State and Ministerial Policy News:
On the 19th ASEAN Plus China, Japan, ROK (10+3) Summit, Premier Li Keqiang stressed: “China encourages cooperation in agriculture and poverty alleviation among 10+3 countries. China is actively implementing the ‘Cooperation Initiative on Poverty Alleviation in East Asia’, which is expected to be carried out within the year.”

On September 12, Liu Yongfu, Director of the State Council Leading Group Office of Poverty Alleviation and Development, held a panel discussion on promoting supply-side structural reform in poverty alleviation. He noted: “In order to promotesupply-side structural reform in poverty alleviation and to achieve the maximum benefits of different policies and capital investment, we should preliminarily prioritize the following work. First, measures of poverty alleviation must be consolidated through a combination of policies. Second, policies and role models should be widely publicized to provide proper guidance. Third, poverty alleviation through developingphotovoltaic power and tourism should be strengthened in order to develop the collective economy of destitute villages.”

China Securities Regulatory Commission (CSRC) released “Opinions of CSRC on Utilizing the Capital Market to Reduce Poverty in China”. In order to support industry development in poverty-stricken regions and to help impoverished people rise out of poverty steadily, green channels will be opened for local enterprises of poverty-stricken regions in the process of IPO, listing on the National Equities Exchange and Quotations, issuance of bonds as well as mergers and acquisitions.

Local Poverty Alleviation News:
A total of 4.812 million people in Anhui Province have been lifted out of poverty in the last five years, with poverty reduction rate as high as 60.9%. Ever since the 18th CPC National Congress, the mode of poverty alleviation in Anhui Province has transformed from “adopting extensive measures” to “providing targeted assistance”, and from “being lifted out of poverty” to “proactively shaking off poverty”. In the past five years, 4.812 million impoverished people have been lifted out of poverty, with poverty incidence reduced by nearly nine percentage points.

Shanxi Province invested 15 million yuan in targeted poverty alleviation of local women. Since 2016, Shanxi Province has launched the project of “Women of Shanxi Shaking off Poverty” in 58 poverty-stricken counties. The provincial government put in 15 million yuan to provide free vocational training for women registered in the poverty document and support the construction of demonstration based of employment and entrepreneurship for impoverished women.

Hebei Province plans to build e-commerce service stations in 7,366 destitute villages. A total of 62 destitute counties are expected to have built county e-commerce service centers by the end of 2016, and all of the 7,366 destitute villages registered in poverty document will build village e-commerce service centers. The plan aims to promote online transaction of agricultural products in destitute areas and ensure more impoverished households share the benefits of industry and value chains of e-commerce for poverty alleviation.

Tonggu County in Jiangxi Province explored such new modes as “Leading Enterprises + Bases + Peasant Households” to promote targeted poverty alleviation. Based on the development modes of “Leading Enterprises + Bases + Peasant Households” and “Leading Enterprises + Specialized Cooperatives + Bases + Peasant Households”, Tonggu County promoted loans of industry chains to drive innovative poverty alleviation through financial means, transforming the mode of poverty alleviation from “providing direct assistance to poor areas” to “enhancing the development capacity of poor areas”. A total of 7,752 peasant households have received credit extension or lifted credit limit, with the amount of credit extension totaling 502 million yuan and petty loans for poverty alleviation totaling 385 million yuan.

Sanya City in Hainan Province has fulfilled over 90% of the poverty alleviation task and the city plans to build “Green Channels” of poverty alleviation projects. As of September 9th, 2016, the city had lifted 159 people out of poverty and further improved the life of 4,078 people who had already been lifted out of poverty, with 93% of the poverty alleviation task fulfilled. The next step for Sanya is to set up “Green Channels” to boost poverty alleviation and strengthen supervision over the use of funds so as to achieve tangible effects in poverty alleviation.

    Yongzhou City in Hunan Province promoted targeted poverty alleviation through “Four Follows”. Taking targeted poverty alleviation through agricultural industrialization as the top priority in poverty alleviation, Yongzhou adhered to “Four Follows”, that is, “Capital follows the impoverished population, the impoverished people follow the able men, the able men follow the poverty alleviation projects, and the projects follow the market”. In the past three years, the city lifted over 120,000 people out of poverty on a yearly basis with an annual poverty alleviation rate of 15.6%.

    Panzhihua City in Sichuan Province helped over 65,000 people shake off poverty over the past five years. During the 12th Five Year Plan, Panzhihua City put in poverty alleviation funds of various levels and kinds exceeding 620 million yuan to conduct several projects, such as transforming education to targeted volunteer teaching, developing agricultural industrialization and building new villages. As a result, the poverty-stricken population declined from over 85,000 by the end of 2010 to 20,000 by the end of 2015.

    Honghe Hani and Yi Autonomous Prefecture in Yunnan Province lifted more than 560,000 impoverished people in poverty-stricken areas out of poverty. Honghe Hani and Yi Autonomous Prefecture in Yunnan Province took poverty alleviation in ethnic minority regions as a major livelihood project and actively built the Honghe Mode—Regional Development and Poverty Alleviation in Contiguous Destitute Areas. The Prefecture’s impoverished population declined from 1,354,700 by the end of 2011 to 589,700 by the end of 2015, with 765,000 people lifted out of poverty.

Weinan City ranked first in Shaanxi Province with the best poverty alleviation record of lifting 885,000 people out of poverty in four years. Based on 12 factors causing poverty, including disease, heavy financial burden of education, natural disasters and physical disability, the city accurately classified impoverished households registered in poverty document, and established 849,000 tailored poverty alleviation projects covering 526,600 people. In the past four years, the city has invested poverty relief funds exceeding 5 billion yuan to help 885,100 people shake off poverty, which makes it lead the province in reducing poverty.

Public Poverty Alleviation and Charity News
Jingdong (JD) signed “Cooperation Agreement on Agricultural E-commerce” with the Ministry of Agriculture to facilitate rural poverty alleviation. A few days ago, Working Conference on China’s “Internet +” Modern Agriculture was held in Suzhou. Liu Qiangdong, CEO of JD participated in the conference as an entrepreneur representative and said, “JD has been promoting agricultural e-commerce in recent years in the hope of developing rural economy and improving farmers’ livelihood by virtue of Internet.” JD signed “Cooperation Agreement on Agricultural E-commerce” with the Ministry of Agriculture to support poverty alleviation in rural areas.
