State and Ministerial Policy News:
    Premier Li Keqiang met with Guinean President Condé, who was on his state visit to China, and delivered an important speech. Li Keqiang pointed out that China and Guinea enjoyed strong economic complementary advantages and China was ready to make good use of bilateral cooperation mechanism to create new cooperation modes, vigorously conducted cooperation in production capacity, strengthened cooperation in fields including infrastructure construction as well as shared experience in economic growth and poverty alleviation.

Recently, the Central Committee of the Communist Party of China and the State Council have released the “Health China 2030” Program. According to the plan, China will focus on rural areas and grassroots units in an effort to promote the equalization of public services in the field of healthcare so as to realize universal healthcare coverage, while adhering to the principle of impartiality and fairness. As China enters the tough phase of poverty alleviation, it is of vitally practical significance to ensure people reduced to poverty because of illness receive help from poverty alleviation through healthcare.

National Health and Family Planning Commission (NHFPC) initiated the mission of providing special treatment to rural impoverished people suffering from critical illness. Wang Hesheng, Vice Minister of NHFPC and Director of the Health Care Reform Office under the State Council, said that between 2016 and 2018 NHFPC would provide special treatment to rural impoverished people in the poverty document who suffered from nine diseases, including a trial septum defect (ASD) in children of congenital heart disease and stomach cancer.

Recently, the Ministry of Finance and the State Council Leading Group Office of Poverty Alleviation and Development have released the “Notice on Further Improving the Integration of Fund Related to Agriculture in Destitute Counties by the Ministry of Finance and the State Council Leading Group Office of Poverty Alleviation and Development”. It is pointed out in the notice that all provinces (autonomous regions and municipalities) should supervise and urge destitute counties to further improve poverty alleviation plans and ensure planned programs are consistent with the county’s poverty alleviation demand, match the scale of integrated fund and engage with key tasks of relevant departments. Meanwhile, according to county-level poverty alleviation plans, they should speed up the formulation of solutions to fund integration and report them to provincial leading group of poverty alleviation and development by following the procedures.

Local Poverty Alleviation News:
The Municipal Government Office of Nanyang, Henan Province released the “Special Plan of Poverty Alleviation through Transportation of Nanyang City”. As is proposed in the plan, by 2019, poverty-stricken areas will gain access to a far-reaching transportation network boasting expansive coverage and high quality and realize “safe and convenient connection with outside world and among villages with bus reaching every village”.

Over 660,000 impoverished households in Hunan Province were lifted out of poverty with the help of micro-credit. Hunan Province took the innovative move of poverty alleviation through micro-credit as an important link of “financing plus targeted poverty alleviation” and used it to accelerate the process of lifting impoverished households out of poverty and helped them gain income. By the end of September, Hunan Province had issued a total of 6.94 billion yuan as micro-credit with loan balance exceeding six billion yuan, helping over 220,000 impoverished households and 660,000 poverty-stricken farmers shake off poverty through agricultural development.

Xinjiang released the “Notice on Ensuring the Completion of Poverty Alleviation through Subsistence Allowance in Rural Areas”. The note specifies that the 255,000 incapacitated impoverished people and impoverished people incapable of work (that is people with two kinds of incapability) shall be incorporated in the minimum living standard. All the 870,000 impoverished people in the autonomous region with two kinds of incapability have been incorporated in the minimum living standard so far.

Jianghua County, Hunan Province forged ahead with the special industry model featuring “one-village-one-characteristic and one-village-one-brand industry” to facilitate poverty alleviation. Jianghua Yao Autonomous County developed special industries in compliance with the requirements of “one-village-one-characteristic and one-village-one-brand industry”, transforming from negative poverty alleviation to positive poverty alleviation, which closely resembled the transition from blood transfusion to blood making. A total of 35 leading industries were developed in 150 destitute villages of the county. By 2015, 31 destitute villages and 43,500 people had been lifted out of poverty.

    Hubei Province embraced remarkable results in poverty reduction and alleviation via introduction of the third-party evaluation. Hubei Province has included the special program of targeted poverty alleviation in the performance evaluation of local party and government leadership and the duty assessment system of provincial departments. Meanwhile, the province has adopted the third-party evaluation to assess the performance of city prefectures and destitute counties. People in charge of counties delivering poor performance will be engaged in meetings and receive interviews with relevant departments so as to improve the results of targeted poverty alleviation.

A total of 9,000 people in Anshan City, Liaoning Province benefited from the household-specific policy of targeted poverty alleviation. In order to win the tough battle of poverty alleviation, Anshan City, Liaoning Province abandoned the traditional method of poverty alleviation resembling broad irrigation and created a new mode of poverty alleviation. Based on the comprehensive conditions of every household, including causes of poverty as well as desire and ability to be lifted out of poverty, it provided household-specific policies to put targeted poverty alleviation into practice.

A total of 5.61 million people in Hunan Province have been lifted out of poverty in the past five years. Over the past five years, Hunan Province has lifted a total of 5.61 million people out of poverty with poverty incidence dropping from 17.73% to 7.84%; per-capita GDP of the 51 key poverty alleviation counties and per capita local fiscal revenue have risen by 84.2% and 128% over 2010respectively and per-capita disposable income of rural residents has reached 7,575 yuan, registering a sharp increase over 2010.

Three 4A scenic spots in Tongjiang County, Sichuan Province helped ten thousand people in old revolutionary base areas shake off poverty. Tongjiang County, Sichuan Province is home to three national 4A scenic spots. The county directly and indirectly lifted 5,600 and 10,000 people out of poverty respectively through developing national 4A scenic spots and nurturing rural tourism, Red tourism, health-keeping tourism and scenic tourism.

Xinjianginvested over 600 million yuan in the borderline as targeted support fund. In 2016, Xinjiang has issued 352 million yuan to vitalize border areas and enrich people living there, 159 million yuan to facilitate the development of minorities with a relatively smaller population, 39 million yuan as subsidy to people in border areas and 86.5 million yuan as subsidy to people assisting border armed staff. The goal aims to help people living in border areas improve their production and living conditions to ensure they do not move to other regions and countries and border defense is not weakened.

In 2017, the “one skill for one household and one person” training program will be extended to all the 1.2 million rural impoverished households in Guizhou Province. It is learned from the Education Department of Guizhou Province that the province created new vocational training methods to facilitate poverty alleviation. By 2017, the “one skill for one household and one person” training program will cover all the 1.2 million rural impoverished households in the poverty document.

A total of 5.43 million impoverished people in rural areas of Yunnan Province have been lifted out of poverty in the past five years. Over the past five years, Yunnan Province has invested a total of 24.375 billion yuan as fiscal special fund, 55.36 billion yuan as discount-interest loan for poverty alleviation and preferential interest rate loan through relocation for poverty alleviation and 7.215 billion yuan as social poverty alleviation fund. As a result, the province’s rural impoverished population dropped from 10.14 million at the end of 2011 to 4.71 million at the end of 2015.

Public Poverty Alleviation and Charity News
Bank of China and Agricultural Development Bank of China signed “Cooperation Agreement of Poverty Alleviation through Finance” in Beijing. According to the agreement, the two parties will integrate the resource advantages of commercial banks and policy banks based on the principle of “mutual support, close cooperation, mutually complementary advantages and emphasis on accuracy”. Meanwhile, they will create new modes of poverty alleviation, step up targeted poverty alleviation and fully wield the crucial role of financing in the tough battle of poverty alleviation.

The 4th Sichuan Agricultural Cooperation and Development Conference directed attention to targeted poverty alleviation. On the conference, the signing ceremony of paired poverty alleviation activity “One Thousand Enterprises and One Thousand Villages” was held, signing the following agreements—seven investment programs with contract volume totaling 1.05 billion yuan, six procurement programs, with contract volume totaling 180 million yuan and seven employment promotion agreements, creating job opportunities for 3,464 people. It forcefully promoted targeted poverty alleviation through agricultural industrialization in destitute villages in the poverty document.
