State and Ministerial Policy News:

Xi Jinping inspected the poverty alleviation progress in old revolutionary base areas of Jiangxi Province. During the inspection, Xi emphasized as poverty alleviation had entered a decisive phase, all regions and departments should step up efforts to solve prominent issues of “two no-worries and three guarantees (meeting the basic needs of food and clothes and guaranteeing compulsory education, basic medical care and housing)”, and sustain well-being for local people. urbanization and rural revitalization shall promote mutual development in towns and countryside, so it is imperative to strengthen the construction of rural human settlement and spiritual civilization, and refresh the rural outlook, human settlement, ecological environment and social atmosphere, thus increasing people’s living standards in the rural areas.

Liu Yongfu, Director of the State Council Leading Group Office of Poverty Alleviation and Development, emphasized on the microcredit for continuous poverty alleviation when attending the national conference on poverty alleviation through microcredit. He pointed out that poverty alleviation through microcredit effectively solved the problem of initial fund for the development of poverty-stricken households, improved their endogenous power and self-development ability, and achieved income increase of impoverished households and industrial development in destitute areas. It is necessary to drive the development of poverty alleviation through microfinance and make achievements in “scale, effectiveness and quality”, hereby comprehensively raise the level of poverty alleviation through microcredit.

The State Council Leading Group Office of Poverty Alleviation and Development: The poverty reduction tasks of all provinces have been fully completed in 2018. From January to February 2019, the State Council Leading Group of Poverty Alleviation and Development carried out an assessment of poverty alleviation performance in 2018. The results showed that all provinces have completed their annual poverty reduction task, and the poverty reduction pace in dire poverty areas has significantly accelerated. As a result, the goal of meeting the basic needs of food and clothes has been realized overall, 283 counties and 13.86 million impoverished people in China have been lifted out of poverty, and this is the sixth consecutive year with more than 10 million people shaken off poverty.

      The State Council Leading Group Office of Poverty Alleviation and Development issued the Plan of Central Fiscal Fund for Poverty Alleviation in 2019. The Leading Group Office allocated the central fiscal fund for poverty alleviation according to such factors as the poverty status, poverty alleviation task and effectiveness, aiming to provide more support for dire poverty areas, destitute areas with a large number of poverty-stricken populations, high poverty incidence and great difficulty in poverty alleviation, as well as impoverished old revolutionary base areas, and rewarding the provinces that have achieved remarkable results in the evaluation of poverty alleviation work in 2018.

National Health Commission of the People’s Republic of China announced the progress of special inspection on poverty alleviation, rectifying the situation of insufficient focus on grinding poor areas. More support will be offered to poverty-stricken areas, especially the grinding ones such as the “three districts and three prefectures” (The “three regions” refer to Tibet, four prefectures of southern Xinjiang-Hotan, Aksu, Kashi, and the Kirgiz Autonomous Prefecture of Kizilsu, and the areas of Sichuan, Yunnan, Gansu, and Qinghai provinces with large Tibetan populations; the “three prefectures” are Liangshan in Sichuan, Nujiang in Yunnan, and Linxia in Gansu). Subsidies shall be allocated by the proportion of not more than 80% of the project investment, with an increase of 20 percentage points. Meanwhile, we will also organize rural medical students’ cultivation for free and standardized training for resident doctors in the “three districts and three prefectures”.

The National Video Conference on Poverty Alleviation through the Internet held in Beijing required all departments to implement the tasks of 2019 Work Priorities on Poverty Alleviation through the Internet. First, we should focus on the issue of dire poverty and put concerted efforts to address the most daunting challenges; second, we should provide more assistance to special groups of impoverished people and help them solve practical difficulties, including those who fall into poverty or return to poverty due to illness, and poverty-stricken people with disability; third, we should carry forward the East-West coordination and fixed-point poverty alleviation, improving the effectiveness of the assistance; fourth, we should continue to advance poverty alleviation through the Internet and rural digital construction in accordance with local conditions, so as to narrow the urban-rural digital divide.

Local Poverty Alleviation News:

Shandong Province and Chongqing Municipality will expand the coordination of poverty alleviation through labor assistance. Human Resources and Social Security Department of Shandong Province and Chongqing Municipal Human Resources and Social Security Bureau jointly signed the “2019 Shandong-Chongqing Collaboration Implementation Plan for Poverty Alleviation through Labor Assistance” at the meeting, promising that the two provinces will continue to expand the coordination fields, including information sharing, transfer employment, joint training, household service industry and entrepreneurship.

Hebei Province established a technology service system in the agricultural industry to promote poverty alleviation. The Department of Agricultural and Rural Affairs of Hebei Province issued the Plan on Technology Service System Construction in Agricultural Industry for Poverty Alleviation in Hebei Province, which proposes to establish a system covering 7,366 destitute villages, 62 poverty-stricken counties and 9 impoverished cities in Hebei in accordance with the requirements of “one policy for each county, one plan for each industry”. Besides, targeted guidance has been provided to optimize the industrial layout in poverty-stricken areas, and the scientific poverty alleviation projects through industrial development have been implemented to provide strong support for winning the battle against poverty.

A total of 51 sci-tech expert service groups in Hunan Province pioneered poverty alleviation progress. Since the establishment of the Sci-tech Expert Service Group of Hunan Province in March 2018, sci-tech support has become accessible to people in 3,209 poverty-stricken villages. In the past year, the service group has established 723 service bases with 1,150 enterprises and 2,388 professional cooperatives, and boosted the income of 170,000 rural households, thus energizing poverty alleviation and rural revitalization.

The use of big data has facilitated infrastructure construction, gradually promoting industrial restructuring, carries forward comprehensive poverty alleviation, and advancing the development in such areas as education, medical care, housing, transportation, the Internet, drinking water safety, agricultural product promotion and rural industrial restructuring.

        Poverty alleviation activities through consumption will be carried out in Anhui Province, to mobilize all sectors of society to expand the product and service consumption in poverty-stricken areas. Anhui Province will focus on the goal to promote steady poverty alleviation of impoverished people and long-term development of impoverished areas, unblock the tough issues restricting poverty alleviation through consumption in the links of production, circulation and consumption, and promote the integration of products and services in poverty-stricken areas, especially in the poverty-stricken old revolutionary base areas, into national market, thus facilitating the victory of the battle against poverty and advancing the implementation of the rural revitalization strategy.

Sichuan Province will further promote poverty alleviation in the agricultural sector through various ways to see an income increase for impoverished farmers. This year, the “parks + impoverished households” model will be promoted throughout Sichuan Province, so that poor households can have more of the value-added income of the whole industry chain. A total of 220 provincial-level farmers’ demonstration cooperatives have been newly developed in counties with poverty alleviation tasks, and 150 new modern agriculture parks have been built, training 1,000 agricultural professionals for poverty-stricken areas, so as to guide the agricultural development.

Qinghai Province will allocate 829 million yuan to build the “natural forest management + ecological poverty alleviation” model. From 2016 to 2020, Qinghai plans to accumulatively allocate 829 million yuan for the labor service of the eco-management staff, and create a platform for poverty alleviation and income increase for impoverished people in the Natural Forest Protection Project Area through favorable industry policies and funds. Among them, 388 million yuan shall be allocated for the labor service of archived impoverished households, and more than 6,500 eco-management staff will participate in the allocation.

Xinjiang Uygur Autonomous Region has issued fiscal special poverty alleviation funds totaling over 13.1 billion yuan, with a year-on-year growth of more than 80%. Since the poverty alleviation action in last winter, centered on the standards for poverty alleviation of destitute households, villages and counties, Xinjiang has perfected the county-level poverty alleviation project library, sorted out the 2019 project list, and solved the problem of slow fund appropriation caused by inadequate preparation in the project. As of the end of April, the fiscal special poverty alleviation funds totaling 13.138 billion yuan had been issued, with a year-on-year growth of 81.73%.
