State and Ministerial Policy News:
Wang Yang, Vice Premier of the State Council stressed during his investigation into poverty alleviation in Shaanxi Province that the eager for quick success and benefits must be avoided by all means in poverty alleviation through relocation. We should emphasize targeted assistance after relocation, strong regulation on relocation funds and prevention of various risks in relocation, so as to free impoverished people from great debts because of relocation and lift them out of poverty steadily after relocation. In this way, the goal of poverty alleviation through relocation could be achieved as scheduled.

The State Forestry Administration of the People's Republic of China: it would spare no efforts to conduct poverty alleviation through desertification control to make contributions to China’s targeted poverty alleviation. According to the State Forestry Administration of the People's Republic of China, in order to help all the people in desert and desertification areas shake off poverty, we should attach great importance to the prevention and control of desertification. Desert areas are in severe poverty and they are difficult points in poverty alleviation as well. Therefore, we should be dedicated to poverty alleviation through desertification control to make due contributions to China’s targeted poverty alleviation.

Local Poverty Alleviation News:
A total of 570,000 impoverished people and 1,900 destitute villages were lifted out of poverty orderly in Shanxi Province in 2016. In 2016, to advance the tough battle of poverty alleviation, the provincial party committee and provincial government of Shanxi Province gave priorities to the following four aspects: the top-level design of poverty alleviation layout, the launch and motivation of special actions in major projects, the comprehensive input of various policies and constraints on systems of transparent and honest poverty alleviation. In such an effective way, a total of 570,000 impoverished people and 1,900 destitute villages were lifted out of poverty orderly.

A total of 1.51 million people got rid of poverty in Shandong Province in 2016. It was learned that 1.51 million people were lifted out of poverty under the current poverty standard of Shandong Province in 2016, outperforming the province’s annual task of poverty reduction, which stood at 1.2 million. Qingdao, Zibo, Dongying and Weihai City have basically completed the task of poverty alleviation. It has been decided that in the future Shandong Province will basically complete the poverty-alleviation task from 2016 to 2017, completely fulfill the task by the end of 2018, as well as consolidate poverty-alleviation outcomes and establish long-term mechanisms from 2019 to 2020.

New breakthroughs in advancing targeted poverty alleviation through education have been made in Ningxia Hui Autonomous Region. It was learned that the departments of education in Ningxia Hui Autonomous Region applied for special national funds, totaling 3.296 billion yuan last year, an increase of 20% in funds available over the previous year, so as to further improve the full-coverage student aid policy ranging from preschool education to postgraduate education. A s a result, a total of 200,000 students received the assistance funds of 434 million yuan in 2016, outperforming the task of funding 170,000 students assigned by the Government of the Autonomous Region

Guangxi Zhuang Autonomous Region has achieved four 100% results in targeted poverty alleviation through education. It was learned from the Education Department of the Autonomous Region that four 100% results were achieved in targeted poverty alleviation through education in 2016: 100% of impoverished graduates from middle schools had accesses to high school education; 100% of students living in poverty obtained targeted funds; 100% of poverty-stricken students received paired assistance; and 100% of impoverished graduates from secondary vocational schools and institutions of higher learning successfully found jobs or started up a business.

Sichuan Province outperformed its poverty-alleviation task in 2016 and the income of impoverished population increased dramatically. In the morning on January 23, the Bureau Chief (Director) Conference on Sichuan Provincial Poverty-Relief and Resettlement was held in Chengdu. Sichuan Province won the first battle of poverty alleviation in 2016. It outperformed the annual poverty alleviation target by lifting five destitute counties, 2,350 destitute villages and 1.05 million impoverished people out of poverty, accelerating the development of poverty-stricken areas.

A total of 130,000 impoverished people in Tibet Autonomous Region got rid of poverty in 2016, and finance played a significant role in targeted poverty alleviation. According to the data released by the Lhasa center sub-branch of the People's Bank of China, as of the end of December, 2016, the balance of projects of poverty alleviation loans through agricultural industrialization in Tibet had reached 33.2 billion yuan, increasing by 19 billion yuan over the beginning of the year, which was 1.4 times of the balance during that period; the balance of interest subsidies in poverty alleviation loans had amounted to 42.3 billion yuan, an increase of 13 billion yuan over the beginning of the year, namely, increasing by 44%.

Panzhihua City, Sichuan Province, made remarkable achievements in targeted poverty alleviation through finance. As of the end of 2016, the city had provided accumulated micro-credit for poverty alleviation totaling 47.799 million yuan to benefit 1,462 impoverished households holding poverty registration cards, lifting the average loan rate of impoverished households holding cards to 37.31%. Besides, it had accumulatively allocated loans of 46.18 million yuan for the reconstruction of those impoverished people’s dilapidated to support 883 peasant households. In addition, the city had offered housing improvement loans of 1.819 million yuan to help 201 households.

Hubei Province showed its achievements in poverty alleviation in 2016: 1.47 million people rose out of poverty. A few days ago,Hubei Province showed its achievements in targeted poverty alleviation in 2016: 1.47 million people and 1,601 villages were lifted out of poverty and 267,000 people were relocated for poverty alleviation. The province also announced that in 2017 it would accelerate the steps in poverty alleviation, so as to free 1.28 million people, 1,520 villages and nine destitute counties from poverty and resettle 400,000 people for poverty alleviation.

A total of 1,000-km rural highways will be built in Hainan Province in 2017. In 2017, Hainan Province will accelerate the implementation of the six projects (the project of building hard roads in natural villages, project of widening narrower roads, project of renovating roads in counties, project of life safety protection, project of building rural highways and bridges and renovating dilapidated bridges as well as project of building roads to exploit tourism resource) for poverty alleviation through traffic, motivate cities and counties to put the entity responsibility into practice, speed up the construction of projects, strengthen project management and improve project quality to ensure that the six projects could reassure ordinary people. The traffic transport system, one of the six projects, will construct 1000-km rural highways.

Shaanxi Province implemented the assistance funds totaling 3.356 billion yuan to promote poverty alleviation through education. In 2016, the financial departments of Shaanxi Provinceimplemented the assistance funds of 3.356 billion yuan in total and incorporated students from poverty-stricken families holding poverty registration cards into the assistance system. In this way, the province could specify the scope of assistance receivers in all the education phases and maintain the standard of targeted assistance, so as to ensure that all the students in great needs would not be left behind and could gain access to equal and quality education.

Gansu Province adopted a series of measures to promote targeted poverty alleviation, helping more than one million people shake off poverty. In 2016, 1.019 million more people were lifted out of poverty with the poverty incidence dropping from 14.2% at the end of 2015 to 9.3%. Meanwhile, the per capita disposable income of farmers in destitute areas increased by 12.2%, around 3.2 percentage points higher than the provincial growth rate.

      Targeted poverty alleviation through education was advanced steadily in Guizhou Province, providing assistance funds totaling 7.33 billion yuan in 2016. In 2016, Guizhou Province implemented student aids to promote targeted poverty alleviation through education and provided 1.01 billion yuan to 317,000 impoverished students holding poverty registration cards ranging from high school students to undergraduates. Therefore, all the students in great needs gained targeted assistance, and 3.657 million students in different grades and categories received funds totaling 7.33 billion yuan last year.

A total of 42 destitute villages and 15,417 impoverished people in Dandong City, Liaoning Province, were lifted out of poverty . In 2016, Dandong City made remarkable achievements in poverty alleviation: 42 destitute villages and 15,417 impoverished people got rid of poverty, outperforming 13.5% and 5% of the target set by the province respectively. A total of 34 villages and 10,365 people shook off poverty in Kuandian Manchu Autonomous County, one of the counties in Dandong City.

Guangxi Zhuang Autonomous Region won the first tough battle of targeted poverty alleviation in 2016. In 2016, Guangxi accurately identifiedimpoverished households and issued poverty registration cards to them as well as ensured that the first secretary of the party reached destitute villages. The province raised different funds totaling 16 billion yuan for poverty alleviation through agricultural industrialization, launched micro-credit totaling 19.47 billion yuan for poverty alleviation. Besides, it steadily advanced 412 projects of poverty alleviation through relocation, built more than 20,000 kilometers of roads in natural villages, andprovided 410,000 impoverished people with access to drinking water. A total of 1.55 million poverty-stricken people holdingpoverty registration cards were covered by the minimum living standard. These remarkable results marked that the province won the first tough battle of targeted poverty alleviation.

Guangxi Zhuang Autonomous Region released accumulated loans for poverty alleviation totaling 91.7 billion yuan. According to the latest data from Guangxi Nanning center sub-branch of the People's Bank of China, at the end of 2016, the balance of poverty alleviation loans in Guangxi reached 158.8 billion yuan, increasing by 52.1 over the previous year; financial institutions offered 91.7 billion yuan as the loan for poverty alleviation in 2016, ranking the second in provinces across China.

Public Poverty Alleviation and Charity News
Xinjiang launched the project of providing ten thousand people with vocational training and jobs to promote poverty alleviation through tourism. Since 2017, Xinjiang Tourism Bureau has started the “Project of Providing Ten Thousand People with Vocational Training and Jobs to Promote Poverty Alleviation through Tourism—Action to Provide Vocational Training in Tourism to One Hundred Youths of Ethnic Minorities”. It plans to provide training to one hundred young students of ethnic minorities to help them find jobs in the tourism industry from Jan 3 to May 17. The registered permanent residence of students for the project when attending the National College Entrance Examination should be one of the following four places: Hotan Prefecture, Aksu Prefecture, Kashi Prefecture and Kizilsu Kirghiz Autonomous Prefecture.
