement the special plan for destitute areas and the “Dream Weaving Plan”, Peking University witnessed an increase in the number of students enrolled from destitute areas. The “Dream Weaving Plan” of Peking University has enrolled 131 candidates identified as poverty-stricken students. Among them, 118 candidates received bonus points in the college entrance examination, up by almost 100% over last year. Besides, Peking University also implemented policies favoring rural candidates in “Boya Project”, independent recruitment and college enrollment.

In Anhui Province, 119 enterprises helped destitute villages suitable for travel develop tourism. On September 2, “One Hundred Enterprises & One Hundred Villages” — Conference on Anhui Province’s Project of Poverty Alleviation Through Developing Tourism was held in Hefei. A total of 119 enterprises and 109 destitute villages suitable for travel signed paired support agreement. The support includes making plans or development guide for destitute villages, providing employment information to and creating jobs for the poverty-stricken households in destitute villages.

Shaoyang City, Hunan Province built 221 service stations of poverty alleviation through finance to facilitate targeted poverty alleviation. By the end of August 2016, Shaoyang City had built 221 service stations of poverty alleviation through finance and eight demonstration villages of poverty alleviation through finance. Among all the service stations, the eight provincial service stations were completed as scheduled according to the “Eight Must-have Standard” , that is, there must be an office, a conference room, a CPC member activity room, a party flag, a party members’ roster, rules and regulations, audio-visual educational equipment, desks and chairs, books and reference materials, file cabinets and public board of party affairs. They have set a good example for others to follow.
