State and Ministerial Policy News:

President Xi Jinping highlighted: it is vital to implement the strictest examination and assessment system to guarantee the victory of poverty alleviation. President Xi Jinping stressed at the Conference of the Political Bureau of the CPC Central Committee held on the March 30th that, with the deadline approaching, the task of poverty alleviation is getting increasingly tougher and implementing strict examination and assessment becomes more necessary. We need to, based on the progress of poverty alleviation and the results of the examination, improve our examination and assessment system and promote the real practice and solid work in order to guarantee real and reliable results of poverty alleviation. In addition, we need to make sure that our achievements of shaking off poverty are recognized by the public and stand the test of both practice and history.

Ministry of Human Resources and Social Security of the People’s Republic of China and State Council Leading Group Office of Poverty Alleviation and Development issued a notice that, we need to ensure employment for at least one member of every poverty-stricken family with zero-employment. Local governments are required to set the objective of promoting employment for poverty-stricken people with labor capacity, and further facilitate models of employment and poverty alleviation such as poverty alleviation workshops, community factories and satellite factories by adjusting measures to local conditions, so as to provide employment for more registered poor households.

Ministry of Finance: a new 214 billion yuan will be funded in poverty alleviation from 2018 to 2020. According to Department of Agriculture under Ministry of Finance, from 2018 to 2020, the Ministry will fund 214 billion yuan more  including 105 billion yuan for “Three Districts and Three Prefectures” – Tibet; Tibetan ethnic areas in the provinces of Sichuan, Yunnan, Gansu, and Qinghai; four districts of southern Xinjiang; Liangshan Yi Autonomous Prefecture; Nujiang Lisu Autonomous Prefecture; Linxia Hui Autonomous Prefecture, in the poverty alleviation in destitute areas on the basis of maintaining the previous funding.

Ministry of Education: more preferential policies will be implemented in key colleges and universities to enroll students from poverty-stricken families. Recently, the Ministry of Education issued the Notice on Enrolling Students in Rural and Poor Areas into Key Colleges and Universities in 2018. The Notice specifies that we will carry on the special plans at national, regional and college levels to enroll students from rural and poor areas into key colleges and universities. Furthermore, we need to implement more preferential policies for students from poor families and registered poor households that meet the requirements of enrollment, granting them with the priority of admission under same conditions.

Local Poverty Alleviation News:

2018 Spring Breeze Action of Beijing-Tianjin-Hebei Joint Job Fair for Targeted Poverty Alleviation has been held, providing nearly 4,000 more jobs from enterprises in Beijing and Hebei. The Action aims to, via the job fair, achieve the goal of “one man gets employed, and the whole family shakes off poverty”. Jobs on the fair involve the fields of housekeeping, catering and business development for labor force in rural areas and laid-off workers due to cutting overcapacity.

Chongqing municipality will build e-commerce towns to promote poverty alleviation in destitute villages and towns. It is reported that so far, Chongqing has held 18 promotion events on poverty alleviation and e-commerce consumption targeted at 18 destitute villages and towns. More than 100 organizations of various assistance groups have spent over 5.7 million yuan purchasing agricultural products and another 27 million is expected to be added by the end of this year.

Jiangxi province comprehensively promotes targeted poverty alleviation on impoverished people in cities and towns. Recently, the province issued the Opinion on Reinforcing Poverty Alleviation on Impoverished People in Cities and Towns. In addition, the province becomes the first in China to implement a series of measures to help 886,100 people in cities and towns of Jiangxi shake off poverty, to ensure that impoverished people in both urban and rural areas live all-round well-off lives by 2020.

Guizhou province will build standardized clinics in impoverished villages. According to the implementation plan on the standard construction of clinics in destitute villages made by Guizhou government, the construction of clinics is planned to fully cover 2,760 destitute villages in the province by the end of 2018, and efforts will also be made in terms of training of doctors as well as allocation of doctors and equipment.

Yunnan province: lift 120,000 people out of poverty via cooperation of business and local government. Recently, the province has been treating areas inhabited by Zhiguo ethnic minorities (minority groups who, before modernization, had lived in relative isolation and skipped the transition period associated with feudal monarchy) and other ones with a smaller population as the priority to shake off poverty. Together with five enterprises including China Three Gorges Corporation, China Huaneng Group and China Datang Corporation, the province has been performing targeted poverty alleviation on eight ethnic minorities, including Blang, Achang, Nu, Pumi, Jingpo, Lahu, Wa and Lisu. By the end of 2017, the aforesaid five enterprises have invested 3.25 billion yuan of aid funds to help lift 120,000 people out of poverty in areas of Zhiguo ethnic minorities and others with a smaller population.

Anhui province lifted 955,000 people out of poverty last year. According to the Leading Group Office of Poverty Alleviation and Development of Anhui, the province has lifted 955,000 people in 1,134 villages out of poverty in 2017. Four counties applying to be ruled out of the poverty list reduced their poverty rate lower than 1.5%, and the disposable income of residents in 20 national-level poverty-stricken counties has increased to 12,758 yuan.

State-owned enterprise team of Shaanxi Province has invested 3.23 billion yuan of anti-poverty funds. It is reported that the state-owned enterprise team of Shaanxi Province spent over half a year organizing 93 state-owned enterprises based in Shaanxi to carry out poverty alleviation work in 56 impoverished counties of the province. So far, the team has engaged in 122 coordinated projects, initiated 57 construction projects, and allocated 3.23 billion yuan of funds.

Qinghai province will carry out 87 projects of poverty alleviation through tourism, including projects in 34 destitute areas. According to Qinghai Provincial Commission of Tourism Development, the province will carry out 87 projects of poverty alleviation through tourism, including projects in 34 destitute areas this year. At the same time, Qinghai will also further promote public benefit activities of poverty alleviation through tourism in destitute areas in Tibetan region, building complexes of ecological leisure tourism, sightseeing and health maintenance.

Shanxi province will lift 159,300 people out of poverty by relocation this year. According to Shanxi Poverty Alleviation and Development Office, the province will fully initiate the project of poverty alleviation through population relocation for the remaining 159,300 impoverished people and 66,100 others synchronously with destitute villages as the priority as originally arranged in the 13th Five-Year Plan, ensuring a winning streak in battles of targeted poverty alleviation.

Xinjiang Uygur Autonomous Region will initiate projects of poverty alleviation through transportation and build hardened roads in 28 administrative villages. It is reported that the transportation system in Xinjiang will focus on the basic task of poverty alleviation for 22 destitute counties and make sure to complete the construction of hardened roads in 28 administrative villages. The overall goal is to ensure that the proportion of constructing hardened roads in qualified administrative villages reaches 100%, thereby accomplishing a rural road network that is “safe, convenient and thoroughly interconnecting by shuttle buses”.

Public Poverty Alleviation and Charity News

China Foundation for Poverty Alleviation (CFPA) has received 0.58 billion yuan of donation and benefited 4.19 million people. Recently, 2017 Annual Donors Meeting of CFPA was held in Beijing, briefing about the 2017 annual performance to all the donors. In 2017, the CFPA has in total received a donation of 0.58 billion yuan and expended 0.47 billion yuan, issuing 8.6 billion yuan of petty loans. A total of 4.19 million impoverished people and people in disaster areas at home and abroad have benefited from the donations.
