State and Ministerial Policy News:
Wang Yang: Devoting meticulous efforts to deepen targeted poverty reduction and alleviation. WangYang, Vice Premier of the State Council, stressed during his investigation into the poverty alleviation work in Tibetan areas of Sichuan Province that the Tibetan area and other areas in dire poverty were difficult and key points in the poverty alleviation work. We should earnestly implement the strategic thinking of poverty alleviation put forward by General Secretary Xi Jinping in the new era, follow the general principle of seeking progress in stability, and step up efforts into poverty alleviation. He also noted that we shoulddevote meticulous efforts to deepen the cause of targeted poverty reduction and alleviation, carry out solid work and remain realistic and pragmatic, and stay determined to win the tough battle of poverty alleviation in areas mired in extreme poverty.

The “Blue Book for Contiguous Impoverished Areas: Development Report on China’s Contiguous Impoverished Areas (2016-2017)” was released a few days ago. It is analyzed in the Blue Book that the contiguous impoverished areas are straitened in terms of individuals, employment and soil, so the advice goes that poverty alleviation in a fragmentized manner is transformed into that in a systematic manner. That means that we should attach equal importance to the three dimensions, that is, individuals, employment and soil, so as to carry forward coordinated poverty alleviation and enhance development of contiguous impoverished areas.

The Ministry of Land and Resources of the People’s Republic of China issued the “Notice on Further Adoption of Linking Construction Land Increase in Urban Areas with Construction Land Decrease in Rural Areas to Support Poverty Alleviation”. It has been specified in the Notice that the key counties in poverty alleviation and development at provincial level are able to enjoy circulation use of surplus quota for increased and decreased linking between urban and rural construction lands within each province. The move indicates that the scope of using the surplus quota can expand to provincial impoverished counties from contiguous impoverished areas and national impoverished counties outside the contiguous impoverished areas, and that more policy dividends will be released to advance substantial development of poverty alleviation cause.

Sichuan Province puts more efforts into advancing the construction of provincial demonstration areas for poverty alleviation through tourism in ten counties. This year, Sichuan moves forward into the construction of provincial demonstration areas for poverty alleviation through tourism in ten counties by encouraging the regions with privileges to establish pilot regions in various aspects, including talent support in poverty alleviation through tourism, application of new technologies, construction of tourism industrial parks, as well as cultivation of market entities, national key laboratories of ecological tourism, and mini museum of “One Village, One Brand”, so as to develop new practice experience for poverty alleviation through tourism within the province.

Haikou City of Hainan Province ensures that five destitute villages as a whole and 2,940 people will be lifted out of poverty in 2017. It is learned that Haikou has identified to free 8,453 people from poverty in 2016, reducing impoverished population by 8,426 actually, and helped six poverty-stricken villages as a whole shake off poverty, completing the annual task of poverty alleviation.

Anxi County of Fujian Province strives to complete the poverty alleviation task three years earlier than the whole country in 2017, and helps impoverished people registered in the document shake off poverty steadily through one-year consolidation. As of the end of 2016, a total of nine villages and towns including Fengcheng and Penglai had taken the lead in shaking off poverty, the number of destitute villages had been reduced to 23 from 71, and the impoverished population registered in the document reduced to 4,339 from 18,000, which enables the county to boast the largest number of destitute villages and poverty-stricken population lifted out of poverty in Quanzhou City.

Shandong Province implemented six targeted measures to lift 1.51 million people out of poverty. Since the “12th Five-Year Plan” period, Shandong provincial departments of finance had increased the fund for poverty alleviation to 845 million CNY in 2015 from 80 million CNY in 2011, indicating a ten-fold increase. At the end of 2016, Shandong demonstrated the first victory of the battle against poverty by helping 1.51 million impoverished people out of poverty at current standard and outperforming the annual task of freeing 1.2 million people out of poverty.

Gansu Province made brilliant achievements in pushing forward poverty alleviation. The impoverished population of the province decreased to 2.27 million in 2016 from 6.9219 million in 2012, with the poverty incidence dropping to 10.9% from 33.2%. The per capita income of destitute rural areas increased to 6,487 CNY from 3,329 CNY with an average annual rise of 14.3%. As a result, great progress has been made in people’s production and living conditions in destitute areas, and sustainable development has been obtained in agriculture and economy in rural areas.

Luzhou City of Sichuan Province issued the “Plansof Luzhou Cityon Poverty Alleviation during the ‘13th Five-Year Plan’ Period”. It is stated in the Plan that by 2019, Luzhou City will eliminate absolute poverty in an all-round manner by lifting 237,500 rural impoverished people, 324 destitute villages and three poverty-stricken counties, namely, Gulin County, Xuyong County and Hejiang County, out of poverty. The city aims to provide sufficient food and clothes for impoverished people and double their per capita disposable income over the year of 2010.

Shandong Province invested the financial fund totaling 30 million CNY to facilitate poverty alleviation through employment for the disabled. Shandong Province Finance Bureau allocates 30 million CNY as the fund for poverty alleviation through employment in 2017, gives support to outstanding and demonstration bases for poverty alleviation through employment and startups for the disabled, and develops projects that assist the disabled with online startups and e-commerce training by virtue of the fund.

Hubei Province adopted various measures to fight against poverty, lifting 4.11 million people out of poverty within five years. Over the past five years, the Central Committee of Communist Party of China and provincial finance departments in Hubei Province have invested more than 16.4 billion CNY into poverty alleviation, with an average annual increase of 33.98%. A total of 4.11 million people were lifted out pf poverty in five years thanks to the fund integration mechanism for destitute counties in which the total integrated funds of 2015 and 2016 in Hubei Province amounted to 146.5 billion CNY.

Ningxia Hui Autonomous Region is sparing no efforts to remove Xihaigu’s label of “Bitter Barren Land”. Xihaigu Region (it covers six destitute counties including Xiji, Haiyuan and Guyuan) of Ningxia is channeling its efforts to shake off the long-standing poverty. The region helped 626,800 people shake off poverty, reducing the poverty-stricken population to 388,200 in 2016 from 1,015,000 in 2012, with the poverty incidence declining to 10.28% from 25.6%. Besides, the income of impoverished people was on the rise, increasing to 6,818 CNY in 2016 from 4,591 CNY in 2012, with an average annual rise of 13.5%.

A total of 26,500 private enterprises in China have provided targeted assistance to 21,000 destitute villages. China’s private enterprises have actively participated in the battle of poverty alleviation. At present, a total of 26,500 private enterprises have provided targeted assistance to 21,000 destitute villages, benefiting more than 3.88 million impoverished people.

The “Blue Book of Guizhou Province: 2017 Report on Social Development of Guizhou” was released a few days ago. It is pointed out in the Blue Book that Guizhou devotes great efforts into and achieves remarkable results in poverty alleviation through social security, and exerts profound influence by carrying out the combination of rural minimum living standard and poverty-alleviation standard to promote poverty alleviation through rural subsistence allowance in a pragmatic manner.

Gansu Province seeks to improve the executive force of women’s federation officials on poverty-alleviation projects. A few days ago, the training class for improving the executive force of women’s federation officials in Gansu Province on poverty-alleviation projects was established in Lanzhou City. The training has carefully implemented the new action plans and requirements for poverty alleviation delivered by Gansu Provincial Government, further improved the working capability of officials from Gansu women’s federation system, particularly their executive ability on poverty-alleviation projects, and deepen targeted poverty alleviation to enable females in Gansu to go out and conduct business by gathering skilled talents, which leads more impoverished women in finding jobs, starting up a business and shaking off poverty with more income increase.
