State and Ministerial Policy News:

On June 23, while convening a forum on the work of poverty alleviation in areas suffering from dire poverty in Taiyuan City, Shanxi Province, General Secretary Xi Jinping stressed that we should focus on dire poverty at the current stage of poverty alleviation. He also put forward eight requirements—realistic goals of poverty alleviation should be set up; financial input should be expanded; we should bring our advantages into full play to address the toughest problems; regional development must concentrate on targeted poverty alleviation; all parties should step up their efforts in the work; we should work harder to nurture endogenous impetus; the leadership role should be further cultivated; inspection and supervision should be strengthened.

More than tens of millions of people have been lifted out of poverty annually on average since the 18th National Congress, making China the world “hero of poverty reduction”. Officials of the State Council Leading Group Office of Poverty Alleviation and Development said that China’s alleviation efforts have been expedited remarkably since the 18th CPC National Congress. From 2013 to 2016, a total of 55.64 million people shook off poverty, infrastructure construction in destitute areas saw tremendous progress, and the level of basic public services also witnessed continuous improvement.

According to the results of 2016 special poverty alleviation audit released by the National Audit Office, in 2016, 12.4 million rural impoverished people across the country were lifted out of poverty; more than 2.4 million impoverished people were relocated, reducing the poverty incidence to 4.5%; the income growth rate of rural residents in destitute areas was higher than the average national level. Furthermore, more than nine million people in 2016, who were falsely identified as poverty-stricken population, were removed from the poverty list, and over eight million people were newly identified as impoverished population and registered in the poverty document, demonstrating more accurate identification of impoverished population.

The State Oceanic Administration (SOA) will invest more than three million yuan in Qiongzhong Li and Miao Autonomous County, to facilitate local poverty alleviation work. Recently, the SOA and the people’s government of Qiongzhong Li and Miao Autonomous County signed a framework agreement on designated-spot poverty alleviation. In 2017, the SOA will invest 3,357.2 thousand yuan as special poverty alleviation funds this year to help Qiongzhong develop six industries, including mulberry planting and silkworm breeding, rural leisure tourism, and root carving, support the county to carry out a safe rural drinking water project and four projects of poverty alleviation through nurturing intelligence, such as spreading ocean knowledge. A total of 410 impoverished households and 1,452 poverty-stricken people benefited from these efforts.

The Ministry of Land and Resources spent 30 years helping Ganzhou reduce poverty, exploring the path of designated-spot poverty alleviation with its own characteristics. The Ministry of Land and Resources has been committed to designated-spot poverty alleviation in southern Jiangxi since 1987. Considering the limited spatial structure of land utilization in Ganzhou, the Ministry provided guidance to it in the evaluation and revision of the overall plan for land utilization and helped it optimize land distribution. In doing so, the Ministry has injected sustained impetus into targeted poverty alleviation, with the help of its policy dividends, project achievements and scientific and technological innovation.

China selected 1,465 enterprises across the country as bases for poverty alleviation through employment. With a view to helping rural impoverished people find jobs and supporting orderly labor export, the Ministry of Human Resources and Social Security and the State Council Leading Group Office of Poverty Alleviation and Development, on the basis of local selection and recommendation selected 1,465 enterprises, which conform to employment regulations and bear a strong sense of social responsibility, as bases for poverty alleviation through employment, to provide nearly 200,000 jobs to rural impoverished workers.

The special seminar on “winning the tough battle of poverty alleviation through transportation” was opened on June 22. The training was attended by 35 local party and government cadres from 24 provinces (regions and municipalities). It unfolded around the following topics—the development of comprehensive communication and transportation and the interpretation of plans and policies for poverty alleviation through transportation during the 13th Five-Year Plan, working thoughts of the construction, management, and maintenance of rural highways and experience in building, regulating, maintaining, and running rural highways, the management of urban and rural passenger and freight transportation, and financing strategies of transportation construction and analysis of typical cases, etc.

Local Poverty Alleviation News:

 

Guangxi Zhuang Autonomous Region disbursed 3.324 billion yuan to reinforce support to poverty alleviation efforts. Guangxi disbursed 2017 autonomous region special financial fund for poverty alleviation (the second batch) worth of 2.03 billion yuan, in full support of the projects of “Eight Batches” and “Ten Major Actions” of the region. Plus the 2017 poverty alleviation fund worth of 1.224 billion yuan which was issued at the end of 2016 in advance, as of now, Guangxi has disbursed special financial fund for poverty alleviation worth of 3.324 billion yuan in 2017, rising by 1.003 billion yuan over 2016, an increase of 43%.

Gansu Province will implement a number of ecological protection projects to support poverty alleviation. Gansu province is currently trying to connect ecological protection with industrial development to accelerate targeted poverty alleviation efforts. It is learned that, during the 13th Five-Year Plan period, Gansu will promote the project of poverty alleviation through ecological protection in an all-round manner, including the implementation of seven ecological protection projects in the poverty-stricken areas and two household-specific ecological compensation policies, so that the impoverished people can benefit from protecting the ecology.

Hebei Province carried out poverty alleviation through e-commerce in the poorest counties. Hebei Provincial Department of Commerce recently released a work plan for poverty alleviation through e-commerce in ten poorest counties of the province. The plan proposed that, by 2018, every county in dire poverty will build a complete comprehensive rural e-commerce service system. E-commerce will start to play an important role in promoting start-ups, employment and industrial development in destitute areas.

    Sichuan Province will deepen poverty alleviation and development in the old revolutionary bases of Sichuan and Shaanxi and raise the proportion of poverty reduction effects in the performance assessment. Recently, Sichuan issued the “Implementation Plan for the Revitalization and Development Planning of Sichuan-Shaanxi Old Revolutionary Bases of in Sichuan Province” to accelerate the comprehensive development of old revolutionary bases (including five cities of Bazhong, Guangyuan, Dazhou, Nanchong and Mianyang).

The number of households reduced to or dragged back to poverty by diseases dropped by 60.8% in Shandong Province. It is reported that since last year, Shandong Province has reduced the number of households reduced to or dragged back to poverty by diseases by 423,000, a decrease of 60.8%. The satisfaction rate of poverty alleviation through healthcare assessed by the third party reached 95%, which exemplifies that Shandong has made remarkable achievements in the work of poverty alleviation though healthcare at the current stage.

    The training class on improving the ability of the financial sector in targeted poverty alleviation was held in Beijing. From June 19 to 21, the China Foundation for Poverty Alleviation (CFPA) and the Securities Association of China (SAC) jointly held the “training class on improving the ability of the financial sector in targeted poverty alleviation”. More than 300 people participated in the class, including managers responsible for the poverty alleviation work, cadres who serve temporary positions in designated counties and main leaders in the designated counties.
