State and Ministerial Policy News:

Liu Yongfu, Head of the State Council Leading Group Office of Poverty Alleviation and Developmentmake sure that we win the historic battle against poverty in all respects as scheduled. Recently, he said, we have about 30 million impoverished people, 80,000 poverty-stricken villages and 800 poor counties in need of shaking off the poverty in the following three years. Local governments should schedule their poverty-alleviation plans according to the local conditions, neither blindly pushing ahead at the cost of quality, nor slowing down the pace of winning the battle against poverty in all respects as scheduled.

National Health and Family Planning Commission: improve the medical insurance mechanism for impoverished people in rural areas and implement health poverty alleviation projects. Officials of National Health and Family Planning Commission said in the first news conference of 2018, we should deepen the health poverty alleviation in destitute areas, and ensure a good job in ten fields, including advancing medical and health system reform, improving the ability and quality of medical and health service at community-level, preventing and controlling dread diseases and continuously enhancing the security level and quality of medical service.

One bank three commissions and four ministries: reach a higher growth rate of loans in destitute areas than the average growth rate of loans of the corresponding provinces (district, city) before 2020. The People’s Bank of China, China Banking Regulatory Commission, China Securities Regulatory Commission and China Insurance Regulatory Commission jointly issued the Opinions on Supporting Poverty Alleviation in Destitute Areas by Finance. Financial departments are required to firstly meet the needs of destitute areas by new financial funds, and firstly offer new financial service to the destitute areas, and lay vital foundations for the battle against poverty in destitute areas.

National Tourism Administration and the State Council Leading Group Office of Poverty Alleviation and Development jointly issued the Action on Supporting Poverty Alleviation Through Tourism in Destitute Areas, which focuses on the destitute areas and strengthens support for poverty alleviation through tourism. According to officials of National Tourism Administration, to advance the poverty alleviation through tourism in destitute areas, we need implement the new development concept, and adhere to the basic plan of targeted poverty alleviation, and strengthen support on accelerating the development of tourism industry in destitute areas such as “three districts and three prefectures (Tibet; Tibetan ethnic areas in the provinces of Sichuan, Yunnan, Gansu, and Qinghai; four districts of southern Xinjiang; Liangshan Yi Autonomous Prefecture; Nujiang Lisu Autonomous Prefecture; Linxia Hui Autonomous Prefecture)”, and give full play to the role of tourism industry in leading and promoting poverty alleviation in destitute areas.

Local Poverty Alleviation News:

Yunnan Province: make sure impoverished households have income-increasing industrial projects. The Province demands, by 2020, registered households with labor capacity should have more than one kind of income-increasing industrial project, and those who are willing to be trained should master more than one kind of skills for employment and entrepreneurship. Local governments should, on the basis of the local resources, combine the management ability of impoverished households and the poverty alleviation demand to realize full coverage of industries with local features for impoverished households and poverty-stricken villages.

In 2017, Hubei Province has lifted 93,000 registered impoverished people with disabilities out of poverty. In 2017, the province paid close attention to education and training, entrepreneurship and employment, rehabilitation services and social security of the poverty-stricken people with disabilities and built up a long-term mechanism of party members and officials in contact with poverty-stricken people with disabilities, and detail the assessment indicators of “poverty reduction rate of impoverished people with disabilities” and make field evaluation.

Guangxi Zhuang Autonomous Region ensured the lands for poverty alleviation projects of relocation last year. In 2017, Land and Resources Department of Guangxi included the poverty alleviation projects of relocation, affordable housing projects and major projects coordinated by the region in specific indicators, and innovated land policies for poverty alleviation. The department also implemented the report-after-construction or report-over-construction policies for qualified poverty alleviation projects of relocation, improving the quality and efficiency of land insurance.

In 2017, 505,500 poverty-stricken labor force in Guizhou Province got employed or started businesses. The province, by building up labor service companies, strengthening partner assistance through introducing national leading housekeeping training companies and developing multiple ways to create jobs, realized transferring and getting 3.6052 million people employed in rural areas and trained 895,600 young labor force in rural areas and 259,700 poverty-stricken labor force.

Jiangxi government will allocate more special poverty-alleviation funds to destitute areas. To lift 269 destitute villages out of poverty, the province will allocate 3.11 billion yuan for poverty alleviation projects in 2018, which has risen by 16.7% by 2017. At the same time, to make sure a higher growth of the integrated funds for 25 poverty-stricken counties than the provincial average growth, the province will allocate more funds for the other 33 counties of integrated funds.

Henan Province will invest 243 billion yuan in transportation infrastructure, with half in poverty-stricken areas. According to the Transportation Work Conference of Henan Province that in the last five years, the total mileage of highways in Henan has reached 267,000 kilometers and the investment in transportation infrastructure in poverty-stricken areas 120 billion yuan which accounts for about half of the total provincial investment, greatly improving the travel conditions in poverty-stricken areas.

In 2018, Xinjiang Uygur Autonomous Region will reconstruct 13,000 kilometers of rural roads in poverty-stricken areas. In 2018, Xinjiang will continue the poverty alleviation projects through the rural roads construction. The region plans to reconstruct 15,000 kilometers of rural roads, among which 13,000 kilometers is in the poverty-stricken areas, and to finish 8,947 kilometers of “the last kilometer” project in 1,962 destitute villages, and to implement 1,681 village-level road construction projects which will benefit the people’s livelihood.

Sichuan Province has adhered to poverty alleviation through transportation: to accomplish the road hardening projects in “each village” this year. It is learned that this year, the province will focus on lifting the poverty-stricken counties and villages out of poverty and resolve to improve the transportation construction in the destitute areas. It plans to realize constructing asphalt roads in each town and hardened roads in each village.

Ningxia Hui Autonomous Region: In 2017, the poverty alleviation projects of health have respectively treated 27,600 impoverished patients. In 2017, Ningxia built an efficient targeted treatment system, and treated 27,600 impoverished patients by categorizing them into “centralized treatment for patients with dread diseases, contract service for patients with chronic diseases, and basic insurance for patients with serious diseases”. Ningxia Health Department has checked the 822,100 registered people of the whole region according to household, individual and disease, approved 99.95% illness-led poverty alleviation and set the target of treating 28,600 impoverished people.

Shanxi Province: Poverty-alleviation project of photovoltaic power station has brought steady increasing income to more than 70,000 poverty-stricken households. Poverty alleviation project of photovoltaic power is a major innovating policy of targeted poverty alleviation. It is learned that by the end of 2017, the province has accomplished the poverty alleviation project of photovoltaic power with a total installed capacity of 789,600 kilowatts. The province has built up 734 village-level power stations which benefit more than 2,000 poverty-stricken villages, bringing steady increasing income for more than 70,000 poverty-stricken households.

Public Poverty Alleviation and Charity News

The collaboration and communication platform for social forces is built up in Beijing. Recently, China Foundation for Poverty Alleviation and the magazine China Poverty Alleviation held the Collaboration and Communication Conference for Social Forces in Beijing. The conference invited representatives from relevant government departments and industry experts to explain the new policies in poverty alleviation, and also invited relevant business leaders to share their experience in poverty alleviation. At the same time, the conference released directions of China Foundation for Poverty Alleviation in the following three years and news on targeted poverty alleviation projects, breaking new ground and pioneered thinking for poverty alleviation.
