State and Ministerial Policy News:

The Central Rural Work Conference was held in Beijing from December19 to 20 to deploy agricultural and rural work of 2017. Before the Conference, Xi Jinping, General Secretary of the Communist Party of China, President of the People’s Republic of China, and Chairman of Central Military Commission, when chairing the Conference of the Politburo Standing Committee (PSC) of the Communist Party of China (CPC), stressed that we should always emphasize “Three Issues” relating to agriculture, rural areas and farmers and constantly send signals to boost agricultural development, and that we must follow the correct direction of “Three Issues” under new circumstances as we seek to deepen the supply-side structural reform in agriculture.

Wang Yang, Vice Premier of the State Council chaired the 14th Plenary Session of the State Council Leading Group Office of Poverty Alleviation and Development a few days ago. He called on all the members to study and implement the significant guiding principles of General secretary Xi Jinping and instructions of Premier Li Keqiang in their speeches. He stressed that we were supposed to put all the deployment decisions on the Party’s tough battle of poverty alleviation into practice, raise the awareness of following the Party’s arrangement, focus on addressing the roots of poverty, pursue the correct goal of poverty alleviation and firmly implement targeted poverty alleviation, so as to strive for further progress in poverty alleviation.

The National Development and Reform Commission (NDRC) issued “‘The 13th Five-Year Plan’ Food-for-Work Program” to improve infrastructure in destitute villages and help impoverished population increase their income and get rid of poverty. The Program put forward the move to explore and innovate coverage of food-for-work project and to broaden policy application range. It further specified the ratio of remuneration for personal services of impoverished people who were registered in poverty documents and had participated in the project. All the efforts were made to provide enough food and clothes for impoverished population in destitute areas and to guarantee their availability of compulsory education, basic medical services and housing, so as to assist them in winning the tough battle of poverty alleviation as scheduled.

Local Poverty Alleviation News:

Hubei Province issued “The Performance Assessment Method on Economic and Social Development and Targeted Poverty Alleviation for Party Committee and Government Leading Groups and Leading Cadres in destitute counties of Hubei Province (Amendment)” a few days ago. The Method stipulates that from this year to 2020, Hubei Province will place effects of poverty reduction and implementation of targeted poverty alleviation as the priority of annual assessment for Party Committee and Government Leading Groups and Leading Cadres in 37 destitute counties, and the assessment results will have direct links with appointment or removal of those cadres.

Beijing Municipality signed “Cooperation Framework Agreement on Comprehensively Deepening Beijing-Hebei Paired Assistance” with Hebei Province. According to the Agreement, Beijing will allocate 3.568 billion yuan as aid funds. A total of 13 districts in Beijing will be paired with 16 counties (districts) of Zhangjiakou City, Chengde City and Baoding City in Hebei Province, and help them in the following five aspects: basic public services, industrial and economic and trade cooperation, ecological environment protection, labor service cooperation and training and exchanges of cadres and professionals.

Quanzhou City, Fujian Province, has vigorously advanced poverty alleviation in an effort to lift all the impoverished population out of poverty by 2018. Quanzhou City lifted 53,500 people out of poverty in 2015, and freed 33,000 people from poverty from January, 2016 to November, 2016, completing 118% of the annual target. It has specified the target of poverty alleviation in three years and consolidation of the outcome in another two years, so as to ensure that all the impoverished population in the City would be lifted out of poverty by 2017 and that the one-year outcome of poverty alleviation would be steadily consolidated by 2018.

Haikou City, Hainan Province, has completed the annual task of poverty reduction ahead of schedule, and the percentage complete has reached 145%. As of December 12, the number of impoverished people lifted out of poverty in Haikou reached 14,627 in 3,349 households. Among them, 7,081 people in 1,629 households were newly lifted out of poverty and 7,546 people in 1,720 households were subject to poverty alleviation consolidation and enhancement since they had already shaken off poverty. Compared with the annual target to lift 10,078 people in 2,270 households out of poverty in 2016, the percentage complete has reached 145%.

Yichun City, Jiangxi Province, has helped 35,300 impoverished people shake off poverty within two years. Thanks to the targeted poverty alleviation efforts, the number of impoverished population in Yichun has been remarkably reduced, dropping from 185,300 at the end of 2013 to the current 149,500 with the poverty incidence decreasing from 4.36% to 3.53%. A total of 35,300 impoverished people have been lifted out of poverty within two years.

Anhui Province has lifted 4,812,000 impoverished people out of poverty since 2011. Anhui Province has set the annual target of poverty reduction this year to lift 960,000 people in 1,057 villages out of poverty. Data shows that the number of impoverished population in Anhui Province has been reduced by 4,812,000, dropping from 7,902,000 in 2011 to 3,090,000 in 2015 with the poverty incidence lowering nearly nine percentage points.

Ngawa Tibetan and Qiang Autonomous Prefecture, Sichuan Province has lifted 135,000 people out of poverty in five years. The past five years has witnessed economic boom, effective structural transformation and notable improvements in people’s livelihood in Ngawa Prefecture. As a result, the number of impoverished population in the Prefecture has decreased from 209,000 in 2011 to 74,000 with the poverty incidence dropping from 30% in 2011 to 10.2%.

Nanchong City, Sichuan Province, has helped over 115,000 people shake off poverty. As of the end of November, 2016, a total of 115,672 people have been lifted out of poverty. Nanbu County and Peng’an County have risen out of poverty, helping 14,192 and 17,300 people shake off poverty respectively. Therefore, some advanced experience of Nanchong City has been popularized nationwide, such as developing “Industrial Parks to Shake off Poverty” and establishing “Nine plus Five” supervision mechanism (for targeted objects of poverty alleviation, targeted aiding measures, targeted fund usage, roots of problems and supervision of rectification based on nine supervision groups).

Inner Mongolian Autonomous Region has lifted 12 counties and 212,000 people out of poverty. Having comprehensively implemented the targeted measures of poverty alleviation this year, Inner Mongolian Autonomous Region lifted 12 destitute counties at the level of autonomous regions and 212,000 people, or a quarter of the total impoverished population in the region, out of poverty. Among them, a total of 87,000 impoverished people were lifted out of poverty through supporting production and transferring employment, 50,000 through relocation, 7,000 through eco-compensation, 25,000 through education and 43,000 through social security.

The Department of Human Resources and Social Security of Qinghai Province has allocated a project fund of 43.19 million yuan for six destitute villages. Since 2016, all the six destitute villages accessible to targeted assistance from the Department of Human Resources and Social Security of the Province have been included into the project of beautiful countryside construction in plateau areas. A total of 145 rural households have been covered by the project of dilapidated house reconstruction. Moreover, some projects of river regulation and farmers and herdsmen information service platform have been implemented. Thanks to these efforts, great changes have been made in the living conditions and environment of those destitute villages.

Public Poverty Alleviation and Charity News

Such banks as China Development Bank will provide Gansu Province with loan risk compensation of one billion yuan. Recently, Gansu Province has set three billion yuan as loan risk compensation to promote poverty alleviation through industrial development in destitute areas. According to the implementation plan on special loan project for poverty alleviation through industrial development, the Provincial Department of Finance will allocate one billion yuan as a part of loan risk compensation, and county-level governments will deposit another one billion yuan in compliance with 1% of five-year loan demands. In addition, administering banks will afford one billion yuan, among which 700 million yuan will be provided by Gansu Branch of China Development Bank, and another 300 million yuan by Bank of Gansu.

Postal Savings Bank helped Bijie City facilitate targeted poverty alleviation. As of the end of November, 2016, the Bank has established 13 platforms for government-bank-enterprise cooperation for Bijie City, among which 4 platforms were for starting up a business and employment, 3 platforms for new-type agricultural operating entities, 3 platforms for agriculture-related assurance, and 3 platforms for enterprise assurance. The amount of allocated loans in total stood at 351.56 million yuan:190 million yuan for the project of run-down area reconstruction, 17.6 million yuan for the loan to small and medium-sized enterprises, 68.6 million yuan for the loan to new-type agricultural operation, 32 million yuan for the loan to tobacco planting, 22.6 million yuan for the targeted poverty alleviation loan to households registered in poverty documents, and 20.76 million yuan for the loan to start up a business and employment.
