State and Ministerial Policy News:
On Mar 7, General Secretary Xi Jinping pointed out during the review by the Liaoning delegation of the Fifth Session of the 12th National People’s Congress that, “Poverty alleviation must be advanced steadily. It is our plan to build a moderately prosperous society by 2020. During the years to come, we should not outpace our plan without considering the reality. Otherwise, it may easily lead to unsatisfactory results.”

On Mar 8, General Secretary Xi Jinping stressed during the review by the Sichuan delegation of the Fifth Session of the 12th National People’s Congress that, “I’ve seen reports about ‘cliff villages’ in Liangshan Prefecture on TV. I was especially concerned about villagers’ travel conditions. I felt a bit relieved when learning that new iron ladders have been built there. The ways to mobilize and support poverty alleviation should be improved. In addition, the whole process concerning who to support, who to provide support, how to support and how to reduce poverty, must be as precise as possible. We should devote meticulous efforts as if we were doing embroidery.”

On Mar 10, General Secretary Xi Jinping emphasized during the review by the Qinghai delegation that, “The “13th Five-Year Plan” period marks a crucial stage of cracking the harsh nut of poverty alleviation. We must be committed to the cause, step up efforts, speed up the process and be united as a whole so as to win the tough battle of poverty alleviation. Only in this way can we ensure that all the impoverished people and destitute counties in rural pasturing areas under the current poverty standard are lifted out of poverty. Poverty alleviation should be conducted precisely, and emphasis should be put on both the role of education in reducing poverty and the sustainable effects.”

Li Keqiang, Premier of the State Council, reviewed the work of 2016 while delivering the “Report on the Work of the Government”, saying that China paid particular attention to guaranteeing and improving people’s livelihood last year, helping Chinese people gain a stronger sense of benefit. Despite growing pressure from fiscal imbalance, we continued to increase investments in areas related to people’ s livelihood. We issued new policies on employment and business startups, and carried out solid work on increasing employment for key target groups and major regions. Moreover, we made all-around progress to eradicate poverty and earmarked over 100 billion yuan from government budgets for poverty relief.

On the 5th Session of the 12th CPPCC National Committee, Yu Zhengsheng, Chairman of the Chinese People's Political Consultative Conference (CPPCC), said in the work report of the Standing Committee of the National Committee of CPPCC that, in 2016, CPPCC “concentrated on the major task of building a moderately prosperous society in an all-round manner and conducted 92 activities on research and discussion of political affairs by revolving around key difficult points. CPPCC paid special attention to the acute issue of poverty relief of rural impoverished people and mobilized CPPCC organizations at all levels and members of CPPCC to respond to the summons of the central government, making contribution to the cause of poverty relief with wisdom and strength.”

Several departments, including the China Disabled Persons’ Federation and the State Council Leading Group Office of Poverty Alleviation and Development, issued the “Action Plan for Poverty Alleviation of Impoverished Disabled People (2016-2020)”. According to the Plan, China will make steady progress to ensure that impoverished disabled people and their families are no longer concerned about food, clothing, compulsory education, basic health care and housing security by 2020. Besides, they will gain more basic rehabilitation services and barrier-free accessibilities in their houses. As a result, it is ensured that all the impoverished disabled people registered in the poverty document under the current poverty standard are lifted out of poverty as scheduled.

Local Poverty Alleviation News:
Lankao County in Henan Province became the first destitute county lifted out of poverty. A few days ago, under the evaluation of the State Council Leading Group of Poverty Alleviation and Development and the approval of the government of Henan Province, Lankao was removed from the list of poverty-stricken counties. In principle, it’s eligible for a poverty-stricken county to be removed from the list when its poverty incidence drops below 2%. It was found in the comprehensive evaluation that the poverty incidence of the county stood at 1.27%, eligible for the exit. It has become the first county lifted out of poverty after the establishment of the poverty-exit mechanism in Henan.

In Hunan Province, 1,978 destitute villages, covering 162,100 impoverished households and 537,566 impoverished people registered in the poverty document became key villages of poverty alleviation through rural tourism. In 2016, Hunan emphasized main focus and took plans first in poverty alleviation through rural tourism, and sped up the planning and construction of 13 high-quality eco-cultural tourist routes in the contiguous destitute areas of Wuling Mountain and Luoxiao Mountain by focusing on the development of tourism in the Lang Mountain area and the south of Zhangjiajie as well as the construction of the high-quality Zhangjiajie-Jishou-Huaihua eco-cultural tourism economic belt.

Guangxi Zhuang Autonomous Region plans to help 410,000 people relocate for poverty alleviation this year. The main task of Guangxi’s poverty alleviation in 2017 is to help 129,300 households and 524,000 people (including 119,200 households and 484,000 people registered in the poverty document, and 10,100 more households and 40,000 more people relocated synchronically) get relocated. In this way, the province will complete the annual task assigned by the National Development and Reform Commission (NDRC), which is to relocate a total of 410,000 people registered in the poverty document.

Shanxi Province lifted 570,000 impoverished people out of poverty by providing a poverty-relief fund of 9.066 billion yuan. In 2016, Shanxi brought the leading role of government investment into full play in poverty alleviation. Financial sectors of the province were guided to invest a special fund totaling 9.066 billion yuan into poverty alleviation, lifting 570,000 impoverished people and 1,900 destitute villages out of poverty and helping 100,000 poverty-stricken people and 25,000 peasant households get relocated.

Guangxi Zhuang Autonomous Region will forge ahead with poverty alleviation through tourism in 54 poverty-stricken counties. Guangxi will step up poverty alleviation through tourism this year. The autonomous region will earmark a special fund of 200 million yuan to support 54 poverty-stricken counties of the region to advance poverty alleviation and development through tourism. The region will create several fine rural tourist routes to support the development of tourism in the 54 poverty-stricken counties by building featured counties and national all-for-one demonstration zones for tourism.

Guizhou Province reaped preliminary results of poverty alleviation in 2016. Last year, Guizhou vigorously advanced two strategic campaigns—big poverty alleviation and big data, lifting 1.208 million people out of poverty, leading the country with a good start in poverty alleviation through relocation. In addition, the province relocated a total of 458,000 rural people, reaping considerable results in the first battle of poverty alleviation.

Shandong Province will strengthen poverty alleviation through medical assistance with a fund of 390 million yuan. In order to achieve the poverty relief target of “helping a batch of people shake off poverty through medical assistance”, the financial departments of Shandong invested a fund of medical assistance totaling   390 million yuan for urban and rural residents in 2017, up by 70 million yuan or 22% over last year. This fund will be used to help the province improve the urban and rural medical assistance system, so as to address the problems of “being reduced to poverty and resuming to poverty again due to illness”.

A total of 133,000 people in Anqing City of Anhui Province were lifted out of poverty. In 2016, Anqing completed the task of lifting 127 destitute villages and 133,000 people out of poverty set by the province, achieving preliminary results of poverty alleviation. The city built 229 PV stations in different villages covering 17,000 users and 278 e-commerce service stations.

Henan Province carried out targeted poverty alleviation to crack the hard nut of poverty alleviation in the hard way. Henan Province plans to lift six national destitute counties, including Gushi, Guangshan, Xinxian, Huangchuan, Shenqiu and Xincai, and four provincial destitute counties, including Yichuan, Yexian, Wuyang and Fangcheng, out of poverty in 2017. Meanwhile, in order to complete the arduous task of helping one million rural impoverished people, accounting for 10% of the total rural impoverished population in need of poverty alleviation nationwide, shake off poverty steadily, the province must crack the hard nut of poverty alleviation in the hard way.

Qujing City of Yunnan Province has lifted a total of 750,000 people out of poverty within five years. Over the past five years, Qujing has invested a total of 12 billion yuan into poverty alleviation, extending relevant projects to 3.54 million people in destitute areas. As a result, the annual per capita disposable income of people in destitute areas has been raised from 3,386 yuan in 2010 to 7,656 yuan in 2015. With a total of 750,000 people lifted out of poverty, the city reaped remarkable results in poverty alleviation and development.

Inner Mongolia Autonomous Region will strive to lift more than 200,000 people out of poverty this year. In 2017, Inner Mongolia Autonomous Region aims to free more than 200,000 people in rural pasturing areas from poverty, and achieves the target of removing 26 regional destitute counties and three national destitute banner counties from the poverty list at the end of the year, so as to welcome the opening of the 19th CPC National Congress and the 70th anniversary of the funding of the autonomous region with remarkable results.

Dangchang County of Gansu Province lifted 18,400 people out of poverty last year. Dangchang put the targeted poverty relief plan of “1+17”, which is composed of one “Opinions on the Work of Targeted Poverty Alleviation” and 17 actions plans for targeted poverty alleviation by advancing infrastructure construction in destitute villages registered in the poverty document, the development of five contiguous destitute areas and three projects of poverty alleviation through relocation. As a result, it completed the road construction by 300km, covering 43 villages and helped 39 villages and 29,500 people gain access to safe drinking water. Meanwhile, the project of dilapidated housing rehabilitation in rural areas reached 3,263 households. Moreover, the county helped 18,400 impoverished people shake off poverty last year through steady conduction of the income-increasing campaign of “Ten Ways”, namely, the ways of developing regional economy, diversified economy, high-efficiency agriculture, courtyard economy, value-added agricultural products, product marketing, guidance of models, transportation, labor force output and joint-stock cooperation.

Public Poverty Alleviation and Charity News
On Mar 3, the Symposium of Facilitating Poverty Alleviation through Developing Rural Collective Economy in the Wumeng Mountain Area was held in Yibin City. It is learned from the symposium that, by the end of 2016, Sichuan Province conducted pilot reform of the joint stock cooperative system of rural collective assets in 42 counties and 3,700 villages. As a result, the operating revenue from villages’ collective economic organizations reached 1.56 billion yuan, up by 250 million yuan over the same period in 2015. The total assets from collective economic organizations amounted to 34.15 billion yuan with each village reaching 711,000 yuan on average.

The balance of loans for poverty alleviation of the China Construction Bank (CCB) saw an annual growth rate of 22.35%. The China Construction Bank, as a major state-owned bank, actively undertook the arduous task of poverty alleviation. As is estimated, by the end of 2016, the balance of loans for targeted poverty alleviation through finance of the CCB amounted to 94.824 billion yuan, increasing by 17.324 billion yuan over early 2016 with an annual growth rate of 22.35%.
