State and Ministerial Policy News:

Xi Jinping wrote a letter to convey congratulations to the 100th founding anniversary of China Association of Agricultural Science Societies (CAASS), pointing out that socialism with Chinese characteristics has now entered a new era. New requirements have been raised for agricultural technology and rural talents on the implementation of rural rejuvenation strategy, the efforts to conduct supply-side structural reform, the endeavor to develop green agriculture, and the work on deepening targeted poverty alleviation and improving the living standard of farmers. It is his hope that CAASS can keep up with the age and deliver greater contributions.

National Health and Family Planning Commission carried out a campaign to provide healthcare-based services for poverty alleviation in winter. Since the implementation of healthcare-based projects for poverty alleviation, local governments have raised the medical compensation ratio of rural impoverished residents to 80-90% by means of insurance and fiscal subsidies; critical illness and chronic illness treatment are implemented respectively, reaching 4.21 million poverty-stricken patients suffering from these diseases; household doctor services have been accessible to 80% of impoverished population.

State Council Leading Group Office of Poverty Alleviation and Development: Work style issues in poverty alleviation are embodied in six aspects and 25 problems. Lately, State Council Leading Group Office of Poverty Alleviation and Development has issued the Notice on Carrying out Special Administration of Work Styles in Poverty Alleviation. As is put in the Notice, China will view 2018 as the year to work on the construction of work styles in poverty alleviation, implementing special administration of work styles in this field nationwide.

The sub-forum entitled Poverty Alleviation and the Safeguarding of the Right to Food, co-held by the Ministry of Agriculture and the State Council Leading Group Office of Poverty Alleviation and Development, was held in Beijing. It is one of the parallel sessions of the first South-South Human Rights Forum, co-sponsored by the Information Office of the State Council and the Ministry of Foreign Affairs, attended by more than 40 delegates from Cambodia and other 12 countries (including four vice-minister delegations), and four international organizations (including the Food and Agriculture Organization of the United Nations), as well as over 40 representatives, scholars and experts from more than ten domestic institutions.

Local Poverty Alleviation News:

Heilongjiang Province strengthened favorable healthcare policies for impoverished people. Among the registered rural impoverished people mired in poverty in Heilongjiang Province, 144,950 patients have been confirmed, which is an immediate cause of the fact that 58.81% of registered rural impoverished people were reduced to or driven back to poverty because of illness. In order to make medical services available to impoverished people, the province strengthened favorable healthcare policies and expanded the coverage of healthcare and improved basic healthcare security. People in dire poverty were given full coverage and other impoverished people received subsidies at the ratio of 60%.

Shanxi Province: A petty loan totaling RMB 6.56 billion benefited more than 130,000 rural impoverished households. In order to settle problems for registered impoverished households, that is, limited access to loans and high costs, and crack down on the bottleneck of financing for poverty alleviation, Shanxi Province has expanded the coverage of poverty-alleviation petty loans this year through multi-party modes, including government support, bank loan issuance, insurance safeguards, usage of utilization entities, and impoverished households receiving and benefiting from loans. As a result, petty loans for poverty alleviation increased by RMB 6.56 billion and benefited more than 138,000 rural impoverished households.

Guizhou Province: 66 destitute counties integrated more than RMB 23 billion agriculture-related funds to push forward poverty alleviation. Since Guizhou Province made tentative efforts to integrate agriculture-related funds in destitute counties in 2016, by the end of November, 66 destitute counties had integrated a total of RMB 23.013 billion, accounting for 96.69% of the planned integrated funds. Among the funds, RMB 8.873 billion was used on agricultural production and development, and RMB 8.456 billion on rural infrastructure construction.

Jiangxi Province has made efforts to guarantee that a fund of RMB 10 million was invested into every destitute village. As for the 269 destitute villages confirmed lately, Jiangxi Province will increase input to ensure that the stock and increase of poverty-alleviation funds and policy financing reach RMB 10 million. It is learned that the province would give the priorities of poverty-alleviation efforts in destitute villages to vigorously promoting poverty alleviation through agricultural industrialization and employment, relocation, infrastructure construction and livelihood safeguards, etc.

Henan Province will strengthen its support to destitute areas. Henan Province issued the Implementation Opinions about Supporting Destitute Areas to Shake off Poverty, bringing in several polices from nine aspects, including fiscal policies, financial policies and land policies. The document aims to encourage various funds to incline towards destitute areas; strengthen transfer payment in those areas; and see to it that new central and provincial special funds for poverty alleviation that go to destitute areas annually is not less than RMB 100 million.

Shaanxi Province adopted four measures to support destitute areas to carry out the renovation of rural dilapidated houses. Shaanxi Housing and Urban-Rural Construction Bureau issued the Plan for Supporting Destitute Areas to Shake off Poverty. As is put in the Plan, the province is going to support destitute areas in their efforts to conduct the renovation of rural dilapidated houses with four moves, including strengthening financial support, promoting low-cost renovation, stepping up technical guidance and employing various policies in a flexible and efficient way, to complete the task before the end of 2019 and ensure that impoverished people can “live in safe houses”.

Hebei Province implemented the healthcare-based poverty-alleviation campaign “Three Batches”. A few days ago, Health and Family Planning Commission of Hebei, Department of Civil Affairs of Hebei Province and five other departments jointly issued the Implementation Plan of Hebei Province for the Healthcare-Based Poverty Alleviation Campaign “Three Batches”, noting that the province is going to check rural impoverished people suffering from critical and chronic diseases and deliver treatment to them according to different diseases in batches from this year to 2020. The province will see to it that healthcare-based policies for poverty alleviation reach everyone concerned and concentrates on specific diseases, so as to solve the problem that people fall to or are driven back to poverty by illness.

Chongqing Municipality introduced a package of policy-based financial plans. Several departments and financial institutions of Chongqing Municipality have introduced a package of policy-based financial plans lately, to actively push 14 key national poverty-alleviation counties across the municipality to shake off poverty and 1,565 destitute villages to get rid of poverty as a whole. The packaged introduced this time covers six aspects, namely multiple assistance measures, major support on destitute areas to shake off poverty, and poverty alleviation through relocation, agricultural industrialization and infrastructure construction.

Inner Mongolia Autonomous Region has issued poverty-alleviation loans totaling RMB 35.79 billion, supporting more than 720,000 farming and grazing households. The Poverty Alleviation and Development Office of Inner Mongolia Autonomous Region released news saying that, by the end of this November, the region had issued poverty-alleviation loans totaling RMB 35.79 billion, which helped 726,800 farming and grazing households and 226 leading enterprises develop production.

The coverage rate of poverty alleviation through agricultural industrialization exceeded 80% in Hainan Province. According to Hainan Provincial Department of Agriculture, poverty alleviation through agricultural industrialization played an important role in the province’s poverty-alleviation efforts in 2017. As of now, the poverty-alleviation coverage rate through agricultural industrialization has exceeded 80% and the degree of systematization has exceeded 79%. As for the next step, the province is going to explore various benefit linking mechanisms, such as “leading enterprises + cooperatives + impoverished households” and “local governments + firms + financial institutions + cooperatives + impoverished households”, to further safeguard the benefits of impoverished households.

Public Poverty Alleviation and Charity News

China’s first poverty-alleviation corporate bonds were successfully issued. Approved by China Securities Regulatory Commission (CSRC), China’s first poverty-alleviation corporate bonds, that is, 2017 private social responsibility corporate bonds (poverty alleviation) of Yichang Changle Investment Group Co., Ltd, have been issued lately. With its bond-issuing scale reaching RMB 500 million, the fund raised will all be applied to the targeted poverty-alleviation projects in Wufeng Tujia Autonomous County, Yichang City, Hubei Province.
