State and Ministerial Policy News:

Premier of the State Council Li Keqiang made important instructions in a national meeting on alleviating poverty through relocation held in Sichuan Province, saying that alleviating poverty through relocation is an important way of advancing the supply-side structural reform, strengthening weak points in destitute areas’ development, and winning the tough battle against poverty. In order to tackle poverty issues and make more contributions to the building of a moderately prosperous society, we should fully implement the guiding principles of a series of important speeches delivered by General Secretary Xi Jinping and new governance ideas and strategies.

Wang Yang, Vice Premier of the State Council and Head of the State Council Leading Group of Poverty Alleviation and Development, convened the 20th plenary meeting of the State Council Leading Group of Poverty Alleviation and Development in Beijing on September 12. He observed on the meeting that we should bolster the precision and effectiveness of help and support delivered, urgently motivate grass-root cadres and generate a stronger sense of gain among the impoverished. He also noted policies played a crucial role in removing “the impoverished counties” from the list of “destitute counties”, so policies can never be too tight.

Central financial authorities stepped up reward and punishment efforts, to encourage local governments to better utilize fiscal poverty-alleviation funds. A few days ago, the Ministry of Finance and the State Council Leading Group Office of Poverty Alleviation and Development issued the “Measures for the Evaluation of the Effectiveness of Special Fiscal Fund for Poverty Alleviation”. As is put in the Measures, reward and punishment mechanisms will be perfected; the evaluation results of the effectiveness of the fund will be incorporated into the work performance evaluation of party committees and governments at the provincial level, which will be taken into consideration when allocating special fiscal poverty-alleviation fund; provinces with good evaluation results will receive a higher reward.

The Ministry of Commerce opened an information gathering platform, which suggested that the “E-Commerce Poverty Alleviation Zone” had extended its coverage to 221 national destitute counties. Recently, the Ministry of Commerce set up an e-commerce poverty alleviation information gathering platform in the Topics section on the ministry’s website. The platform provides links to poverty alleviation channels of domestic representative e-commerce enterprises and links to local special exhibition areas of 221 national destitute counties set up by various e-commerce platforms, demonstrating the latest progress in the e-commerce poverty-alleviation project.

The Ministry of Human Resources and Social Security is going to carry out a campaign designed to facilitate poverty alleviation with household services across the country. On the signing ceremony of the national campaign of facilitating poverty alleviation with household services held in Shijiazhuang, 41 poverty alleviation campaign agreements were signed between 25 central cities from the east and 40 destitute counties from central and western China, and eight agreements were concluded between eight eastern household service providers (industrial associations) and eight destitute counties from central and western China.

Local Poverty Alleviation News:

Hainan Province has officially launched a campaign entitled “Hundreds of Enterprises Supporting Hundreds of Villages” to improve the quality and effectiveness of targeted poverty alleviation. A few days ago, Hainan Province mobilized 105 private enterprises to sign paired support agreements with destitute villages with a target group of 69,000 impoverished households. This initiative will focus on helping 117 destitute villages on the 2017 poverty reduction plan and 76 poverty-stricken villages which lacks paired support. Hopefully, it will ensure that 200 destitute villages registered in the poverty document can be lifted out of poverty before 2018 as scheduled.

Chongqing Municipality implemented five plans to accelerate education development in destitute districts and counties. It is learned that the five plans concerned are a three-year plan for preschool education, a plan to comprehensively improve poor school-running conditions, a plan for supporting public expenditure, a plan for the development of rural vocational education and a directional enrollment plan targeting at students from destitute districts and counties.

Sichuan Province forged three modes of poverty alleviation through land resources, turning land resources into poverty alleviation resources. Over the past couple of years, Sichuan Province has made sustained efforts to prioritize destitute areas in land resources policies, projects, and land utilization. By implementing the policies of channeling the increase of urban construction land with the decrease of rural construction land, mineral exploitation, land reclamation and the balance of arable land, the province has created fund-raising conditions for poverty alleviation efforts, and explored the following three areas: how to transfer surplus quota of the increase of urban construction land and the decrease of rural construction land within a wider range; how to make land reclamation projects further tilt towards destitute areas; pilot reform of poverty alleviation through the revenue of mine exploitation, which constitutes the three modes of poverty alleviation in Sichuan Province.

Shaanxi Province carried out 12 key projects to help the handicapped  shake off poverty. “Action Plan of Shaanxi Province for Helping the Handicapped Shake off Poverty”, jointly formulated by Shaanxi Disabled Persons’ Federation, Shaanxi Poverty Alleviation and Development Office, and 21 other authorities, was issued a few days ago. It was stated in the document that the province strives to ensure that, by 2020, the handicapped and their families won’t concern with food and clothing, and that they will have safeguarded compulsory education, basic healthcare and housing security. Moreover, the coverage of basic rehabilitation services and barrier-free accessibilities will be effectively expanded to ensure that the handicapped registered in the poverty document will be lifted out of poverty as scheduled.

Guangxi Zhuang Autonomous Region Federation of Industry and Commerce relentlessly promotes east-west coordinated poverty alleviation efforts. Since 2017, Guangxi Zhuang Autonomous Region Federation of Industry and Commerce has been proactively organizing, leading and supporting private enterprises to participate in the province’s battle against poverty through various channels. The federation takes the initiative to contact renowned private enterprises. Under its efforts, a number of poverty-alleviation projects have been put into practice, and a batch of model poverty-alleviation enterprises, as represented by Country Garden (Guangxi), emerged as well. East-west coordinated efforts in poverty alleviation have embraced remarkable results.

Guizhou Province: it strives to lift more than one million people out of poverty through developing tourism by 2019. A few days ago, Guizhou Province issued “Three-Year Action Plan for Facilitating Poverty Alleviation with Tourism (2017-2019)”, announcing that poverty alleviation through developing tourism will be taken as a crucial driver to push forward poverty alleviation as an industrialized means; rural tourism will be considered as an important approach to targeted poverty alleviation; one of the top priorities for tourism development is to create more jobs for the impoverished. The province endeavors to lift more than one million impoverished people registered in the poverty document out of poverty via developing tourism by 2019.

Jilin Province issued an implementation opinion on the work of poverty alleviation through social security, opening a “green channel” for the identification of work-related injury. A few days ago, Jilin Province’s Department of Human Resources and Social Security, Department of Finance, Department of Civil Affairs and Poverty Alleviation and Development Office jointly issued “Implementation Opinions about Securing Progress in Poverty Alleviation through Social Security”. As is put in the document, from now on, all parts of the province should alleviate the burden of endowment insurance on the impoverished and the contribution paid by local governments on behalf of these people shall not be lower than local minimum standards. For impoverished people suffering from long-term or chronic diseases, they may pay for the hospitalization services daily.

Yunnan Province helped 4.41 million people shake off poverty in five years, lowering the poverty incidence to 9.8%. In recent years, Yunnan has prioritized ethnic groups directly entering socialism from primitive conditions, small-population ethnic groups, old revolutionary bases and four contiguous destitute areas in implementing targeted poverty alleviation. It has come up with a slogan “we shall not let a single brother ethnic group lag behind, nor should we leave any area inhabited by ethnic groups behind”. These efforts have greatly improved the living conditions of all ethnic groups there.

Hunan Province made tremendous progress in poverty alleviation through health projects, providing treatment to more than 170,000 impoverished patients by the end of July. In order to push forward the poverty alleviation work through health projects, Hunan Province drew up an action plan featuring “Three Batches” (providing medical treatment to three batches of impoverished patients) and a series of documents on special serious illness treatment and treatment-prior-to-payment on the county level. By the end of July, the project has reached more than 170,000 impoverished patients across the province.

Tibet Autonomous Region plans to lift more than 130,000 people out of poverty in 2017. According to information from the Poverty Alleviation Office of Tibet Autonomous Region, the region plans to lift more than 130,000 people out of poverty and remove 1,705 destitute villages and 24 poverty-stricken counties (districts) from the poverty list this year. At the same time, Tibet will vigorously push forward ten projects concerning “water resources, electricity, transportation, network, education, science and technology, culture, health and social security”. With these measures in place, Tibet expects to fulfill its annual poverty-alleviation targets for this year.
