State and Ministerial Policy News:

Ministry of Agriculture: The priority should be given to poverty alleviation through agricultural production to fight poverty. A few days ago, the Ministry of Agriculture proclaimed that the poverty alleviation through agricultural industrialization served as the essential wayout for poverty eradication, so local governments shall give priority to poverty alleviation through agricultural production in the tough battle of poverty alleviation in an effort to ensure that each household enjoyed income-enhancing projects and each person had their ways out of poverty. Local governments shall improve the self-development ability of destitute areas through agricultural industrialization, so as to guarantee the sustainability of poverty alleviation and achieve long-term income increase, instead of short-term increase, with industrial support for impoverished households.

National Development and Reform Commission (NDRC): The year of 2017 will be the first peak year of poverty alleviation through relocation. A few days ago, relevant officials of the Department of Regional Economy of the NDRC stated that the task of resettling 2.49 million people for poverty alleviation in 2016 had been completed as scheduled, and it was planned that another 3.4 million people would be relocated in 2017 to greet the first peak year of poverty alleviation through relocation. Meanwhile, supervision and inspection should be strengthened this year to ensure high-quality fulfillment of the annual task through strict prevention from the risks of natural conditions, governance, policies and market as well as formalism.

The Ministry of Science and Technology (MOST) will launch “One Hundred, One Thousand and Ten Thousand” project for poverty alleviation through science and technology in 2017. According to the MOST, it will launch the “One Hundred, One Thousand and Ten Thousand” project for poverty alleviation through science and technology this year to further encourage all scientific and technological resources of the society to be dedicated to poverty alleviation. The MOST will also coordinate the implementation of targeted poverty alleviation in industrial areas and bring the inter-ministerial coordination mechanisms into full play to foster a general environment for fighting poverty through science and technology around the nation by undertaking such seven actions as overcoming difficulties in technology and benefiting farmers through popularized knowledge of science and technology.

Local Poverty Alleviation News:

Guizhou Province issued the “Implementation Plan about Guiding Opinions on Launching the Project of Poverty Alleviation through Healthcare”. The Plan will help impoverished population in rural areas shake off poverty through more efforts on such eight aspects as improvement of the level of medical aid, promotion of targeted treatment for rural impoverished population and establishment of medical assistance system.

A total of 17,115 people were lifted out of poverty in Lhasa, Tibet Autonomous Region last year. In recent years, Lhasa, Tibet Autonomous Region has achieved outstanding results in agricultural industrialization for poverty alleviation through promotion of industrial development and income increase. A total of 11,237 households and 44,162 people in Lhasa were registered in poverty document with the poverty incidence of 14.2% last year. After the tough battle of fighting poverty, the city outperformed its target by freeing 17,115 people, 38.76% of the target, from poverty.

During the “13th Five-Year Plan” period, Gansu Province will pursue more efforts to exempt or subsidize preschool education charges for disabled children living in poverty. In order to improve the living conditions of the disabled, Gansu Province will exempt each disabled child in preschool education from preschool education charges set at 1,000 yuan annually (or offer each a subsidy of 1,000 yuan annually) during the “13th Five-Year Plan” period. Besides, it will also exempt each disabled child holding poverty registration cards in 58 contiguous destitute counties, cities and districts from preschool education charges set at 2,000 yuan annually (or offer each a subsidy of 2,000 yuan annually).

Shandong Province provided a loan of more than 50 billion yuan, benefiting 300,000 impoverished people last year. According to Jinan Branch of the People's Bank of China, Shandong Province organized financial institutions to launch more than 30 credit products for poverty alleviation and issued accumulatively a loan of 25.5 billion yuan on major projects for poverty alleviation in 2016. In the meanwhile, the province devoted more efforts to poverty alleviation through industrial development and achieved an accumulated loan of 1.02 billion yuan in 2016 by conducting three actions for poverty alleviation through PV, tourism and e-commerce.

Xining City, Qinghai Province, will benefit more than 20,000 females by taking the lead in implementing the projects of targeted poverty alleviation through insurance. In order to reduce the burden on impoverished patients for gaining medical treatment in Xining, the government took the lead in implementing the project of targeted poverty alleviation through “Health Insurance” and providing 20,323 females in the city with “Health Insurance” in 2016.

Xinjiang Uygur Autonomous Region will launch the project of providing ten thousand people with vocational training and job opportunities to promote poverty alleviation through tourism, and the project will be completed within five years. The major training targets include unemployed graduates from middle and high schools, labor force from impoverished families and surplus labor force in rural areas from ethnic minorities in Hotan Prefecture, Aksu Prefecture, Kashi Prefecture and Kizilsu Kirghiz Autonomous Prefecture. They mainly tend to find jobs in travel businesses, such as Xinjiang’s scenic spots and tourist hotels. The number of people working in tourism industry will stand at 2.5 million by 2020.

Guizhou Province plans to relocate 750,000 people for poverty alleviation this year. It is learned from the training courses of poverty alleviation through relocation of Guizhou Province that the government will relocate 750,000 people for poverty alleviation in 2017 by ensuring that 660,000 impoverished people in poverty document, 3,600 natural villages and 90,000 people in those villages will be relocated.

Shandong Province succeeded in lifting more than 10,000 impoverished households out of poverty through developing tourism. In 2016, Shandong Province invested a fund totaling 1.619 billion yuan for poverty alleviation through tourism to help 10,516 impoverished households, 45.3% of 23,228 ones in need of assistance for poverty alleviation through tourism, rise out of poverty through developing tourism. The number of people lifted out of poverty reached 24,788, accounting for 46.24% of the total number of poverty-stricken people of 53,607.

Wuhan City, Hubei Province, plans to help another 47,528 impoverished people and 107 destitute villages get rid of poverty in 2017. Wuhan won the first tough battle of poverty alleviation and development in 2016 by pursuing unusual efforts to promote target poverty reduction and alleviation. It completed the annual target of poverty alleviation in an all-round way by lifting 45,739 poverty-stricken people and 77 destitute villages out of poverty.

Hunan Province strives to help 1.1 million people rise out of poverty this year. This year, Hunan Province will highlight various key tasks, including promoting poverty alleviation through agricultural industrialization, education, healthcare, relocation and social security as well as the improvement projects for destitute villages. It is proposed that in 2017 the province will free 1.1 million rural impoverished people, 2,500 destitute villages and over ten destitute counties from poverty and provide social security for the basic livelihood of around 450,000 poverty-stricken residents who are physically unable to work.

Qianxinan Buyei and Miao Autonomous Prefecture, Guizhou Province: The development of industries with local features provided 150,000 people with job opportunities. Based on the resource advantages in recent years, with more than 400 years’ history of planting coix seeds, Qianxinan Buyei and Miao Autonomous Prefecture of Guizhou Province has helped impoverished households shake off poverty and enabled poverty-stricken villages and households to share the dividends of industrial development through developing the industrial chain of planting coix seeds. The prefecture has established ecological economic zones for planting coix seeds to relocate 23,000 people, help 150,000 people find jobs by developing the industry and achieve local urbanization for 23,000 people.

The balance of payment of rural residents in destitute villages of Henan Province continuously improved in 2016. The per capita disposable income of rural residents in destitute villages of Henan Province stood at 9,734.9 yuan in 2016, increasing 870.1 yuan over the same period of last year with a growth rate of 9.8%. The actual growth rate reached 7.7% with the factor of price deducted, two percentage points higher than the average level of all the rural areas in the province. In addition, the income from wage and salary increased obviously.

Hainan Province will spare no efforts in poverty alleviation to ensure that 183,000 impoverished people will be lifted out of poverty in 2017. In 2016, Hainan outperformed the annual task of poverty alleviation by helping 200,700 impoverished population and 100 destitute villages shake off poverty. In 2017, the province strives to lift 183,000 impoverished population and 117 destitute villages, with each as a whole, out of poverty for development.

Public Poverty Alleviation and Charity News

Ningxia promoted poverty alleviation through brokers to ensure full access to paired assistance between “each security company and each county”. In accordance with the “Opinion of China Securities Regulatory Commission on taking advantage of capital market to serve China’s strategy of poverty alleviation”, Ningxia proactively contacted security companies to promote poverty alleviation. As a result, it contacted over 20 security companies in succession, and assisted nine destitute counties of Ningxia in signing paired assistance agreement with security companies successfully to ensure full coverage of paired assistance between “each security company and each county”.

The Bank of China donated a special fund for poverty alleviation totaling 700,000 yuan to Zhangzhen Village of Bangdong Township in Linxiang District, Lincang City, Yunnan Province. Since it participated in in targeted poverty alleviation in 1996, the Bank of China, with Nanmei Township of Linxiang District, Qinghua Township, Wanzi Village of Boshang Township and Zhangzhen Village of Bangdong Township in Lincang as targeted sites for poverty alleviation on end, has accumulatively invested more than 2.18 million yuan to lift the targeted sites mentioned above out of poverty successfully. The donated fund of 700,000 yuan was mainly used to build plants for processing tea leaves in Zhangzhen Village, improve their processing capability, and provide more job opportunities for rural surplus labor force.
