State and Ministerial Policy News:
The Office of the National Development and Reform Commission, the Secretariat of Office of the Central Leading Group for Cyberspace Affairs and the Office of Ministry of Commerce jointly issued “Notice on Working Systems and Three-year Action Plan (2016-2018) of Inter-Ministerial Working Teams for Comprehensive Coordination to Encourage E-commerce Development”. According to the Notice, China will innovate the mechanism for poverty alleviation, incorporate the Internet into the system of poverty alleviation and development, step up the efforts of poverty alleviation through e-commerce and promote the deep integration of network innovation and poverty alleviation. Meanwhile, the country will prioritize the construction of e-commerce stations in destitute villages and motivate e-commerce platform-based enterprises to engage in cooperation on poverty alleviation.

The China’s Poverty Alleviation and Development Report (2016), jointly compiled by the Chinese Academy of Social Sciences and the State Council Leading Group Office of Poverty Alleviation and Development was released a few days ago. Focusing on China’s experience in poverty alleviation and the situation, challenges and policies of poverty alleviation during the “13th Five-Year Plan” period, the Report points out that the poverty alleviation standard is set in accordance with the annual per capita net income of farmers standing at 2,300 yuan (the price remains the same with that of 2010). According to this standard, the number of China’s rural impoverished people dropped from 770 million in 1978 to 55.75 million in 2015, down by 92.8%.

Local Poverty Alleviation News:
The Department of Finance of Shanxi Province created new mechanism for the allocation of poverty-alleviation funds to improve use efficiency of the funds. The Department of Finance of Shanxi Province innovated the modes to allocate and manage the special funds for poverty alleviation and allocated the special poverty-alleviation funds of 2017 on the basis of both factor methods and performance incentives. The selection of factors will be conducted in the light of poverty level and poverty alleviation tasks. The province will award counties which achieve remarkable results in poverty alleviation and gain sound evaluation on fund utilization based on the following five factors of allocation—the size of target groups of poverty alleviation, poverty reduction tasks, policies and the number of counties and villages lifted out of poverty.

Fujian Province made targeted efforts, lifting almost one million rural impoverished people out of poverty. In recent years, rural impoverished population across Fujian Province has dropped drastically. Since the “12th Five-Year Plan” period, the number of target groups of poverty alleviation and development has dropped from 1.4 million to 452,000 in 2015. It was estimated that over 210,000 people in the province could be lifted out of poverty in 2016.

Guilin City, Guangxi Zhuang Autonomous Region helped 70,000 impoverished people and 114 destitute villages shake off poverty in 2016. A few days ago, it was announced on a news conference that through the implementation of “Seven Batches” and “Ten Campaigns” in 2016, Guilin City reduced its rural impoverished population from 284,000 at the beginning of 2016 to 214,000 at the end of the year with the poverty incidence dropping from 7.47% to 5.63% accordingly and the number of destitute villages reduced from 499 to 385. “Seven Batches” refer to targeted poverty alleviation conducted to help batches of people shake off poverty through developing production, employment transfer, relocation, eco-compensation, education, medical assistance and social security. “Ten Campaigns” aim to help people shake off poverty through developing special agriculture, special tourism, building infrastructures, relocation, rural e-commerce, providing vocational training to rural migrant workers, developing finance, increasing the income of impoverished people by increasing benefits of property rights, introducing new technologies and culture, social resources and a care service system for rural left-behind children, women, the elderly and the disabled.

Guizhou Province issued “Implementation Plan on Helping Destitute Villages of Ethnic Groups with Small Population in Guizhou Province to Shake off Poverty”, planning to lift the 65 destitute villages of ethnic groups with small population in the province out of poverty in five years. By the end of 2017, 35 destitute villages will shake off poverty, 15 of which will basically achieve all-round moderate prosperity; by the end of 2018, all the 65 destitute villages will shake off poverty, 35 of which will basically achieve all-round moderate prosperity; by the end of 2019, all the 65 destitute villages will basically achieve all-round moderate prosperity.

Ningxia Hui Autonomous Region issued “Opinions on Facilitating Poverty Alleviation through Accelerating Development of the Capital Market”. The Opinion points out that listed companies in destitute areas can enjoy 12 preferential policies, including financial incentives, policy-based fund allocation and credit addition for financing. The move aims to improve the self-development ability of destitute areas, boost the development of agricultural industry and eventually help local people rise out of poverty.

Leshan City, Sichuan Province lifted the first batch of 41 villages out of poverty. Leshan City invested 5.78 billion yuan in 2016 into poverty alleviation, helping 41 destitute villages and 36,159 impoverished people shake off poverty in a targeted manner. With 104.3% of the target completed, the poverty incidence of the city dropped to 3.4%. In the random inspection of the third-party evaluation on 2,500 destitute households lifted out of poverty in 2016, the rural per capita net income of farmers reached 7,932 yuan with remarkable achievements made in poverty alleviation.

Ningxia Hui Autonomous Region won the first tough battle of poverty alleviation in 2016. 2016 witnessed the first tough battle of poverty alleviation of Ningxia. In this year, the autonomous region freed 193,000 poverty-stricken people and 249 destitute villages from poverty. The increase rate of the per capita disposable income of farmers in destitute villages was expected to exceed the average level of the entire region, winning the first battle of poverty alleviation of Ningxia.

Hebei Province completed the annual target for poverty alleviation, helping one million people shake off poverty. It was learned from Hebei Province Poverty Alleviation and Development Office that the province witnessed outstanding outcomes of poverty alleviation in 2016, completing the annual target of freeing one million impoverished people and 20 destitute villages from poverty with great success.

Over one million more people in Gansu Province were lifted out of poverty. In 2016, another 1.019 million people in Gansu Province rose out of poverty with the poverty incidence dropping from 14.2% at the end of 2015 to 9.3%. The result has been compared and verified by the third-party evaluation.

A total of 260,000 impoverished people in Shaanxi Province were relocated in 2016. Since 2016, Shaanxi Province has improved the mechanism of identifying impoverished population and focused on all the 3,167,200 impoverished people in the province. In the meantime, the province has sped up poverty alleviation through developing agriculture and forestry, tourism, e-commerce and PV and invested an advance fund totaling 7.84 billion yuan. As a result, 1,032 resettlement sites were built for the relocation of 260,000 impoverished people.

Guangxi Zhuang Autonomous Region invested a special fund of 3.247 billion yuan for poverty alleviation. A few days ago, the Department of Finance of Guangxi Zhuang Autonomous Region invested a special fund for poverty alleviation in advance, including 2.247 billion yuan from the central finance and one billion yuan from the autonomous region. Compared with that of previous years, the allocation of this year’s fiscal poverty-alleviation funds will prioritize the major factors of impoverished population and the number of destitute villages in accordance with the needs of targeted poverty alleviation.

Ningxia Hui Autonomous Region drew up the roadmap for 2017 poverty alleviation with the target of lifting four counties, 300 villages and 193,000 impoverished people out of poverty. According to the roadmap for 2017 poverty alleviation, the region plans to push forward the advance of 350 destitute villages as a whole and free 300 of them from poverty. Four destitute villages, that is, Yanchi, Pengyang, Longde and Jingyuan, and 193,000 impoverished people will rise out of poverty.

A total of 3,000 poverty-stricken households in Dezhou City, Shandong Province gained access to demonstration warehouses for the scientific storage of grain. In 2015, Dezhou City combined project construction with poverty alleviation and screened 3,000 poverty-stricken households across the city for targeted poverty alleviation. As of now, demonstration warehouses for the scientific storage of grain have reached 25,000 households in 105 villages and towns of ten counties (municipalities and districts). Over 1,200 tons of grain losses can thus be avoided every year on average, which equals over 1,200-mu (about 0.8 km2) farmlands restored.

Shaoyang City, Hunan Province, lifted over 200,000 poverty-stricken people out of poverty in 2016. In 2016, a total of 204,866 people in Shaoyang City, Hunan Province, were lifted out of poverty and the increase rate of per capita income of destitute areas exceeded the average level of the city. At the end of 2015, there were in total of 800,000 poverty-stricken people and 1,273 destitute villages in Shaoyang City, accounting for approximately 1/6 of the province’s total poverty-stricken population and 15.9% of the province’s total destitute villages respectively.

Public Poverty Alleviation and Charity News
China Institute for Poverty Reduction, BeijingNormal University issued “China Green Poverty Reduction Index Report 2016”. According to the Report, the level of green poverty reduction in concentrated destitute areas is improving and the gap between different areas is gradually narrowing after two years of green poverty reduction efforts. However, compared with attention to poverty reduction, awareness of environmental protection is still inadequate. It is proposed in the Report that China should further improve the evaluation mechanism of destitute villages focusing on green poverty reduction, improve approaches of green poverty reduction based on the evaluation of green poverty reduction indexes and set up a complete eco-compensation system for destitute areas as soon as possible as well as vigorously explore the green carbon-sink trading system.

A total of 82 securities companies were engaged in helping 125 destitute villages and poverty alleviation has become one of the factors that will influence the ranking of a company’s operation indicators. According to the Securities Association of China, by December 30, 2016, 82 securities companies had claimed the task of paired support, reaching 125 destitute counties across the country. Among them, all the 10 destitute counties received paired assistance from two securities companies.

Chongqing Municipality plans to promote a batch of enterprises in destitute districts and counties to go public. Chongqing Municipality has selected over 200 enterprises from 14 national destitute districts and counties in the northeast and southeast of the municipality to provide training. The move plans to promote a batch of enterprises to go public and thus become bigger and stronger, which will better advance poverty alleviation.
