State and Ministerial Policy News:

Wang Yang, Vice-Premier of the State Council, noted while convening the 17th plenary session of the State Council Leading Group of Poverty Alleviation and Development that we should further strengthen the Four Consciousnesses — consciousnesses of the ideology, the whole, the core and the line—highlight problem-oriented approaches, and step up effects regulation. Wang went on to observe that, riding on the rectification of problems spotted in the performance assessment of poverty alleviation work, we should further improve our efforts in poverty alleviation, deliver more productive outcomes, and ensure that poverty alleviation efforts are pushed forward steadily under pragmatic approaches with authentic outcomes, which serves to keep our efforts in the right direction.

The National Meeting on Promoting Poverty Alleviation through Health was held in Sichuan Province, and Liu Yandong made important instructions. Recently, the National Meeting on Promoting Poverty Alleviation through Health was held in Chengdu, Sichuan, and Liu Yandong, member of the Political Bureau of CPC Central Committee and Vice-Premier of the State Council made important instructions. She stated that the project of poverty alleviation through health should be implemented as a key political task. The policy system should be further improved, and implementation efforts should be strengthened to highlight key areas and difficult points. Meanwhile, it was noted that we should ensure that rural impoverished people can gain access to basic healthcare services to prevent illness from driving them into poverty or dragging them back to poverty in our resolution to win the tough battle against poverty.

The Ministry of Finance: this year’s special financial fund for poverty alleviation had been disbursed in full. A few days ago, the Ministry of Finance released news, saying that the 2017 central special financial fund for poverty alleviation worth of 30.701 billion yuan had been disbursed. Plus the advance 55.394 billion yuan issued in October 2016, the budget of this year’s central special financial fund for poverty alleviation worth of 86.095 billion yuan had been disbursed to local governments in full. According to the Ministry, local governments should approach and utilize the special financial fund in a proper manner, and support destitute counties to integrate their fund to ensure that the fund delivers productive outcomes.

The National Health and Family Planning Commission: the project of poverty alleviation through health provided category-based treatment to more than 2.6 million impoverished patients. Since the action plan of the project of poverty alleviation through health “Three Batches”—providing treatment to a batch of patients with serious diseases, helping a batch of patients with chronic diseases under contract, and lending support to a batch of patients with severe diseases through the healthcare system—was launched by the National Health and Family Planning Commission, targeted measures were adopted, and category–based treatment was made available, allowing the project to reach individuals with different diseases, and has delivered remarkable results. As of the end of May, more than 2.6 million impoverished patients have received category-based treatment.

The Ministry of Culture released “Implementation Plan for the Work on Poverty Alleviation through Culture during the 13th Five-Year Plan”. With a view to better implementing the 13th Five-Year Plan for poverty alleviation issued by the State Council, strengthening the guidance over the work on poverty alleviation through culture, and giving full play to the role of culture in the work of poverty alleviation, the Ministry of Culture recently released “Implementation Plan for the Work on Poverty Alleviation through Culture during the 13th Five-Year Plan”. It is set out in the plan that, by 2020, substantial progress will be made in the cultural construction of destitute areas, and their overall cultural development will approach or reach the national average level.

Chinese People's Political Consultative Conference (CPPCC) completed two rounds of field investigation themed on “problems in and suggestions to targeted poverty alleviation”. From late March to early June this year, CPPCC carried out two rounds of supervision and investigation, featuring “problems in and suggestions to targeted poverty alleviation”. During this period, the research group covered 75 counties and districts in 15 provinces, autonomous regions, and municipalities directly under the central government, which produced remarkable results.

Central financial institutions earmarked 3.2 billion yuan as rewards for outstanding performance in the assessment of poverty alleviation work. The rewards went to eight provinces (autonomous regions or municipalities). Having been approved by the CPC Central Committee and the State Council, eight provinces (autonomous regions or municipalities)—Anhui, Hubei, Guangxi, Chongqing, Sichuan, Guizhou, Tibet and Gansu—each won a reward of 400 million yuan, for the completion of annual poverty alleviation plans, remarkable results, and favorable comprehensive assessment (ranked by the level of administrative divisions) in the performance assessment of 2016 poverty alleviation work, conducted by provincial party committees and local governments.

Local Poverty Alleviation News:

A total of 3.1 million rural impoverished people in Hebei Province will be lifted out of poverty by 2020. Hebei Province issued “Poverty Alleviation Plan during the 13th Five-Year Plan Period (2016-2020)”. It proposes that the per capita disposal income of farmers in poverty-stricken areas of Hebei Province will be more than doubled compared with 2010, ensuring the 3.1 million rural impoverished people, 7,366 destitute villages and 62 destitute counties of the province are lifted out of poverty.

Gansu Province advanced the project of poverty alleviation through three industries. In order to ramp up the development, introduction, integration, experiment and demonstration of new varieties, technologies and achievements in poverty-stricken areas, during the 13th Five-Year Plan period, Gansu Province will carry out the demonstration project of the integrated development of rural primary, secondary and tertiary industries, the new business subject cultivation project, and the science-technology-based poverty alleviation project to encourage destitute areas to transform and promote the advanced and applicable technical achievements revolving around pillar industries.

The highway service areas of Anhui Province developed the “service area +” targeted poverty alleviation strategy. It is learned that, based on the rapid development of local highway network, Anhui Transportation Holding Group vigorously developed the “service area + targeted poverty alleviation” strategy and gradually formed the special, industrial and social poverty alleviation holistic framework. In 2016, the service areas under its jurisdiction created more than 2,000 jobs for surrounding rural residents.

The Forum on Poverty Alleviation through Employment—Partner Assistance for Destitute Counties in Sichuan Tibetan Areas was held in Sichuan Province. At the forum, departments and institutions in attendance exchanged experience and measures on reducing poverty through employment. Job fairs to provide partner assistance for Tibetan areas were held. Sichuan Provincial Employment Bureau, Chengdu Municipal Human Resources and Social Security Bureau and other 20 relevant district-level (municipal and county-level) institutions assembled employers to offer more than 10, 000 jobs of various types on site.

Guangxi Zhuang Autonomous Region supported destitute villages to develop collective economy in an attempt to lift 1,100 destitute villages out of poverty in 2017. Recently, the Poverty Alleviation Office of Guangxi Zhuang Autonomous Region said that, in 2017, Guangxi would vigorously advance the rural poverty alleviation supply-side structural reform, strengthen policy support, establish and develop collective economy in destitute villages, and focus on promoting poverty alleviation through agricultural industrialization, in an attempt to lift one million people and 1,100 poor villages out of poverty in 2017.

Public Poverty Alleviation and Charity News

The role of border trade in reducing poverty should be brought into full play, so that border residents can better share border trade dividends. Many areas along the land border line of our country are old revolutionary bases, areas inhabited by ethnic minorities, remote mountainous areas, and destitute areas. They tend to be one of the most difficult areas in our efforts to reduce poverty. Amid our relentless pursuit of an open economy, border trade should be brought into full play in reducing poverty in border areas. The key to achieving more productive poverty reduction results through developing border trade is to improve relevant policy systems.

Policy-oriented financial services are in an advantageous position to help poverty-stricken areas. Recently, the 68th APRACA Executive Committee Meeting and Regional Policy Forum on “Financial Services and Poverty Reduction” was held in Beijing. Participants suggested that finance, core of modern economy, is an important measure to eliminate poverty, improve people’s livelihood and gradually achieve common prosperity. Policy-oriented finance, which is in an advantageous position in the battle against poverty, should assume the responsibility to conduct preferential policies and wield its leadership role in remedying market malfunction and serving destitute areas and vulnerable groups by upholding the principle of giving priority to social benefits.

Agricultural Development Bank: it will loan 1.3 trillion yuan to the work on poverty alleviation through agricultural industrialization during the 13th Five-Year Plan. Bao Jian’an, Vice President of the Agricultural Development Bank of China (ADBC) recently noted that, during the 13th Five-Year Plan period, the ADBC planned to loan 1.3 trillion yuan to destitute areas to support the development of grain, cotton and oil, agricultural industrialization, and specialty industries, so as to help impoverished people shake off poverty. As of the end of 2016, the balance of targeted poverty alleviation loan issued by the ADBC stood at 901.2 billion yuan, which exemplified its key and leading role in financial poverty alleviation.
