State and Ministerial Policy News:
General Secretary Xi Jinping presided over the meeting of the Political Bureau of Central Committee, and heard reports on the 2016 Performance Evaluation on Poverty Alleviation Work of Provincial Party Committees and Governments. The demands to advance poverty alleviation have been proposed on the meeting. It was stressed that in promoting poverty alleviation work, we should give priority to people’s interests, adopt targeted measures on poverty reduction and alleviation with carefulness and perseverance, fully strengthen Party self-governance, and fulfill the responsibility of poverty alleviation, so as to ensure the completion of poverty-alleviation task.

Wang Yang, Vice Premier of the State Council, presided over the 16th Plenary Session of the State Council Leading Group Office of Poverty Alleviation and Development in Beijing. He stressed that all the members should study and implement the guiding principles General Secretary Xi Jinping conveyed on the meeting of the Political Bureau of Central Committee, bring the commanding role of performance evaluation into full play, and devote strict demands and thorough implementation into the whole process and all aspects of poverty alleviation, so as to improve the quality and efficiency against poverty.

Shanxi’s “New Scheme” of critical illness insurance saved nearly 10% of medicine charges for impoverished households. Since the end of 2016, Shanxi insurance industry has devoted active efforts and issued targeted poverty-alleviation policies of “One Fall and One Rise” (a fall to 5,000 yuan from 10,000 yuan on threshold compensation for impoverished population; a rise of two to five percentage points on the ratio of critical illness insurance) for critical illness insurance with the departments concerned in order to effectively reduce the poverty due to illness. As of now, the insurance benefits for poverty-stricken population has been improved by compensating 26.8161 million yuan for 2,964 people registered in poverty document, with an increase of four to ten percentage points in compensation ratio according to the policy of 2016.

Xinjiang Uygur Autonomous Region implemented 11 aid plans for more than 600,000 registered poor students. In 2016, Xinjiang helped 35 destitute counties and 608,000 students from poor families get registered and appropriated various scholarship and grants as well as subsidies totaling 6.388 billion yuan for 5.5 million students, so as to achieve the full coverage of aids for all the students with financial difficulties. In addition, Xinjiang will adopt multiple measures to carry forward poverty alleviation through education in the future to ensure that education in destitute areas in Xinjiang reaches the average level of the whole region.

The mode of “Five Threes” in Guizhou Province helped impoverished households relocate steadily and become prosperous. The mode of “Five Threes” specifically refers to: efficiently using three kinds of lands as to core assets of relocated farmers in areas they are leaving, that is, contracted lands, forest lands and residential lands; focusing on the three basic issues concerning people’s livelihood, namely, employment, education and medical care; connecting subsistence allowance, medical insurance and endowment insurance to address the vital interests of relocated people. Guizhou plans to relocate 750,000 people and 425,000 people in 2017 and 2018 respectively.

Xinhe County of Hebei Province helped over 30,000 people shake off poverty through agricultural supply-side reform. In order to advance the supply-side reform and accelerate the pace of poverty alleviation, Xinhe County of Hebei Province guided farmers to plant grapes and out-of-season vegetables in greenhouses and develop modern farming characterized by melon and fruit, the area of which totaled more than 30,000 mu (approximately 20 million square meters). As a result, 34,500 people have been lifted out of poverty steadily.

Inner Mongolia Autonomous Region freed nearly 35,000 people from poverty through tourism. Many areas in the autonomous region improved both their ecological environment and people’s living standard in destitute areas by adjusting measures to local conditions for rural tourism development based on such special tourism resources as culture, grasslands and forests. In 2016, a total of 57 destitute counties at national and district levels and 294 poverty-stricken villages were engaged in tourism business, lifting 35,000 people out of poverty through tourism.

Hubei Provincial Government issued the “Implementation Plan on 2017 Poverty Alleviation through Relocation of Hubei Province”. It is demanded that the housing construction area of both relocated population registered in poverty document and individuals resettled dispersedly should be strictly limited not to more than 25 square meters for each person according to the principle of “basic benefits, safety and applicability”.

Shandong Province allocates special funds for poverty alleviation totaling 2.2 billion yuan in 2017. In 2017, the Finance Bureau of Shandong will invest 2.2 billion yuan for poverty alleviation, an increase of nearly 30% compared with last year. The Bureau will channel efforts into the following “Four Focuses” to deliver targeted investment of the fund, namely, key areas, key population, industrial development and key projects.

In Qinghai Province, the medical insurance of 520,000 impoverished people was fully financed by the government. Since 2016, the Department of Civil Affairs in Qinghai Province has incorporated 520,000 registered impoverished people into the medical assistance system, and fully financed their medical insurance. Meanwhile, with the implementation of such policies as outpatient and inpatient services as well as aids for patients suffering from major and critical illness, the department has reduced the burden of medical expenses on the registered poor patients, effectively preventing them from falling into or returning to poverty due to illness, and completed the task of lifting a batch of impoverished people out of poverty through medical assistance.

Guangxi Zhuang Autonomous Region lifted 1.11 million people out of poverty in 2016. In 2016, 1.11 million impoverished population reached the standard of “Eight Accesses and One Exceeding” (access to housing security, drinking water, household electricity, natural villages with extensive roads, compulsory education, televisions and source of income; and the annual household per capita net income exceeds national standard of poverty alleviation) identified for poverty alleviation by Guangxi, thus shaking off poverty. After the “Double Identification” in poverty alleviation, the third-party evaluation organized by the state and inter-provincial evaluation, the number of population lifted out of poverty in 2016 is 230,000 more than that of 2015 in Guangxi, with a poverty-reduction rate of 25% and a rise of nine percentage points as against 2015.
 
    Danfeng County of Shaanxi Province lifted 24,200 people out of poverty in 2016. Based on the actual situation of poverty alleviation through industrial development, Danfeng explored innovative modes of “Three Linkages, Three Drives and Three Business Startups” against poverty through industrial development, and established the working thinking pattern guided by one target, carried by five industries, advanced by three modes and guaranteed by five elements. The county has invested 1.135 billion yuan in total and implemented 191 projects for poverty reduction, lifting 6,862 impoverished households and 24,200 people in the county out of poverty as scheduled.

Jishishan County of Gansu Province helped 15,800 people shake off poverty steadily in 2016. Since 2016, by coordinating and promoting the in-depth integration of targeted poverty alleviation and Double Linkage Action, and closely concentrating on two key issues, namely the infrastructure construction in destitute villages and reconstruction of old and dilapidated buildings of impoverished households, Jishishan Bonan, Dongxiang and Salar Autonomous County of Gansu Province constantly accelerated its pace in the battle of poverty alleviation, lifting 15,800 people out of poverty steadily, with poverty coverage dropping to 17.84%.

Jiangsu Province and Shaanxi Province signed an agreement of labor collaboration for poverty alleviation at both provincial and city levels. On April 7, the Departments of Human Resources and Social Security of Jiangsu Province and Shaanxi Province, along with ten Municipal Human Resources and Social Security Bureaus of the two provinces, signed an agreement of labor collaboration for poverty alleviation at both provincial and city levels, providing more job opportunities in Jiangsu for surplus rural labor force of Shaanxi, especially for impoverished labor force.

The “Action Plan on Targeted Poverty Alleviation through Education in Ningxia during the ‘13 Five-Year Plan’ Period” was issued formally. According to the Plan, Ningxia will focus on nine destitute counties (districts), 843 schools in poverty-stricken villages, and 160,000 registered impoverished students (including students living in household receiving subsistence allowances and special assistance), and devote efforts to comprehensively improve both people’s basic literacy in destitute areas and vocational skills of laborers in an effort to guarantee fair and quality education for students in destitute areas.

Hainan Province sets its “Small Target” of lifting 183,000 people out of poverty this year. In 2017, Hainan sets the target of lifting 183,000 registered impoverished population in rural areas and 7,141 poverty-stricken people in urban households of reclamation areas out of poverty. Meanwhile, it will complete the task of advancing poverty alleviation of 117 destitute villages and relocating people from five natural villages for poverty alleviation through ecosystem-based approaches, so as to ensure that the growth rate of per capita disposable income of rural residents from national impoverished counties is higher than the average level of Hainan province.

Public Poverty Alleviation and Charity News
China Development Bank began to sell the first phase of special counter bonds for poverty alleviation which can be purchased at three banks including Industrial and Commercial Bank of China. China Development Bank plans to release the first phase of special counter bonds for poverty alleviation through relocation totaling not more than three billion yuan from April 12 to 18 (except non-working days), which can be purchased in various business branches of Industrial and Commercial Bank of China, Agricultural Bank of China and Bank Of China.
