State and Ministerial Policy News:
A key word for General Secretary Xi Jinping’s activities in January—“concern”. General Secretary Xi Jinping took various actions in January, 2017, including a visit to Switzerland, a tour of inspection, four significant conferences, two important instructions, etc. Hence, it was the key word “concern” that could define his activities during the month. Xi Jinping said in his New Year Address that “As we welcome the New Year, there is one thing that remains exceedingly attached to me. That is those fellow citizens who are still living in poverty.” He was seriously concerned how people’s food supply and accommodation were being maintained and how to solve the difficulties confronted by them.

The Ministry of Land and Resources of the People’s Republic of China: we should implement the policy of national land use in a sufficient and flexible way to promote the targeted poverty alleviation in south Jiangxi Province. The Ministry points out that the policy of national land use for poverty alleviation should be implemented in a sufficient and flexible way to bring geological science and technology into full play, and the efforts should be strengthened to promote targeted poverty reduction and alleviation in destitute areas. In addition, we should strive to create a pillar industry guaranteeing people’s stable income, and transform resource advantages into industrial advantages, so as to maximize the benefits of national land and resource policy. As a result, it can be ensured that impoverished households will be lifted out of poverty and enjoy common prosperity as scheduled.

Xinhua News Agency: In promoting targeted poverty alleviation, we should also increase people’s health standards in poor regions. With the in-depth advance of targeted poverty alleviation in recent years, some people have started to realize that without good health of people, there will be no well-off society in an all-round manner. At present, all levels of governments around China are engaged in invigorating the spiritual and cultural life of farmers and improving their health standards by building sports venues and providing sports facilities for some destitute villages. For example, the Sports Bureau of Ningxia Hui Autonomous Region will provide sports facilities for comprehensive culture and sports service centers of all the 606 destitute villages in 2017.

The Ministry of Finance issued the “Notice on Effectively Ensuring Basic Livelihood Expenditures in 2017” a few days ago. It is proposed in the Notice that we should comprehensively push forward the pilot program of integrating agriculture-related funds in destitute counties and put more investment into poverty alleviation. In addition, we should be dedicated to such key tasks as poverty alleviation through relocation, assets income and agricultural industrialization, and accelerate the improvement of infrastructure and basic public services in rural areas in an effort to lift impoverished population out of poverty.

Local Poverty Alleviation News:
Remarkable achievements have been made in targeted poverty alleviation through education in Guizhou Province. In 2016, Guizhou Province offered financial aid to students to promote targeted poverty alleviation through education, providing 1.01 billion yuan to 317,000 impoverished students holding poverty registration cards ranging from high school students to undergraduates. In this way, all the students in great needs gained targeted assistance. Meanwhile, the province also comprehensively implemented the student aid policy, so as to ensure in an effective way that students would not drop out of school because of poverty and not fall into poverty because of financial pressure from education. A total of 3.657 million students in different grades and categories received funds totaling 7.33 billion yuan last year.

A total of 1.47 million people in Hubei Province shook off poverty in 2016. Last year, 1.47 million people and 1,601 villages in Hubei Province were lifted out of poverty and 267,000 people were relocated for poverty alleviation, so the steps to build a well-off society in an all-round manner were accelerated. The province also announced that it would push forward the efforts in poverty alleviation in 2017, so as to free 1.28 million people, 1,520 villages and nine destitute counties from poverty and resettle 400,000 people for poverty alleviation.

Henan Province will invest 24.5 billion yuan to improve conditions of school  operation in poverty-stricken areas. During the “13th Five-Year Plan” period, Henan Province will invest 24.5 billion yuan into seven special projects to support the construction of kindergartens, schools for compulsory education, regular high schools and schools for special education in poverty-stricken areas.

Impoverished patients in rural areas of Jinan City, Shandong Province, will enjoy the favorable policies of “Three Exemptions and Six Halvings” when going to a doctor. It has been learned from Jinan Municipal Government that since March 1, 2017, the “Implementing Measures for Targeted Poverty Alleviation through Medical Care in Jinan (Trial)” will be officially implemented. According to it, impoverished patients holding poverty registration cards in rural areas will be able to enjoy the favorable policies of “Three Exemptions and Six Halvings” if they see a doctor in designated medical institutions in accordance with localized management principles. “Three Exemptions” refers to the exemption of registration fees for general outpatient clinics, diagnosis fees and costs for duplicating or copying medical records, and “Six Halvings” means the halving of costs on ECG examination, type-B ultrasonic, chest fluoroscopy, treatment, expert outpatient service and examination by large-scale medical equipment.

Shigatse City, Tibet Autonomous Region, helped 44,419 people and three counties rise out of poverty in 2016. Shigatse City vigorously implemented the measure of “Nine Batches” last year. As a result, it started 87 projects with 666 million yuan invested to lift 18,580 people out of poverty through industrial development, provided 29 million yuan for 7,307 students receiving compulsory education in the city to free them from poverty through education, and invested accumulatively 2.669 million yuan to aid 823 undergraduates from registered impoverished families.

Longnan City, Gansu Province, accelerated its steps to lift people in remote mountainous areas out of poverty, helping 152,000 people shake off poverty last year. Since 2016, Longnan City has effectively accelerated its steps to lift people in remote mountainous areas out of poverty through localized development, e-commerce, finance, tourism, connectivity of villages and households, agricultural industrialization, etc. Last year, the number of impoverished population decreased to 390,000, with 152,000 people lifted out of poverty and the poverty incidence dropping to 14.9%.

Heze City, Shandong Province, lifted 447,000 people out of poverty in one year by building “workshops for poverty alleviation”. In 2016, Heze steadily pushed forward its work on poverty alleviation, focusing on poverty alleviation through targeted measures, industrial development and job opportunities, i.e. one program for one household, one brand for one village, and one post for one person. The e-commerce turnover in Heze exceeded 120 billion yuan, increasing by 63%, and “Taobao villages” and “Taobao Towns” in the city accounted for more than half of those in the province. Hence, Heze was approved as a national e-commerce demonstration city and helped 447,000 people rise out of poverty in 2016.

Qiubei County, Yunnan Province, lifted over 10,000 people out of poverty by investing various funds for poverty alleviation totaling 460 million yuan. In 2016, Qiubei County firmly carried out the overall plan of poverty alleviation, vigorously implemented the action of targeted poverty reduction and alleviation, and established a reverse-coercion governance mechanism for poverty-alleviation target, so as to ensure actual effects of poverty-alleviation projects. Various funds for poverty alleviation totaling 463 million yuan were invested to help one destitute township, 17 poverty-stricken administrative villages and 11,800 people shake off poverty.

More than 50,000 people and 54 destitute villages were lifted out of poverty in Zhangjiajie, Hunan Province last year.In 2016, Zhangjiajie comprehensively completed the poverty-alleviation target by lifting 54,513 people holding poverty registration cards, 54 destitute villages and Wulingyuan District out of poverty. As of the end of 2016, there were still 126,807 people holding poverty registration cards with the poverty incidence of 8.9%. In addition, 308 destitute villages as well as three districts and counties had not been lifted out of poverty.

Shulan City, Jilin Province, outperformed the annual poverty-alleviation target. In 2016, Shulan adopted comprehensive and effective measures to promote poverty alleviation based on the specific situation of local regions. As a result, the city outperformed the annual poverty-alleviation target of “realizing two 60%” by helping 5,313 households (accounting for 72.9% of the total households holding poverty registration cards), 10,123 people (71.6% of the total population holding poverty registration cards) and 14 destitute villages (60% of the total destitute villages) shake off poverty.

Guizhou Province issued the poverty-alleviation action plan to ensure that one million people shake off poverty this year. Guizhou issued the “Action Plan for Poverty Alleviation in Spring2017” on February 9 and decided to concentrate energy and efforts against poverty again, so as to ensure that more than one million people, 20 destitute counties and 90 destitute towns get rid of poverty this year.

Public Poverty Alleviation and Charity News
The project for poverty alleviation through 30 megawatts of PV of China Power Investment Corporation in Quyang County will go into operation for generating electricity in full capacity. The operation of the project will bring about three million yuan for poverty alleviation to the county every year, and increase the annual income of 3,000 impoverished households by 1,000 yuan on average, which will contribute greatly to the improvement of impoverished people’s income and air conditions of local regions in Baoding, Hebei Province.

The first subsidiary fund for poverty alleviation of central SOEs landed in Guizhou successfully. According to the website of the State Development & Investment Corporation, the first subsidiary fund for poverty alleviation of central SOEs, namely, the Central SOEs Industrial Investment Fund for Poverty-Stricken Areas (Guizhou), landed in Guizhou successfully. The first-phase fund totaling 500 million yuan, has been in place and invested into the project-based enterprises successfully.
