State and Ministerial Policy News:
A few days ago, the Ministry of Education released the “Notice on the Enrollment of Students from Rural and Poor Areas into Key Universities in 2017”. According to the Notice, the special plan for key universities to enroll students from rural and poor areas will be continued in 2017. The national directional enrollment of students from poor areas will cover 63,000 students.

Now that poverty alleviation through agricultural industrialization has entered a new state of “conscious leadership”, it needs the whole society to reach new consensus on it.

Local Poverty Alleviation News:
A total of 4,502 village committees in Yunnan Province were covered by four major data resources. Recently, it is learned from Yunnan Minzu University that the Research Institute for Yunnan Poverty Alleviation and Development and Center for Yunnan Big Data of Poverty Alleviation and Development, jointly built by Yunnan Office of Poverty Alleviation and Development and Yunnan Minzu University, have made some outstanding research results. It has basically completed the construction of a basic big data platform and brought together four major data resources, which has covered 4,502 village committees, 1,961,945 households and 7,000,454 people from 16 cities (prefectures).

Hainan Province will help 183,000 rural poor people and more than 7,100 people from reclamation areas get rid of poverty this year. In 2017, Hainan Province will ensure that 183,000 rural poor people registered in the poverty document and 7,141 poor people with urban household registration from reclamation areas get rid of poverty steadily; it will complete the tasks of lifting 117 poor villages out of poverty in the manner of whole-village advance and helping five natural villages in poverty alleviation through ecological development get relocated; also, the province will make sure that the rural per capita disposable income of five national poor counties registers a higher growth rate than the province’s average level.

During the “13th Five-Year Plan” period, Hebei Province will invest 100 million CNY into the construction of tourist facilities in poor villages. During the “13th Five-Year Plan” period, with a view to promoting targeted poverty alleviation through tourism, Hebei will earmark at least 100 million CNY to develop tourism, improve rural tourism element functions and support infrastructure construction. It is learned that Hebei will step up efforts to promote tourism projects of poor villages and mobilize social capitals to be engaged in poverty alleviation projects through rural tourism development.

A total of 25,000 poor people with labor abilities in Sichuan Province were employed as Eco-rangers. It is learned from the Working Conference of Poverty Alleviation through Forestry Ecology in Sichuan Province held on April 14 that the province drew up four implementation plans, including poverty alleviation through forestry and forestry science and technology. As a result, a total of 25,000 poor people with labor abilities have been employed as Eco-rangers. Since July 2015, directly helping more than 30,000 poor people get rid of poverty.

Qinghai Province invested more than 1.2 billion CNY into the renovation of rural power grid to facilitate poverty alleviation. According to the State Grid Qinghai Electric Power Company, Qinghai plans to invest 1.236 billion CNY in a new round of rural power grid upgrading in 223 poor villages. Also, the province will coordinate with local governments in power supply projects that complement the 459 poverty alleviation projects through relocation. This indicates that the province will prioritize the power utilization of poor villages and poverty alleviation projects through relocation.

Wenchang City of Hainan Province will earmark 234 million CNY to help 7,958 people get rid of poverty. In 2017, Wenchang will earmark special poverty-alleviation fund totaling 234 million CNY to carry out the “Three Leaderships” mode of poverty alleviation through agricultural industrialization, which means “enterprises leading poor households, cooperatives leading poor households and capable men leading poor households”. A total of 7,920 rural poverty-stricken people, 38 urban poor people from reclamation farms and three poor villages will be lifted out of poverty.

The mileage of roads built in Tibet Autonomous Region under the work of poverty alleviation through transport reached 7,283.87 km. In 2016, Tibet Autonomous Region launched 457 rural highway construction projects with the mileage reaching 7,283.87 km, providing access to smooth transport for 56 villages and towns, 437 incorporated villages and 90 natural villages. Rural highways played an important role in helping farmers and herdsmen get rid of poverty.

Liaoning Province formulated poverty alleviation plans to help 810,000 poor people get rid of poverty during the “13th Five-Year Plan” period. During the “13th Five-Year Plan” period, Liaoning plans to lift 810,000 people out of poverty, help 15 key counties “remove the cap of poverty” and 1,791 poor villages registered in the poverty document withdraw from the poverty list, and ensure that people returning to poverty temporarily will get rid of poverty by 2020.

A total of 65 poor villages at Qianjiang District of Chongqing Municipality were lifted out of poverty, facilitated by technological innovation. In an effort to carry out targeted poverty alleviation through technology, Qianjiang District of Chongqing built new agricultural platforms for new-type training and technological innovation and allocated a total of 31.41 million CNY as a fund for it. The district helped 65 poor villages get rid of poverty and increased the income of poor households registered in the poverty document, with the poverty incidence dropping to 1.1%.

Guangxi Zhuang Autonomous Region released information on its poverty-alleviation achievements in 2016, ranking the first in terms of the total number of people lifted out of poverty. According to the appraisal of the National Bureau of Statistics, Guangxi lifted 1.11 million people out of poverty in 2016, an increase of 230,000 people over last year, ranking the first nationwide in this respect and the second in the speed of poverty reduction, which stands at 25%. More specifically, 943 poor villages and four poor counties (Yongning District, Longxu District, Luchuan County and Heshan City) were lifted out of poverty last year.

A total of 171,300 people in Shuicheng County of Liupanshui City in Guizhou Province have been lifted out of poverty over the past five years. Over the past five years, Shuicheng focused center on the five key links: who is to be aided, who is to lend aids, how to aid, how to withdraw from poverty and how to stabilize people lifted out of poverty, so as to carry out poverty alleviation through diversified approaches and channels. As a result, over the past five years, 24 villages have been lifted out of poverty and 97 poor villages have benefited from whole-village advance, helping 171,300 people get rid of poverty and reducing the poverty incidence to 21% from 45.41%, a drop of more than 24 percentage points.

Hunan Province generated a total of 114.8 billion CNY through developing tourism in the first quarter of 2017, achieving remarkable results of poverty alleviation through tourism. From January to March in 2017, Hunan saw a total of 140,940,200 visitors, and generated a total of 114.771 billion CNY, up by a year-on-year growth of 19.01% and 23.67% respectively. Hunan developed tourism at the country level to facilitate poverty alleviation. As a result, Wulingyuan District and Hongjiang District took the lead to remove the “cap of poverty”.

Public Poverty Alleviation and Charity News
Agricultural Development Bank of China issued a total of 3.28 billion CNY as loans and key construction funds to designated counties in 2016. Agricultural Development Bank of China held an alignment meeting on designated poverty alleviation on April 13 and 14. During the two days, six eastern districts and counties signed friendly cooperation and assistance agreements with five designated counties and held industrial alignment meetings. Twenty enterprises and designated counties reached cooperation agreement on the spot and signed cooperation agreements. Agricultural Development Bank of China issued a total of 3.28 billion CNY as loans and key construction funds to designated counties in 2016, supporting 20 projects and donating a total of 10.067 million CNY.

The special treatment of critical illness directional at rural poor population has been initiated to reduce patients’ burden. On April 18, National Video-Telephone Conference on the Special Treatment of Critical Illness Directional at Rural Poor Population was held in Beijing, proposing the goals of the work. By the end of 2017, the special treatment of nine kinds of critical illness will reach all poor areas; by the end of 2018, the treatment will cover rural poverty-stricken people registered in the poverty document, rural poor people and people living on minimum subsistence allowances as well as households reduced to difficult situation by family planning. More privilege policies will be given towards them with respect to risk pooling of outpatient services, hospitalization reimbursement, reimbursement for costs of critical illness treatment and medical assistance.

There were as many as 30 million entries of basic data of the big poverty-alleviation data platform of Yunnan Province. The 2017 China Telecom Targeted Poverty Alleviation Big Data Platform Symposium was held in Kunming on April 13. It is learned that there are approximately 60,000 users on Yunnan’s big data management platform in targeted poverty alleviation now with 30 million entries of basic data. This makes it the largest in China’s targeted poverty alleviation system. At present, Yunnan Province has realized seven clarifications, namely, clarification on poor population, poor population lifted out of poverty, new poverty-stricken population, population returning to poverty, causes of poverty, how to get rid of poverty and effects of poverty-alleviation efforts.
