State and Ministerial Policy News:
Vice Premier Wang Yang stressed during his investigation into the poverty alleviation work in the Tibetan-inhabited region of Sichuan Province that the Tibetan area and other areas in deep poverty were difficult and key points in the poverty alleviation work. We should earnestly implement the strategic thinking of poverty alleviation put forward by General Secretary Xi Jinping in the new era, maintain the fundamental tone of seeking progress in stability and step up efforts into poverty alleviation. He also noted that we should deepen the cause of targeted poverty alleviation, carry out solid work and seek truth in a pragmatic manner, and stay determined to win the tough battle of poverty alleviation in areas mired in extreme poverty.

A total of six ministries and commissions, including the National Health and Family Planning Commission and the State Council Leading Group Office of Poverty Alleviation and Development, held a news conference to report the progress of poverty alleviation project through healthcare and the “Action Plan of ‘Three-Batch’ Poverty Alleviation through Healthcare”. Since the implementation of the poverty alleviation project through healthcare in 2016, relevant authorities have taken proactive actions to prevent poor people from being reduced to poverty or returning to poverty due to illness with targeted and comprehensive measures. These efforts have secured remarkable progress in the poverty alleviation project through healthcare.

The National Development and Reform Commission and the State Council Leading Group Office of Poverty Alleviation and Development issued “Emergency Notice on Sound Settlement Site Selection and Risk Prevention in Quality Control of Poverty Alleviation through Relocation”. As is required in the Notice, all parts of China should carry out a thorough risk inspection in the settlement site selection, part of the poverty alleviation project through relocation. They need to check the potentially improper planning of site selection and other risks and hazards of the construction work in poverty alleviation through relocation. With respect to risks and hazards spotted, they are required to promptly adjust the improper planning and implement rectification measures.

Local Poverty Alleviation News:
Jiangsu Province carried out assessment of poverty alleviation results with 15 indexes. A few days ago, Jiangsu completed the appraisal of the work results of 2016 poverty alleviation and development in the northern part of the province, which was advanced synchronously with the appraisal of poverty alleviation results by central government in central and western China. Jiangsu used unified data standard, index measurement and calculating methods to carry out precise assessment on the results of 2016 poverty alleviation and development efforts of five cities and 12 key counties in the northern part of the province. Fifteen indexes were used in this assessment, including poverty reduction effect, targeted identification, targeted assistance, poverty alleviation fund as well as exploration and innovation. After the assessment, the province urged relevant areas to make rectification.

Hainan Province plans to lift 163,000 people out of poverty through agricultural industrialization this year. In 2016, Hainan lifted 190,000 poor people and 100 destitute villages out of poverty and boosted the average per capita income of rural residents in five national destitute counties by 10.6%, 1.5 percentage points higher than the province’s average level. The province will proceed to step up more efforts into poverty reduction through agricultural industrialization with a target to help 163,000 people shake off poverty in 2017 next.

 “2017 Promotion Plan of Poverty Alleviation Project Through E-commerce in Jiangxi” was released. Four targets are clearly set in the 2017 plan: the province sets out to build more than 2,000 stations of poverty alleviation through e-commerce and over 200 demonstration spots of poverty alleviation through e-commerce, help impoverished households substantially increase the sale of agricultural and sideline products, and lead more than 100,000 impoverished people registered in the poverty document to shake off poverty with income growth.

Shaanxi Province issued “Shaanxi Action Plan of Poverty Alleviation Through Tourism during the ‘13th Five-Year Plan’ Period”. Recently, Shaanxi Tourism Bureau and another eleven institutions, including Shaanxi Provincial Development and Reform Commission, Shaanxi Provincial Office of Poverty Alleviation and Development and Shaanxi Branch of China Development Bank, jointly issued the “Shaanxi Action Plan of Poverty Alleviation Through Tourism during the ‘13th Five-Year Plan’ Period”. Centered on the task of lifting 360,000 impoverished people from 1,178 key villages out of poverty through tourism in this document, the province identifies its thinking on poverty alleviation through tourism by 2020.

Inner Mongolia Autonomous Region will implement ten measures to further step up efforts in poverty alleviation. Inner Mongolia will establish funds for poverty alleviation through agricultural industrialization to 10 billion yuan and expand the range of pilot projects for integrating funds to all the 57 destitute counties by adopting the following measures: setting up the funds for poverty alleviation through agricultural and husbandry industrialization, the incentive mechanism of replacing subsidies with rewards and expanding the scope of integrating funds related to agriculture and husbandry.

Wolong District of Nanyang City in Henan Province lifted 13 destitute villages and more than 4,000 poverty-stricken people out of poverty. Wolong District adopted a series of measures to proactively work on poverty alleviation through agricultural industrialization, employment, government support and whole-village advance. As a result, it has helped 13 destitute villages, 1,067 poverty-stricken households and 4,185 impoverished people shake off poverty since 2016.

Xiangxi Autonomous Prefecture in Hunan Province set up a poverty-alleviation fund totaling 30 billion yuan. Xiangxi Pudong Wuling Mountain Poverty Alleviation Investment and Development Fund is the first poverty alleviation fund sponsored by a commercial bank in Hunan Province, pooling a total of 30 billion yuan. As a professional investment and development fund co-built by a financial institution and the local government, it will be used to satisfy a large amount of long-term capital needs of the autonomous prefecture in such sectors as infrastructure, public services, ecological development and advantageous industries, so as to achieve the win-win development of poverty alleviation and the financial industry.

Sichuan Province lifted 448 destitute villages out of poverty by developing tourism in 2016. Last year, 448 destitute villages in Sichuan shook off poverty through developing tourism. The total tourism income of the province’s rural areas from January to March, 2017 amounted to 60 billion yuan, up by 10 billion yuan over the same period of 2016.

Public Poverty Alleviation and Charity News
China Development Bank released another poverty-alleviation loans totaling 66.8 billion yuan in the first quarter of 2017. Since 2017, China Development Bank has strengthened the work on policy guarantee, institution advance, bank-government cooperation and resource-integrated services in conformity to the working pattern of “poverty alleviation through relocation reaching provinces, infrastructure reaching counties, agricultural industrial development reaching villages (households) and education aid reaching households (individuals)”. With these efforts, China Development Bank embraced remarkable results of poverty alleviation.

Qinghai Province will invest 1.236 billion yuan into rural power grid renovation in 2017 to facilitate poverty alleviation. In 2016, the State Grid of Qinghai Electric Power Company invested 820 million yuan into the transformation and updating of rural power network in 261 villages in accordance with the general poverty-alleviation requirement of “four-year concentration on poverty alleviation and one-year consolidation and enhancement”. By the end of March, 2017, the company had completed the task in 83 destitute villages, and the remaining 178 destitute villages will see their power grid work completed by the end of May.

The mode of “railway plus tourism plus poverty alleviation” achieved multiple results, delivering dividends to people. China Railway Corporation launched a public welfare project of paired support between Luoyang-Luanchuan for poverty alleviation through tourism on April 6. With the new targeted poverty alleviation mode of “railway plus tourism plus poverty alleviation”, G661, G660, G1812/1809 and G1822/1823 trains pertaining to the Zhengzhou Railway Bureau were entitled with “Magic Luanchuan”. According to the data from the Zhengzhou traffic railway section, the rail traffic of four “Magic Luanchuan” high-speed trains for poverty-alleviation reached 14,638 on April 8 and 9 in the first weekend of putting into operation.

Guizhou Province held a promotion conference on high-quality green farm produce in Shanghai, freeing impoverished people from poverty by increasing their income. Face-to-face exchanges and negotiation were carried out on the conference between 82 key agricultural demonstration zones and demonstration bases, specialized farmer cooperatives, leading enterprises of agricultural industrialization, farm produce circulation firms and e-commerce enterprises from different cities (prefectures) and Gui’an New Area of Guizhou and 229 farm produce distributors and group catering enterprises from Shanghai Municipality and the Yangtze River Delta region.
