State and Ministerial Policy News:

Hu Chunhua: enhance poverty alleviation in both East and West China. Hu Chunhua, member of Political Bureau of the CPC Central Committee and head of The State Council Leading Group of Poverty Alleviation and Development, attended the conference on cooperation in poverty alleviation in both East and West China held in Beijing. He said that cooperation in poverty alleviation is our political priority and we need to establish a sound mechanism with detailed measures. We need to come up with innovative solutions, carry out tasks according to the long-term objective and conduct the assessment with strict standards to secure a fruitful result.

National Audit Office of the People’s Republic of China: audit results of 145 impoverished counties demonstrate progress achieved and responsibilities taken in poverty alleviation work. It is reported that 1,731,900 people in seven counties and 2,580 villages among the audited 145 impoverished counties are out of poverty. Poverty incidence drops 3.89% on average. Living conditions are improved greatly and people are quite satisfied. The National Audit Office has tracked down 3.975 billion yuan reaped or lost due to a violation of laws and regulations, loss or waste, and unorganized management, accounting for 6.35% of audited funds, 1.6% less than that of 2016.

National Health Commission of the People’s Republic of China: the deductible medical expense of impoverished people drops to 16%. By the end of 2017, 8.04 million in the 8.49 million impoverished people who need medical treatment have been hospitalized or signed medical service, covering nearly 95% patients of serious or chronic diseases. In 2017, impoverished people in China have deductible medical expenses of 16% on average, less than previous numbers.

Local Poverty Alleviation News:

Beijing plans to build 15 centers of science- and technology-assisted poverty alleviation in Hebei province. At the “conference on assisting poverty alleviation for Chicheng county in Hebei province by Beijing Municipal Science & Technology Commission”, the three-year plan (2018-20) on cooperation in science- and technology-assisted poverty alleviation in Beijing and Hebei was launched. In the next three years, Beijing plans to build 15 centers of science- and technology-assisted poverty alleviation in destitute counties in Hebei province with appointed personnel. 50 “Xingchuangtiandi”, service platform for start-ups in rural areas, in Beijing, will build more marketing outlets for impoverished people in Hebei province.

 “Shanghai + Internet” helps 730 counties get rid of poverty. Last year, Shanghai, via local Internet enterprises, helped 48,000 business entities in 730 national-level impoverished counties across China strike over 900 million deals and sell 1.83 million tons of agricultural goods. “Yellow River beach dates” in Lin county of Shanxi, fresh garlic in Zhongmu county of Henan, gingers of Yunnan, and fragrant pears in Korla of Xinjiang sold well.

Gansu province initiates “project of poverty alleviation by curing cataract”: offer impoverished cataract patients free medical treatment. Launching ceremony and training seminar on “project of poverty alleviation by curing cataract” in Gansu province were held in Lanzhou city recently. At the ceremony, China Poverty-Alleviation Promotion of Volunteer Service signed an agreement with poverty alleviation offices of some aided counties and representatives of designated hospitals. The project plans to offer free medical treatment for all registered cataract patients in Gansu province by 2020.

Shandong province initiates the “Double-100 poverty alleviation” that engages 107 non-governmental organizations. In response to the targeted poverty alleviation initiative by outstanding officials, these organizations will give full play to their competitive edges to offer three-year professional assistance for 200+ impoverished villages in 20 destitute counties of Shandong. To this end, they could carry out measures like assistance by developing industries, employment and training, as well as medical and educational assistance. By 2020, each organization shall at least implement one poverty alleviation project or one service program of social work, and the assistance period shall last no less than two months.

Shanxi province: package plan in the financial industry helps poverty alleviation in destitute areas. To motivate the financial industry in poverty alleviation, Shanxi initiates a package plan that includes investing in micro-credit, enhancing financial service, and monitoring or interviewing institutions that are slack in poverty alleviation. So far, we have lent ¥124 billion of financial loans for poverty alleviation, including ¥16 billion for registered people and those who have been out of poverty, ¥36 billion for individuals and industries to lead poverty alleviation work, and ¥72 billion for targeted poverty alleviation.

Hubei province: three-year plan of poverty alleviation through eco-forestry is launched for 25,000+ people to get rid of poverty by afforestation and forest protection. During 2018-20, Hubei province plans to select 25,000 forest rangers in registered impoverished people and issues ¥4,000 as an allowance for each one per year. Therefore, we can ensure that over 25,000 impoverished people could get rid of poverty by serving as forest rangers or engaging in forestry jobs.

Hainan province implements “self-improvement plan” to help rural recipients of subsistence allowances get employed. Recently, Hainan province issued Notice on “self-improvement plan” to help rural recipients of subsistence allowances get employed. According to the Notice, our assistance policies shall be adjusted according to the living conditions of recipients of subsistence allowances, covering 70% of targeted recipients by the end of 2018, 100% by 2019 with an expected steady growth in 2020.

Anhui province issues poverty-alleviation loan insurance for 28,000+ people. According to Financial Work Office of Anhui Provincial People’s Government, Anhui plans to initiate comprehensive poverty-alleviation insurance products and services for impoverished people. At present, Anhui has issued micro-credit insurance for 284,600 people, offering risk management service worth over ¥14 billion.

Fujian province marches ahead in targeted poverty alleviation project of “1,000 enterprises help 1,000 villages”. By June 30, 844 enterprises and chambers of commerce have invested ¥440 million in assisting 27,110 impoverished people in 832 villages. In this ¥440 million, ¥236.04 million is invested in building more industries, ¥35.52 million paid as salaries, and ¥166 million donated as a public welfare fund.

Public Poverty Alleviation and Charity News

Poverty alleviation funding methods have been diversified, according to 2017 Report on Social Responsibility in China’s Banking Sector issued by China Banking Association. By the end of 2017, coverage of basic financial services in administrative villages of impoverished counties reached 95.83%, 2.93% higher than the number at the beginning of the same year. In addition, poverty alleviation funding methods are more diversified – poverty alleviation through e-commerce and tourism has seen remarkable results, laying a sound foundation for the victory of poverty alleviation battle by 2020.
