State and Ministerial Policy News:
         Li Keqiang, Premier of the State Council, chaired the executive meeting of the State Council on November 15. It was pointed out in the meeting that targeted poverty alleviation should be combined with integrated one. A batch of major projects should be implemented to enhance the self-development ability of destitute areas, particularly such key areas as old revolutionary base areas, ethnic minority areas, border areas, and contiguous destitute areas. Such conduct will break the bottleneck which constrains the development so as to win the tough battle of poverty alleviation by 2020.

Li Keqiang, Premier of the State Council, attended the Sixth National Working Conference on Women and Children. In his speech, he pointed out that education served as a fundamental solution which blocks poverty from passing on by generations. Expenditures allocated should favor public education in middle and west China, border areas, ethnic minority areas and destitute areas to ameliorate operating conditions of rural low-performance schools and boarding schools: a mean to create equal education conditions for children at our best. National key universities should continue to expand the enrollment scale oriented for students from destitute areas in order to provide more children from poor families with equal access to better education.

National Health and Family Planning Commission (NHFPC) initiated the mission to provide special treatments to rural impoverished people suffering from critical diseases. Between 2016 and 2018, China will provide special treatments to rural impoverished people holding cards who suffered from atrial septum defect in children of congenital heart disease and other eight diseases. Those people holding cards should be checked and approved by NHFPC. Treatments will be firstly initiated in the following eight provinces: Guizhou, Sichuan, Shanxi, Shaanxi, Anhui, Henan, Jiangxi, and Ningxia Hui Autonomous Region. After piloting, the work will be expanded to other regions gradually.

Local Poverty Alleviation News:
Jianghua Yao Autonomous County, Hunan Province helped 40,000 people shake off poverty in two years. In recent years, Jianghua Yao Autonomous County, closely centering on poverty alleviation through industrial development, has issued “Reward Methods on Poverty Alleviation through Industrial Development”. It allocates 25 million yuan every year as incentive funds to promote poverty alleviation through industrial development. A total of 35 leading industries were developed in the 150 destitute villages of the county. As a result, 31 destitute villages and 43,500 people were lifted out of poverty in 2015.

Shanxi Province vigorously develops “tourism plus poverty alleviation” to bring tourism into full play for targeted poverty alleviation. It was pointed out in the Provincial Eleventh Party Congress that Shanxi Province would cultivate cultural tourism industry and make it into a strategic pillar industry in the province, fully taking advantage of “industrial chain-style” poverty alleviation through tourism. It would take scenic spots as the support, and mobilize broad masses to explore and operate all elements in the tourism industrial chain.

A total of 5.6 million people were lifted out poverty in Guangxi Zhuang Autonomous Region for five years; combined effects of targeted poverty alleviation policies gradually appeared. In recent years, Guangxi has carried out in-depth targeted recognition of each impoverished person from each household in each village. Then it adopted targeted measures based on the specific information. At the end of 2015, the number of people lifted out poverty in Guangxi for five years reached 5.6 million, more than 1/10 of the total population in Guangxi. And the poverty incidence reduced to 10.5% from 23.9%.

Night schools in all destitute villages of Sichuan Province will be initiated for construction before the end of November this year and open for classes before the end of December. Night schools in non-destitute villages will open for classes before the end of January in 2017. Recently, Sichuan Provincial Party Committee Organization Department and Sichuan Provincial Committee of the Communist Party of China’s Rural Work Committee have jointly issued the notifications, requiring that “farmers’ night schools” should provide impoverished people with highly-pertinent training for poverty alleviation. Schools should ensure that impoverished households with preferential conditions master one or two practical skills.

Qujing City, Yunnan Province adopted a series of poverty alleviation policies, lifting 115, 800 people out of poverty from January to September in 2016. This year, Luoping County is supposed to be lifted out of poverty with 148,800 people in 133 destitute villages of 10 destitute towns there. To achieve the above-mentioned accomplishment, Qujing City, with hard work and implementation, has made Huize County and Xuanwei City as the main battlefield to combat poverty, and focused on Luoping County’s pathway out of poverty. The first tough battle of poverty alleviation was won. From January to September this year, Qujing City invested various funds for poverty alleviation amounting 14.515 billion yuan, which lifted 115, 800 people out of poverty.

A total of five million people have been lifted out poverty in Hebei Province in the past five years. Since 2016, Hebei Province has steadfastly advanced eight specific projects of targeted poverty reduction and alleviation. In the first six months, the per capita disposable income of rural residents in destitute counties reached 4,811 yuan, an increase by 13.3% over the previous same period. And the growth rate was 5.1 percentage points higher than provincial average level.

The number of impoverished people in Lu'an City, Anhui Province was reduced to 467,200 at the end of 2015 from 1,088,500 in 2011. Lu'an City carried out poverty alleviation through employment and set pilot programs in 71 major poverty-alleviation villages. The city provided training for impoverished labors and helped them shake off poverty through employment. All the destitute villages in Lu'an City will be lifted out of poverty by 2018. And all the impoverished people in destitute counties will shake off poverty by 2019.  
 
Cengong City, Guizhou Province developed new mode of raising fishes in rice fields and lifted 52,800 people out of poverty. Based on local resource advantages,Cengong City adjusted appropriate measures to local conditions and planned in a reasonable way. It also built “one-village-one-characteristic and one-village-one-brand” industry, and developed six leading industries, including hybrid rice seed production, “Huang Jin Ye” flue-cured tobacco, quality fruits, pollution-free vegetables, ecological animal husbandry and fishery and Si Zhou Green Tea. Cengong City worked together with local people to lift them out of poverty in an all-round way and to provide them with a moderately prosperous through targeted poverty alleviation.
 
Wanning City, Hainan Province built 7,036 social security houses to lift a total of 19,829 people out of poverty. Wanning City comprehensively implemented “Top Ten Practical Livelihood” of both municipal and provincial levels. New job opportunities were created for 21,000 people and the registered urban unemployment rate was steadily limited within 1%. Social insurance participation rate reached 98% above. Residents’ housing conditions were improved remarkably because 7,036 social security houses had been built and 17,733 rural dilapidated buildings renovated. The targeted poverty alleviation was steadfastly promoted, which helped to lift a total of 19,829 people out of poverty.

The poverty incidence of Tianyang County, Guangxi Zhuang Autonomous Region was reduced by 13.47%. Tianyang County adopted several measures together, such as poverty alleviation through financing and developing trading stores on the Internet, and immigration relocation. As a result, 44,000 people from 12,000 households were lifted out of poverty within one year, with poverty incidence decreasing to below 3% from 16.47%.

Public Poverty Alleviation and Charity News
China Construction Bank (CCB) allocated nearly 400 billion yuan to nation-level destitute counties. By the end of September in 2016, CCB, while adopting a poverty alleviation mode of “leading enterprises plus impoverished households”, loaned 395.431 billion yuan to 832 nation-level destitute counties, 21.599 billion yuan more than that of last year, with the growth rate of 11.04% over the previous same period. A total of 133.016 billion yuan were allocated last year.

Thousand Enterprises Helping Thousand Villages helped to lift people out of poverty in Xinjiang Uygur Autonomous Region. Since the initiation of Thousand Enterprises Helping Thousand Villages targeted poverty alleviation action, 1,666 private enterprises in Xinjiang has helped 826 destitute villages and 16,450 impoverished households holding cards so far. Various supporting programs have invested 550 million yuan in total, among which six million yuan is from public welfare donation. These programs provided job opportunities for 6,839 people.
