State and Ministerial Policy News:

Xi Jinping, in his important instructions for the construction of Bijie Pilot Zone, said that we must implement the new development principles and make efforts for the construction of the Pilot Zone. President Xi pointed out that for 30 years, under the leadership of the Central Committee of the Communist Party of China (CPC), and with the support from all social units, and through the hard work of our officials and people, great changes have taken on Bijie which has become a successful example in the battle against poverty. Thanks to the participation and contribution of people from all sectors of society, these changes on Bijie can happen.

The State Council Leading Group Office of Poverty Alleviation and Development: We should expand the construction of pilot zones for planting Paper Mulberry so as to alleviate poverty. The State Council Leading Group Office of Poverty Alleviation and Development issued Guidelines on Expanding the Construction of Paper Mulberry Pilot Zones for Poverty Alleviation. It aims at encouraging impoverished people from places suitable for planting hybrid mulberry trees to participate in the construction of Paper Mulberry planting base and the development of farming industry so as to improve these people’s incomes and their ability of self-development, promote the prosperity of industries in rural areas, and realize the poverty alleviation gradually.

Ministry of Culture and Tourism: By building workshops of intangible cultural heritages for poverty alleviation, we continue to revitalize traditional crafts. Recently, the Ministry of Culture and Tourism has successively issued documents to promote cultural poverty alleviation and revitalize traditional crafts in poverty-stricken areas. The Ministry has selected places such as Liangshan Yi Autonomous Prefecture in Sichuan as the first batch of major areas of “intangible cultural heritages+poverty alleviation” and has supported these places to establish workshops of intangible cultural heritages for poverty alleviation.

Local Poverty Alleviation News:

Chongqing has allocated 200 million yuan to subsidize college students from registered impoverished families for their tuition fees. Since the beginning of 2018, Chongqing has allocated 189 million yuan to help 60,800 college students from registered impoverished families with their tuition fees. These subsidies cover “three aspects”, namely different grades, groups and projects.

In the first half of the year, Sichuan province has relied on the tourism industry to bring jobs for 146,000 impoverished people and increase their incomes. In the first half of 2018, the total income of rural tourism in Sichuan reached 164.2 billion yuan. A total of 56 poor counties and 952 impoverished villages have actively taken part in developing the tourism industry, which brought jobs for 146,000 impoverished people from 42,000 households, and realized an average increase of 665 yuan in per capita net income of poor people, making a solid foundation for the battle against poverty in 2018.

Shandong province will ensure that nearly all people with disabilities in the province can get rid of poverty. Since the launch of poverty alleviation task, Shandong province has made helping handicapped people out of poverty a top priority and included it into the province's special implementation plan for poverty alleviation. Now, there are 265,000 disabled people in the province who have been lifted out of poverty, and the poverty relieve rate has reached 96.6%. This year, precise measures will be made to ensure that impoverished people with disabilities can basically get out of poverty.

Yunnan province advocates for a great victory in the battle against poverty alleviation through health. Last year, the rate of people falling into poverty because of illness reached 24.4%. Nowadays, however, the portion of reimbursement of registered impoverished people in Yunnan has increased from 61.15% in 2016 to 90.26% in 2017; and the per capita self-payment has decreased from 2441.63 yuan in 2016 to 657.61 yuan in 2017, reducing 75% of the expenditures on medical treatment for registered poor people.

In the first half of the year, Anhui province invested 11.86 billion yuan in special poverty alleviation. Since 2018, the financial departments at all levels in Anhui province have taken the special rectification actions of “focusing on precision, bolstering areas of weakness, and promoting the battle against poverty” as the starting point. The province also increased investments, implemented precise policies, and took strict supervision to provide a solid financial guarantee for poverty alleviation. In the first half of the year, the province invested a total of 11.86 billion yuan in special poverty alleviation funds, realizing an increase of 22.8% compared with last year.

Qinghai province: The 70% of newly-added poverty alleviation funds will be used on destitute areas. To tackle destitution, Qinghai has made clear statement that all kinds of poverty alleviation funds and welfare projects will tilt at destitute areas. Recently, at the on-field boosting meeting of poverty alleviation in destitute areas in Qinghai, it is stated that the province will allocate 70% of newly added poverty alleviation funds and 80% of one-to-one support and western and eastern collaboration funds to the destitute areas.

Hainan province will comprehensively implement the three-year action plan for health poverty alleviation. According to the provincial Office of Poverty Alleviation and Development, since July of this year, Hainan has comprehensively implemented the three-year action plan for health poverty alleviation. The province has taken five actions such as offering basic medical insurances to give benefits and conveniences to poor people for medical treatment. By 2020, poor people with critical diseases can enjoy the medical treatment they need.

Gansu province has completed the construction of the first batch of photovoltaic power stations as required in the “13th Five Year Plan” and put these stations into use. Poverty alleviation project of photovoltaic power is a major innovating policy of targeted poverty alleviation, which offers a new way for Gansu to fight against poverty. Since 2014 when National Energy Administration and State Council Leading Group Office of Poverty Alleviation and Development included Gansu in the first batch of national pilot provinces of poverty alleviation through photovoltaic power, Gansu has totally implemented poverty alleviation projects of photovoltaic power in 41 counties (cities, districts), with a total installed capacity of 850,000 kilowatts.

Hubei province: A total of 800,000 people has been lifted out of poverty through rural tourism poverty alleviation. According to statistics, by the end of last year, Hubei province has lifted 800,000 people out of poverty through tourism, accounting for 17% of the people who have got rid of poverty in the province. People from the key villages which were registered on the list of poverty alleviation have increased their income by more than 5,000 yuan per capita. Industries such as farmhouses, homestays, tourism and shopping have provided more than 400,000 jobs for poor and vulnerable people such as rural elderly, left-behind women and people with low-education background.

Inner Mongolia Autonomous Region: Inner Mongolia Autonomous Region has used development funds for minorities groups to advance the battle against poverty in poor areas. In recent years, the Region has connected the usage of development funds for minority groups with registered impoverished households, providing supports for poverty alleviation in the Region, especially in the minority areas. It is learned that in 2018, the community in the Region has allocated 430.89 million yuan of the development funds for minorities groups to 57 counties, while the budget was 61.1 million yuan.

Public Poverty Alleviation and Charity News

China has issued over 30 billion yuan of bonds for poverty alleviation. The development of industries in poor areas is mainly held back by the difficulties in financing. The capital market should guide the accumulation, circulation and optimization of various resources in the real economy to solve the problems of “no long-term, stable and active capital investments”, which is common in poor areas. According to the Poverty Alleviation Office of China Securities Regulatory Commission, by now, China has issued 31.66 billion yuan of poverty alleviation bonds, providing strong financial support for industrial development in poverty-stricken areas.

Poverty Alleviation Foundation by State-owned Enterprises has launched demonstration projects of poverty alleviation in 39 poor counties throughout the country. According to the introduction, Investment Foundation for Industrial Development in Poor Areas by State-owned Enterprises (Poverty Alleviation Foundation by State-owned Enterprises) has launched demonstration projects of poverty alleviation such as wind power station, modern animal husbandry and medical treatment for eyes, so as to promote the economic development in poor areas and precisely help impoverished people get rid of poverty.
