State and Ministerial Policy News:

The National Winter and Spring Irrigation and Water Conservancy Project Videophone Conference was held lately, attended and instructed by Li Keqiang, Premier of the State Council. In his instruction, he noted that we should step up efforts to implement more irrigation and water conservancy projects, which is an requirement from and guarantee for the deepening of supply-side reform of the agricultural industry and the aspiration to strengthen agriculture to benefit and enrich farmers. He expected our country to consolidate the government’s leading role, create new systems and mechanism, and push forward relevant reform with a focus on the comprehensive reform of rural water price, while centering on the strategy of rural revitalization and promoting poverty alleviation. In this way, he believed that we would make new contribution to advancing modern agriculture and building a moderately prosperous society in all respects.

The State Council Leading Group Office of Poverty Alleviation and Development: Counties subject to poverty alleviation efforts realized the first net decrease in 31 years. The State Council Leading Group Office of Poverty Alleviation and Development held a news conference a few days ago, announcing that 26 destitute counties in 29 provinces across the country had passed the national special evaluation and would be approved by the people’s governments at the provincial level to withdraw from the list of destitute counties in succession. This is the first time since the combat against poverty was launched that a few destitute counties are lifted out of poverty at the same time. At present, 28 destitute counties across the country have been lifted out of poverty.

China National Tourism Administration (CNTA) made work arrangements concerning poverty alleviation through tourism in destitute areas. Lately, the CNTA has held a working conference on poverty alleviation through tourism in destitute areas in the southwest. The underpinning aims of the conference were to implement key spirits contained in the report delivered by General Secretary Xi Jinping on the 19th CPC National Congress and speeches made on the seminar on helping destitute areas shake off poverty, execute the “Implementation Opinions about Supporting Destitute Areas to Shake off Poverty” drawn up by the General Office of the CPC Central Committee and the General Office of the State Council, and make work arrangements concerning poverty alleviation through tourism in destitute areas.

The National Employment-Based Poverty Alleviation Conference was held in Ganzhou, Jiangxi. Lately, the Ministry of Human Resources and Social Security and the State Council Leading Group Office of Poverty Alleviation and Development co-held the National Employment-Based Poverty Alleviation Conference in Ganzhou, Jiangxi for experience exchanges. Eleven bureaus of human resources and social security and offices of poverty alleviation and development at the provincial (autonomous region) level, including Jiangxi, Shaanxi, Jiangsu and Anhui, exchanged opinions and delivered speeches on the issue. Delegates also paid a visit to the lighting industrial park and lighting-based poverty-alleviation workshop as well as the poverty-alleviation industrial base in Shangyou County during the meeting.

The Seminar on the Review and Prospects of International Poverty Reduction Study, co-sponsored by the International Poverty Reduction Center in China (IPRCC) and Hainan Provincial Office of Poverty Alleviation, was held in Haikou City, Hainan Province successfully. Delegates reached consensus on the seminar that poverty alleviation had entered a decisive stage where refining innovative moves and building up China’s systematic poverty alleviation experience for promotion were urgently needed. At the same time, we should further wield the role of the IPRCC in international exchange platforms for poverty alleviation, and bring in internationally advanced theory and experience in the field.

Local Poverty Alleviation News:

Gansu Province established a long-standing mechanism of poverty alleviation through health projects. Lately, Gansu Province has issued “Implementation Opinions about Strengthening the Health Project-Based Poverty Alleviation Targeting Registered Impoverished Population”. According to the document, a basic medical expense guarantee system will be built, and targets will be subject to accurate identification and dynamic management to enable concentrated treatment of patients with serious illness and effective management of patients suffering from chronic diseases. This move will greatly cut the medical expenses of registered poverty-stricken population.

In order to address acute issues in destitute villages, Shanxi Province spent a sum of government debt capital, totaling RMB 2.5 billion, on enhancement projects in destitute villages. The province drafted poverty-exit standards village by village, pushed forward infrastructure construction projects concerning water resources, power, highway, network and housing, and perfected village environment. Meanwhile, the province developed collective village economy and lifted the level of village governance.

A total of 163,000 impoverished people in Tibet Autonomous Region moved into new houses this year. It is learned that the region has concentrated on a few key areas in the new round of poverty alleviation work, including border areas and areas inhabited by ethnic groups of smaller population, endemic areas, alpine regions, eastern canyon areas and central farming and pastoral areas in recent years. The region granted a loan of nearly RMB 10 billion, building 437 resettlement sites this year.

Ningxia Hui Autonomous Region issued favorable policies to ensure impoverished people are lifted out poverty continuously. According to the “Implementation Opinions about Promoting the Poverty Alleviation Strategy” issued by the region, Ningxia is going to spend newly added poverty alleviation fund on industrial development, and draw up household-specific and personalized policies for poverty alleviation through agricultural industrialization. Meanwhile, the region will issue interest subsidy to project loans where leading enterprises engaged in poverty alleviation, industrial cooperatives, and rich leader who develop industrialization to help impoverished people increase their income.

Subsistence allowances reached 200,000 impoverished people in Chongqing Municipality. Chongqing Civil Affairs Bureau released “Instructions on Improving Provisional Assistance” a few days ago, leading the country in standardizing provisional assistance standards at the provincial level. Also, it is one of the first provinces to carry out category-based assistance. Allowances are categorized as the following types: for impoverished people and orphans, for households living on subsistence allowances, for low-income families or individuals whose household per capita income is two times lower than urban, and for rural subsistence allowances standards and other households or individuals.

Jiangxi Province built a “15-minute working circle” for impoverished labor force. Jiangxi Province adopted a few targeted measures to push forward employment-based poverty alleviation and built a “6+1” model in compliance with the reality of the province with local features. The underlying idea is to make targeted efforts and implement specific projects in an ongoing manner. At present, of the 503,400 impoverished labor force across the province, 284,700 are employed, accounting for 56% of the impoverished workforce.

Public Poverty Alleviation and Charity News

State Development and Investment Corporation released its first white paper and feature film on poverty alleviation. Recently, the State Development and Investment Corporation released its first Poverty Alleviation White Paper (1995-2017) and a corresponding feature film on the “2017 China Social Responsibility 100-Person Forum and the First Beijing Responsibility Exhibition”. The white paper is a comprehensive presentation of major measures and outcomes achieved by the corporation in the field of designated support and poverty alleviation in the last 22 years. As of June 2017, the corporation had donated a total of RMB 530 million and spent RMB 132 million on designated poverty alleviation.

China Development Bank supported the implementation of the first “highway + tourism” poverty alleviation project in Guangxi Zhuang Autonomous Region. China Development Bank issued the first loan, totaling RMB 279 million, to the highway project (Hezhou-Bama) of Guangxi Xinfazhan Communications Group. The section extends 120km and will benefit 1,464,800 people, of which 277,600 will be impoverished people.

The “Campaign of Improving Infant Nutrition in Destitute Areas” was held. Recently, China Children and Teenagers’ Fund (CCTF) has joined hands with the Food Strengthening Office of the Chinese Center for Disease Control and Prevention and the Carrefour Foundation to launched the “Balanced Nutrition & Healthy Growth—Campaign of Improving Infant Nutrition in Destitute Areas” in Chengdu City, Sichuan Province. The project intends to improve the nutrition status of children in destitute areas and facilitate targeted poverty alleviation.

The Agricultural Development Bank of China and China Association of Poverty Alleviation and Development signed training cooperation framework agreements. In order to deeply implement the spirits of the 19th CPC National Congress and increase investment into education in destitute areas, the Agricultural Development Bank of China and China Association of Poverty Alleviation and Development held a signing ceremony of cooperation agreements on the training of village-based major secretary in destitute areas, and training college students to be village officers.
