State and Ministerial Policy News:

Wang Yang: We should make contributions to the three tough battles by motivating wisdom and strength of private enterprises. Wang Yang, member of the Political Bureau of the CPC Central Committee and Vice-premier of the State Council attended the Spring Seminar of Private Entrepreneurs held in Beijing. He noted on the Seminar that private enterprises should give full play to their own advantages, shoulder social responsibilities and coordinate immediate and long-term interest as to make contributions to the three tough battles with their wisdom and strength. Furthermore, he pointed out that private enterprises should continue helping push forward the targeted poverty alleviation campaign “Paired Enterprise-Village Support”, so as to boost industrial development of destitute areas and increase income of the impoverished.

National Bureau of Statistics: A total of 12.89 million rural impoverished people were lifted out of poverty last year in China. The National Bureau of Statistics released last year’s poverty alleviation achievements a few days ago: a total of 12.89 million rural impoverished people were lifted out of poverty last year and the poverty incidence dropped by 1.4 percentage points. The income of rural residents in destitute areas increased more rapidly, further narrowing its gap with the average level of rural areas across the country.

The Ministry of Agriculture held the 2018 Enlarged Meeting on Poverty Alleviation and Development and the Work on Supporting the Development of Xinjiang and Tibet chaired by Yu Xinrong, Vice-minister of the Ministry. It was stressed on the meeting that we should uphold the idea of targeted poverty alleviation, continue to combine poverty reduction with educational development, and stick to the integration of both short-term poverty-alleviation efforts and long-term sustained income rise. We should also work on improving the capacity of poverty alleviation efforts, push forward the improvement of poverty alleviation quality, and forge ahead with rural revitalization and poverty alleviation. We should focus on our key tasks and boost poverty alleviation through agricultural industrialization, so as to lay solid ground for winning the tough battle against poverty.

Ministry of Civil Affairs: Rural subsistence allowance standards may have reached or gone beyond the national poverty alleviation standards. It is learned from the News Conference on the 2017 Reform and Development of Civil Undertaking that the rural subsistence allowance standards of all counties (municipalities and regions) might have reached or gone beyond the national poverty alleviation standards. The subsistence allowance allocated to senior citizens, the handicapped and patients suffering from critical illness in families covered by subsistence allowance was raised moderately. In 2017, the money allocated by fiscal departments at all levels reached RMB 230.4 billion.

The Publicity Department of the Communist Party of China and other two departments donated 300,000 televisions to people registered in the poverty document across the country. In order to make televisions available to impoverished people and enrich their cultural life, the Publicity Department of the Communist Party of China, the Central Civilization Office and the State Administration of Press, Publication, Radio, Film and Television donated 300,000 televisions to registered impoverished people from contiguously destitute counties and key national poverty alleviation counties of 22 provinces (regions and municipalities).

Local Poverty Alleviation News:

Shaanxi Province helped 454,000 people shake off poverty in 2017 and four destitute counties might be lifted out of poverty. Shaanxi Province adhered to the principle of developing traditional characteristic industry and nurturing emerging industries at the same rate, and secured progress in poverty alleviation through agricultural industrialization. The province worked on a few construction projects, including infrastructure construction in destitute areas, relocation, and renovation of rural dilapidated houses, which improved living and production conditions of impoverished people continuously. Meanwhile, local poverty-alleviation mechanism became more solid and the overall three-in-one poverty alleviation pattern took preliminary shape, namely special poverty alleviation, poverty alleviation through industrial forces and poverty alleviation through social forces.

Jiangxi Provincial Committee of the Chinese People’s Political Consultative Conference (CPPCC) forged ahead with the project of “Xu Xiake Tourist Route + Targeted Poverty Alleviation”. In 2017, the total revenue of the province’s rural tourism reached RMB 270 billion, which boosted the income of 450,000 farmers and extending its positive influence to 580 registered destitute villages. A total of 33,000 registered impoverished people and 100,000 registered destitute villages were hereby lifted out of poverty. As the project of tourism-based poverty alleviation is pushed forward vigorously in the province, more and more impoverished people will benefit from tourism.

The hospitalization reimbursement rate of Anhui Province exceeded 93% in 2017. The amount of Anhui Province’s comprehensive hospitalization healthcare compensation reached RMB 5.469 billion last year, and the average actual compensation rate rose to as high as 93.03%. Local financial bureaus at all levels invested approximately RMB 460 million to pay for insurance fees of all the people registered in the poverty document. Anhui Province secured remarkable progress in poverty alleviation through delivering healthcare services, which constitutes an important link in winning the tough battel against poverty as set out during the “13th Five-Year Plan” period.

Inner Mongolia Autonomous Region will deliver comprehensive medical services to poverty-stricken population. Inner Mongolia has issued “Promotion Plan for Poverty Alleviation through Medical Services”, noting that local poverty alleviation task is going to be accomplished in 2019 and consolidated in 2020. The region will execute united administration of new patients falling into poverty or dragged back to poverty out of illness, and ensure that they are covered by the data system of poverty alleviation through medical services in a timely manner and receive prompt treatment. By 2020, the county-level outpatient rate of rural impoverished population will have reached 90%, and a long-standing medical treatment mechanism targeting at people falling to or back to poverty due to illness will have been built.

The average poverty reduction rate of Qinghai Province is higher than that of the national average. Qinghai lifted 525 destitute villages and 158,000 impoverished people out of poverty in 2017. The province has lifted 907,000 people out of poverty so far since 2013 with a yearly poverty reduction rate of 3.3%, lowering local poverty incidence from 24.6% at the end of 2012 to 8.1% in 2017, and its yearly poverty reduction rate is higher than that of the national average.

Guangxi Zhuang Autonomous Region saw its poverty-stricken population drop by 950,000 last year. According to the National Bureau of Statistics, there were 2.46 million rural impoverished people in Guangxi at the end of 2017, down by 950,000 over last year. The poverty reduction speed (the proportion of the number of people lifted out of poverty in last year’s total impoverished population) stood at 27.8%, up by 3.2 percentage points over last year. Local poverty incidence was 5.7%, down by 2.2 percentage points than that of the previous year.

Sichuan Province carried out poverty alleviation through cultural construction, helping thousands of villages and tens of thousands of households. Over recent years, Sichuan Province implemented the project entitled Thousand-Village Poverty Alleviation through Cultural Construction, completing the last mile of the poverty-alleviation project and benefiting the mass. Sichuan Province will have improved the public cultural facilities of 88 destitute counties and 11,501 destitute villages as of 2020. The province will see to it that every county has its own library, cultural center, and comprehensive cultural service center; televisions enter every household; broadcast equipment is installed at every village; and movies are played on a monthly basis.

The tourism-based poverty alleviation campaign of Hebei Province plans to prioritize 10 destitute counties. In recent years, Hebei Province has worked on promoting the development of tourism and securing progress from poverty alleviation at the same rate. In 2017, rural tourism of the province received nearly 110 million tourists and the revenue generated exceeded RMB 20 billion, providing jobs to 848,000 people and helping nearly 90,000 people shake off poverty. It is learned that the province will earmark more fund from the provincial tourism development fund in support of rural tourism and tourism-based poverty alleviation, increasing from RMB 40 million in 2017 to RMB 48 million. A total of ten destitute counties will be prioritized this time.

Shanxi Province helped more than 30,000 impoverished people with the health poverty alleviation project “Three Insurance Policies and Three Support Approaches”. Shanxi Province has implemented a health poverty alleviation project “Three Insurance Policies and Three Support Approaches” since July 1, 2017, targeting at 2.87 million rural impoverished people. By the end of 2017, the project had reached 36,944 impoverished people and the actual average reimbursement ratio reached 92.6%.

Public Poverty Alleviation and Charity News

RRS built China’s first village community, launching a new model of rural prosperity. The First Rural Community Summit (2018), organized by RRS, a sub-brand of Haier and Xinhuanet under the guidance of the Ministry of Agriculture and the State Council Leading Group Office of Poverty Alleviation and Development, was held in Beijing. RRS released the “Strategy of Building China’s First Village Community”, dedicated to building the largest rural community platform, making differentiated targeted poverty alleviation plans and creating pleasant rural life.
