State and Ministerial Policy News:

Recently, Wang Yang, member of the Standing Committee of the Political Bureau of the CPC Central Committee and leader of the State Council Leading Group of Poverty Alleviation and Development, presided over the 22th plenary meeting of the State Council Leading Group of Poverty Alleviation and Development and delivered a speech. He stressed that we had entered the critical stage of poverty alleviation. Not only should we comprehend the important strategic poverty alleviation and development thinking of General Secretary Xi Jinping, but also keep in mind “Four Consciousness” to work on targeted poverty alleviation.

National Bureau of Statistics: A total of 12.89 million people were lifted from poverty in 2017. Recently, the National Bureau of Statistics issued 2017 Statistical Bulletin of the National Economic and Social Development of the People's Republic of China. According to the bulletin, revealed that if calculated by the rural poverty line RMB 2,300 per capita per year (unchanged since 2010), there were 30.46 million rural impoverished people in 2017, down by 12.89 million over the end of last year. Besides, the poverty incidence was 3.1 percent, down by 1.4 percentage points over last year.

National Tourism Administration: Rural tourism nation-wide saw 2.5 billion trips in 2017, which made rural tourism a new measure for poverty alleviation. A few days ago, “Opinions of the State Council about the Implementation of the Rural Revitalization Strategy” was released. Rural tourism was covered by “No.1 Document” as an important area of rural revitalization. It is learned that rural tourism nationwide saw 2.5 billion trips in 2017 and the value of tourism consumption exceeded RMB 1.4 trillion. Tourism has become a new measure for poverty alleviation.

Recently, the Ministry of Education along with State Council Leading Group Office of Poverty Alleviation and Development published “Implementation Plan for Carrying out Poverty Alleviation through Education in Destitute Areas (2018—2020)”. The Plan focuses on enhancing education in destitute areas to facilitate poverty alleviation efforts, with the intention to secure solid progress from poverty alleviation through education in destitute areas in three years. The purposes of the Plan are: lifting the overall education development level of such destitute areas, sch as “Three Districts and Three Autonomous Prefectures” and ensuring that public education services cover all impoverished people registered in the poverty document.

   Ministry of Education along with another two ministries: The fundamental function of language should be exploited in poverty alleviation through education. The Ministry of Education, the State Council Leading Group Office of Poverty Alleviation and Development and the State Language Commission published “Plan of Promoting Mandarin (2018—2020)”, which stipulates that by 2020, all new workers from poverty-stricken households should be capable of linguistic communication and application in line with the norms of the standard spoken and written Chinese language. The existing working-age workers in destitute areas should be able to communicate with others with Mandarin by 2020.

Ministry of Civil Affairs along with another eight ministries published “Opinions on Enhancing Care Services for Left-behind Elderly in Rural Areas”. As is put in the Opinions, as of 2020, a complete care service mechanism and system should be established; a care service system should take shape; care services should be made available in different areas; a better atmosphere of showing filial respect to the elderly should be nurtured; all impoverished left-behind elderly should be lifted from poverty.

Local Poverty Alleviation News:

Sichuan Province: A total of RMB 9.183 billion has been arranged for education-based poverty alleviation in 2018 and there will be more favorable policies for people engaging in the education undertaking. Recently, Sichuan Province published “2018 Implementation Measures for Education-Based Poverty Alleviation”. It is clearly stated in the document that resources will be pulled together to improve the education conditions of poverty-stricken areas and boost the literacy rate and education quality. The main tasks this year are to sponsor students from impoverished households registered in the poverty document, enhance vocational education in destitute areas with the help of special education-based poverty alleviation funds, which amounts to RMB 9.183 billion.

Hebei Province plans to lift people identified as impoverished according to the currently effective rural poverty line out of poverty by 2020. Recently, Hebei Province officially published “Opinions of the CPC Hebei Provincial Committee and the People’s Government of Hebei Province about Implementing the Rural Revitalization Strategy”, which is the annual provincial “No.1 Document” in 2018. It is pointed out in the Opinions that all people identified as impoverished according to the currently effective rural poverty line should be lifted out of poverty by 2020.

Shaanxi Province will implement “Eight Poverty-Alleviation Projects through Agricultural Industrialization”, striving to lift 400,000 people out of poverty. Recently, Shaanxi Province convened an advanced deeds colloquium as well as an introducing meeting on poverty alleviation through agricultural industrialization. It was proposed on the meeting that the province will strive to lift 400,000 people out of poverty by implementing “Eight Poverty-Alleviation Projects through Agricultural Industrialization”. The eight projects include: million-acre special planting, capacity expansion of animal husbandry, advancing of emerging industries, the cultivation of “Four Parks—One Town”.

Yunnan Province invested over RMB seven billion to support poverty alleviation through forestry development last year. In order to push forward poverty alleviation through forestry development, Yunnan Province has made an investment of RMB 7.07 billion to support forestry development. As a result, 40.67 million acres of land in 88 destitute counties were exploited for afforestation and 20.5 million acres of land were used for returning the grain plots to forestry. By the end of 2017, the forest coverage in destitute areas of Yunnan reached 60%, which indicates great improvement of local environment. Also, the impoverished gained income in participating in the construction of the eco-forestry system.

Gansu Province will support 500 destitute villages to develop tourism. Days ago, the General Office of the Government of Gansu Province published “Suggestion for Accelerating Rural Tourism”. As is put in the document, the province is going to spend three years developing rural tourism by prioritizing “two prefectures and one county”, which are rated as national destitute areas, and 18 provincial destitute areas. It strives to lift more than 20% of impoverished people out of poverty with efforts.

Jiangxi Province will implement the consolidation project of poverty alleviation through developing healthcare services. The working conference of sanitation and family planning of Jiangxi Province was held recently. It is pointed out on the conference that Jiangxi will implement the consolidation project of poverty alleviation through developing healthcare services, focusing on six campaigns, including advancing special treatment for major diseases, continuous management of chronical diseases, deepening welfare measures, improving healthcare services, enhancing and consolidating poverty alleviation capabilities, so as to realize the goal of “One Ensure and Five Coverage”.

Inner Mongolia Autonomous Region helped 1.14 million people with the healthcare-based poverty alleviation project “Three Batches”. Since Inner Mongolia implemented healthcare-based poverty alleviation projects widely, all districts carried out the healthcare-based poverty alleviation project “A Group of Three Batches” in a deep-going way, which consists of major disease treatment, contract-based chronical disease treatment and and serious illness protection. Poor patients with serious and chronical illness have more sense of gain.

The poverty incidence of Guangxi Zhuang Autonomous Region was reduced by 2.2 percentage points. According to the calculation of the National Bureau of Statistics, Guangxi lifted 950,000 people out of poverty last year. In 2017, the poverty alleviation speed (the proportion of people lifted out of poverty in last year’s impoverished population) was 27.8%, which is 3.2 percentage points faster than that of last year. The poverty incidence was 5.7%, down by 2.2% over last year.
