State and Ministerial Policy News:

Xi Jinping: Priority should be given to people’s health, and the project of poverty alleviation for health should be implemented in a thorough manner. A few days ago, the National Health Conference was held in Beijing in which Xi Jinping, General Secretary of the Communist Party of China, President of the People’s Republic of China, and Chairman of the Central Military Commission, pointed out that there would be no comprehensive well-off society without national health. We should pay much attention to health of vulnerable people, ensure health of children and pregnant women, and provide continuous health management and medical services for the elderly. In addition, we should strive to achieve the goal of “rehabilitation for all people with disabilities”, focus on health problems of floating population and implement the project of poverty alleviation for health in depth.

Li Keqiang made important instructions at the experience exchange meeting in coordination on poverty reduction between the western and eastern regions. The meeting was held in Beijing recently in which Li Keqiang, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Premier of the State Council, made important instructions that both sides should conscientiously carry out guiding principles of important speeches made by Xi Jinping on the work of poverty alleviation in new circumstances, sum up experience, and make persistent efforts to further improve modes of cooperation, targeted assistance, and the efficiency of poverty-alleviation work especially in poverty-stricken areas.

Wang Yang met with president of the International Fund for Agricultural Development to discuss poverty reduction etc. Wang Yang, Vice Premier of the State Council, met with Gilbert Houngbo, President of the International Fund for Agricultural Development, in Zhongnanhai on the afternoon of the 28th, August. The two sides exchanged views on strengthening mutually beneficial cooperation, advancing sustainable development agenda and poverty alleviation.

Annual poverty reduction was 13.91 million for four years, which is the best ever achievement in poverty alleviation made in China. Liu Yongfu, Director of the State Council Leading Group Office of Poverty Alleviation and Development, said recently that rural poor population under current standards in China was reduced to 43.35 million in 2016 from 98.99 million in 2013, an annual decrease of 13.91 million on average. The result is not only the best achievement in the history of poverty alleviation in China, but also maintains China’s leading position in poverty reduction in the world, highlighting the advantages of our political system.

The document expounds on how professional social forces should tackle tough issues in poverty alleviation and what role they should play at work.

People’s Bank of China: credit resources should come down in favour of poverty-stricken areas. People’s Bank of China recently held a meeting on financially supporting poverty-alleviation work in poverty-stricken areas. Pan Gongsheng, Vice President of the People’s Bank of China, said that major work such as relocation of policy-oriented development financial institutions, and infrastructure construction should be focused on poverty-stricken areas, and that inclusive finance divisions of large state-owned commercial banks should give a high priority to financial services in poverty-stricken areas in the next few years.

National Development and Reform Commission: supporting pilot financial reform in poor rural areas. According to news on the website of National Development and Reform Commission, one of the next priorities of poverty alleviation is to focus on strengthening endogenous power, and to pay close attention to reform, innovation and pilot demonstration. We should strengthen guidance and coordination of rural reform in poverty-stricken areas, and support reforms of collective property system, financial reform and “separation of three powers - ownership, contracting and management rights” in rural poverty-stricken areas.

In the first half of the year, more than 12,000 relocation projects for poverty alleviation started, with operating rate of 90%. It was learned from the website of National Development and Reform Commission, by the end of June, relocation projects for poverty alleviation totaled over 12,000 in 2017, with operating rate of 90%. There have been many measures in lifting a total of 1.1 million-plus registered migrated population out of poverty, which has witnessed significant progress in poverty alleviation work.

Local Poverty Alleviation News:

A total of 4.14 million people in Guangxi Zhuang Autonomous Region have been lifted out of poverty in four years, with incidence of poverty reduced from 18% to 7.9%. In 2016, poor population in Guangxi decreased by 1.11 million, ranking first in China, and its poverty reduction rate is 25%, ranking the second. A total of 943 villages and four counties having been lifted out of poverty. It is reported that Guangxi’s poverty population was reduced from 7.55 million at the end of 2012 to 3.41 million at the end of 2016, with incidence of poverty reducing to 7.9% from 18%.

The Plan of Poverty Alleviation Measures for People with Disabilities in Jiangxi Province (2017-2020) was released a few days ago. It was pointed out in the Plan that the province’s poor people with disabilities will be lifted out of poverty by 2020. It expounds on ten major tasks and 11 key poverty alleviation measures such as CPC at grassroots helping people with disabilities, special education, vocational skills and practical technical training.

Hunan Federation of Trade Unions launched an activity to help children in poor families go to university. Statistics showed that, in 2017, the fund totaling 885 million yuan for students was raised by trade unions at all levels in Hunan Province, helping more than 550,000 children of poor staff and migrant workers go to school. This year, Hunan Federation of Trade Unions will raise 20 million yuan to support 20,000 children of poor staff and migrant workers in the province.

A total of 4.11 million people in Hubei Province have been lifted out of poverty in five years under careful and innovative poverty alleviation systems. In recent years, Hubei Province reached consensus, taking extraordinary measures and innovative institutional systems to tackle poverty. Over the past five years, the province has lifted 4.11 million rural population out of poverty.

Public Poverty Alleviation and Charity News

A total of four million yuan of public welfare fund is used to get 80 poor children with cerebral palsy out of disease in Xinjiang. Recently, the project “Aier Sunflower Plan - Children with Cerebral Palsy Relief Project (Xinjiang)” was launched at No.2 Affiliated Hospital of Xinjiang Medical University, in which 4-million-yuan public welfare fund will be used for surgical treatment and follow-up rehabilitation training of 80 poor children with cerebral palsy in Xinjiang, helping them get rid of pain as soon as possible.

Charities in Sichuan Province help 1,998 poor students, with the highest grant of 5,000 yuan per person. The activity of 2017 Sichuan Charity & Lottery helping poor students go to school are carried out at charitable organizations at provincial, city, county levels in a way of cooperating with related departments. Sichuan Province will support 1,998 poor students, and among them, there are 600 college freshmen funded 5,000 yuan per person and 1,398 high school freshmen funded 3,000 yuan per person.

The 25th anniversary of the Project Hope in Hefei City of Anhui Province: over 80,000 poor students have been funded. By the end of 2016, Hefei City had received a donation of more than 73 million yuan from society, funded 80,000-plus poor primary, secondary, and college students, and built 73 “Hope Primary Schools”. According to incomplete statistics, this year, Hefei’s Communist Youth League has received a donation of more than 3.7 million yuan from society, funding 950 poor college students and 511 poor primary and secondary students, covering all registered poor households.
