State and Ministerial Policy News:
General Secretary Xi Jinping said in his 2017 New Year’s speech that: “We will make sure that no one is left behind on our way to build a moderately prosperous society. Over the past year, another over 10 million people across the country have been lifted out of poverty. I would like to pay high tribute and express appreciation to the comrades who have worked tremendously in grass-roots units in the tough battle of fighting poverty. As we welcome the New Year, there is one thing that remains exceedingly attached to me. That is those fellow citizens who are still living in poverty. I'm seriously concerned and wonder how their food supply and accommodation are being maintained and how they are going to celebrate the New Year and the Spring Festival. The whole party and society should continue to show care and offer help to those fellow citizens living in poverty. We will ensure that more people can enjoy the outcome of reform and development, and ultimately let all the people in our country live in happiness. Success comes to those who share in one purpose.”

General Secretary Xi Jinping stressed that we should coordinate the development of moderate scale operation of agriculture with poverty alleviation so as to extend policies made to support and benefit farmers to most ordinary peasant households.

Premier Li Keqiang said on the Central Rural Work Conference held a few days ago that we should further advance poverty alleviation and improve destitute regions and impoverished people’s ability to develop on their own. The Conference urged that we should further promote the implementation of all policies of targeted poverty alleviation to ensure that more than 10 million people would be lifted out of poverty in 2017.

Recently, the General Office of the Government of Hainan Province has released the “Implementation Plan on Vigorous Promotion of Poverty Alleviation through Employment of Hainan Province”, proposing that the province should prioritize the task of improving poverty-stricken laborers’ ability to be employed or start up a business so as to help them shake off poverty through employment. It should strive to achieve the goal of “ensuring that each person engaged in employment training obtains a job to help a family shake off poverty and lead a group of families in shaking off poverty eventually”. In order to push forward poverty alleviation through employment, the province will adopt different measures, including rewarding agencies which organize free special job fairs, encouraging enterprises to create job opportunities for poverty-stricken labor force and providing subsidies to impoverished households engaged in the independent entrepreneurship.

It is estimated that a total of 1.05 million people in Gansu Province were lifted out of poverty in 2016. It is estimated that Gansu Province helped a total of 1.05 million people get rid of poverty in 2016 with the poverty incidence dropping from 14.2% to around 9%. Poverty alleviation through relocation is a key link in the poverty alleviation efforts of Gansu Province. A total of 57,100 impoverished households and 249,000 impoverished people in Gansu Province were relocated this year. Poverty alleviation will remain to be a top priority in the work of the province in the future.

A total of 212,000 people in Inner Mongolia Autonomous Region were lifted out of poverty this year. Inner Mongolia Autonomous Region fully implemented the plan of targeted poverty alleviation in 2016, lifting 212,000 people and 12 counties at the district level out of poverty. The region’s financial departments at all levels released 8.9 billion yuan as poverty alleviation fund to implement the supporting measures of “Five Batches”: helping 87,000 people shake off poverty through the support of agricultural production and employment transfer, helping 50,000 people shake off poverty through relocation, helping 7,000 people get rid of poverty through eco-compensation, helping 25,000 people free from poverty through education and helping 43,000 people rise out of poverty through social security.

Xinjiang Uygur Autonomous Region outperformed the task of rural highway construction and embraced remarkable results in poverty alleviation through transportation. According to the Transport Department of Xinjiang Uygur Autonomous Region, it is estimated that the region has invested a total of 6.5 billion yuan into rural highway construction, accounting for 185.7% of the annual target of 3.5 billion yuan. The construction mileage reached 11,009km, improving the road conditions of 40 villages and towns, 300 incorporated villages and 1.05 million farmers and herdsmen.

Guizhou Province conducted “poverty alleviation through the Internet”: a total of 4,190 destitute villages in the province gained access to the Internet. According to the Guizhou Communications Administration, as of now, the province has completely outperformed the annual target. The province invested 844 million yuan into “Xiaokangxun”, a project designed to improve communications infrastructure of the province’s rural areas. The amount of investment exceeded the annual target by 337 million yuan. As of November, 2016, 73% of incorporated villages had gained access to optical fiber and 89% of incorporated villages had been available to 4G, which meant that the province outperformed the annual target ahead of schedule.

WushanCounty, Tianshui City, Gansu Province helped 15 villages and towns as well as 17,000 people shake off poverty through relocation. Focusing on the 156 destitute villages, Wushan County strove for and was fully committed to the project of poverty alleviation through relocation. It has invested a total of 460 million yuan and relocated 3,369 households and 17,000 people in 15 villages and towns.

Liaocheng City, Shandong Province helped all the 249,000 impoverished households shake off poverty. Liaocheng City precisely selected 399 destitute villages at the provincial level and 249,000 impoverished people in accordance with the poverty alleviation standard. The municipal government signed responsibility agreements with county (municipal or district) governments. Taking poverty alleviation as a key political task, those governments are determined and confident to win the tough battle of poverty alleviation so as to ensure every destitute village and impoverished person is lifted out of poverty.

Over 730,000 students in Liangshan Yi Autonomous Prefecture, Sichuan Province gained access to free compulsory education. In recent years, Liangshan Prefecture has prioritized children’s education in poverty alleviation and provided preschool education to all the villages of its subordinate 10counties and cities. Over 110,000 children were receiving education at 2,990 preschool education spots. Free preschool education and compulsory education allowed over 730,000 children in Liangshan Prefecture to gain access to free textbooks, exercise books and deliciously nutritious meals.

Shandong Province introduced China’s first social effect bond of poverty alleviation. China’s first social effect bond of poverty alleviation--social effect bond of poverty alleviation of Yinan County, Shandong Province was registered at the National Association of Financial Market Institutional Investors and raised a fund of 500 million yuan in total a few days ago. The fund will be invested in Yinan County’s “Six Ones” poverty alleviation projects, which include the special industry project of poverty alleviation, spots of poverty alleviation through employment, PV power stations of poverty alleviation, public services of poverty alleviation and support of infrastructure.

The China’s Poverty Alleviation and Development Report (2016) was released. The China’s Poverty Alleviation and Development Report (2016), jointly compiled and published by the Chinese Academy of Social Sciences and the State Council Leading Group Office of Poverty Alleviation and Development was released on December 27, 2016. Concentrating on China’s experience in poverty alleviation and the current situation, challenges and policies of poverty alleviation during the “13th Five-Year Plan” period, the Report points out that the poverty alleviation standard is set in accordance with the annual per capita net income of farmers standing at 2,300 yuan (the price remains the same with that of 2010). According to this standard, the number of China’s rural impoverished people dropped from 770 million in 1978 to 55.75 million in 2015, down by 92.8%.
