State and Ministerial Policy News:

A few days ago, a videophone conference on poverty alleviation work in extremely destitute areas was held in Beijing. Wang Yang, Vice-Premier of the State Council, attended this meeting where he delivered a speech, saying that we should fully implement the spirits of General Secretary Xi Jinping’s address delivered on the seminar on poverty alleviation work in extremely destitute areas, carry out decisions and deployment of the Central Committee of the Communist Party of China and the State Council, and further strengthen the sense of responsibility and urgency. Moreover, he also pointed out that we should uphold targeted approaches, eliminate superficial as well as route causes, and consolidate the safeguard system and implement more favorable policies. The underpinning purpose of these moves is to ensure that extremely destitute areas are lifted out of poverty as scheduled.

Ministry of Land and Resources: indexes of Connected Urban Construction Land Increase and Rural Construction Land Decrease (hereinafter referred to the “Increase and Decrease”) of areas in dire poverty may be transferred across provinces. It is learned that the Ministry of Land and Resources is going to optimize relevant land policies in the poverty alleviation work of areas in dire poverty, allowing surplus indexes of Increase and Decrease to move across provinces in pair-up support. The ministry said that, with respect to securing enough space for the land needs of poverty alleviation work, it will ensure an adequate number of new land use indexes available, besides levying control over the overall urban and rural construction land size in terms of infrastructure, poverty alleviation through relocation and livelihood development.

National Health and Family Planning Commission: family doctor services will cover all patients of chronic diseases living in poverty. Recently, the National Health and Family Planning Commission has issued a notice to verify patients of chronic diseases among rural impoverished population and bring them into the management system of family doctor services. Patients suffering from high blood pressure, diabetes and tuberculosis will be prioritized in the campaign. These efforts will gradually reach every patient suffering from chronic diseases, striving to realize full coverage of rural impoverished population registered in the poverty document by the end of 2017.

Certification and Accreditation Administration (CNCA): it intends to advance targeted poverty alleviation through the certification of organic food, covering 70% of key destitute counties. In the past few days, the CNCA launched a “National Organic Food Promotion Week” themed on “To Serve Targeted Poverty Alleviation with Organic Food Certification Services”. Heads of the CNCA revealed that the administration is making exploration into new modes of targeted poverty alleviation from the following aspects: constructing demonstration zones, training support services, dredging sales channels and guiding certification agencies.

Two administrations co-hosted a national forestry poverty alleviation meeting. A few days ago, the State Forestry Administration and the State Council Leading Group Office of Poverty Alleviation and Development co-hosted a national forestry poverty alleviation meeting. On the meeting, they fully studied and implemented the spirits of General Secretary Xi Jinping’s address on the seminar on poverty alleviation work in extremely destitute areas; summarized and promoted the experience of Shanxi Province in forestry poverty alleviation; made arrangements for forestry poverty alleviation, contributing more to combats against poverty.

Participants had an in-depth study of important strategic thoughts of General Secretary Xi Jinping on poverty alleviation and development on the meeting; summarized and exchanged opinions about the experience and practice of trade unions at all levels concerning poverty alleviation; and made arrangements for poverty alleviation tasks for the next stage.

Local Poverty Alleviation News:

A survey showed that Shanxi Province delivered outstanding outcomes of poverty alleviation on the ecological front. Over the past couple of years, acting on the idea of “clear water and green mountains will generate wealth”, Shanxi Province has taken an innovative move to combine ecological management with poverty alleviation work, probing into how to win two tough battles on one battlefield. As a result, mountains are now more lushly populated and people there see their income rise.

Gansu Province effectively solved the problem that people were reduced to or pulled back to poverty by illness, through implementing a health poverty alleviation campaign. According to the latest statistics, the number of disease-dragged people registered in the poverty document in Gansu Province has been reduced by nearly 300,000. People benefited from the following moves launched by the province: raising the ratio of medical reimbursement, lowering the threshold of the reimbursement of serious diseases and establishing a second reimbursement of critical illness insurance, etc.

The financial authority of Henan Province distributed funds, totaling RMB 180 million, for poverty alleviation through relocation. The fund was used as house building subsidy targeting at relocated impoverished population registered in the poverty document. Since 2016, the financial authority of Henan Province has issued RMB 295 million as fund for poverty alleviation through relocation, providing subsidy to 197,400 registered relocated impoverished people for house building. The move has greatly improved people’s living and working conditions in harsh environment and laid a solid foundation for winning the combat against poverty.

Hunan Province has helped 4.11 million people shake off poverty and brought destitute areas into the province’s 4-hour economic circle over the last five years. From 2012 to the end of 2016, rural impoverished population in Hunan Province dropped from 7.67 million to 3.56 million and rural per capita disposable income increased from RMB 4,367 to RMB 8,370. At present, a large number of construction projects concerning airports, railways and expressways, are completed in destitute areas, which have now been included in Hunan Province’s 4-hour economic circle. All destitute villages are now connected with highway, basically eliminating problems of limited access to transport for impoverished population.

Shandong Province invested RMB 729 million into medical assistance efforts to push forward the work of poverty alleviation this year. The fund for urban-rural medical assistance raised by the financial administration of Shandong Province this year posted an increase of 10.63% over last year. The fund will be used to help rural impoverished people registered in the poverty document to join urban-rural basic medical insurance and promote closer coordination between medical assistance, poverty alleviation policies and critical illness insurance, further lifting the level of medical assistance and easing the burden of medical costs on poverty-stricken population.

Tibet Autonomous Region: 26% of bank credit has been directed towards targeted poverty alleviation. As the only concentrated contiguous destitute region at the provincial level in China, bank credit in Tibet has inclined towards targeted poverty alleviation and areas in dire poverty. By the end of this June, banks in Tibet had invested approximately RMB 92 billion into the project of poverty alleviation through credit loan, accounting for 26% of the total loan in Tibet.

Public Poverty Alleviation and Charity News

China’s first Poverty-Alleviation Medium Term Note (MTN) was issued to facilitate the poverty alleviation efforts of Guizhou Province. Lately, the Poverty-Alleviation Medium Term Note (MTN) of Guizhou Expressway Investment Co., Ltd, whose independent lead underwriter is China Development Bank (CDB), was issued. The value of the first issuance was RMB 1.5 billion, all of which will be used to support five expressway construction projects for poverty alleviation in Guizhou Province.

Celebrate the 19th CPC National Congress • Literary Works on Poverty Alleviation of Sichuan Province Meeting was held at the conference of the China Writers Association a few days ago. On the meeting, literary works on poverty alleviation of the province received high recognition—writers were praised for their confidence, down-to-earth quality and righteous spirits. It is learned that Sichuan Province produces more than 100 pieces of excellent literary works on poverty alleviation every year and mobilizes writers’ associations at all levels to donate books as a way to expand poverty alleviation through culture cultivation and intelligence fostering, encouraging impoverished people to stand on their own and work tirelessly for a better life.

Poverty alleviation through securities welcomed remarkable results, helping enterprises from destitute areas gather funds worth of RMB 82.8 billion. The Meeting on Facilitating Poverty Alleviation Work with the Financial Market and Exhibition of the Achievements of the Security Industry in Poverty Alleviation was held recently. The efforts of the security industry spent on targeted poverty alleviation have delivered some preliminary results. As of September 2017, a total of 93 security companies had paired up with 192 national destitute counties to help them. Among them, 53 enterprises had more than one help objects. The supporting campaign reached 22 key provinces, autonomous regions and municipalities where the task of poverty alleviation is yet to be accomplished.
