State and Ministerial Policy News:

Wang Yang recently learned about poverty reduction progress during a research tour to Youyu County, Shanxi Province and emphasized the importance of promoting “Youyu Spirit” and strengthening the achievements in poverty reduction. Due to its active efforts in environment improvement, Youyu County has transformed a barren land into a green oasis, which is an environmental miracle and has become a key measure to fulfill the arduous task of poverty alleviation. Wang Yang gave full credit to the remarkable achievements in poverty reduction and ecological conservation, and emphasized that ecological conservation should serve as a key approach to strengthening poverty reduction and that measures should be adjusted to different conditions in terms of locality for the development of plant cultivation and animal husbandry, forestry, forest and agricultural product processing, tourism, etc.

Ministry of Finance and the State Council Leading Group Office of Poverty Alleviation and Development: Government should give priority to poverty-stricken areas in the procurement of agricultural and sideline products. The Notice on Supporting Poverty Reduction by Government Procurement Policies was jointly issued by the Ministry of Finance and the State Council Leading Group Office of Poverty Alleviation and Development. The Notice points out that under the same condition, the budget entities of all levels should give priority to poverty-stricken areas in procuring agricultural and sideline products. If conditions permit, the entities that procure property services with fiscal funds should prioritize property service providers which are registered in the 832 state poverty counties and have hired archived impoverished people.

Ministry of Finance and Ministry of Housing and Urban-Rural Development: Improve the management of funds used in the renovation of dilapidated houses in rural areas to support poverty reduction in an all-around way. It was required by the two Ministries that regulations-compliant, safe and highly efficient use of funds is not only a basic prerequisite for renovating dilapidated houses of targeted poverty alleviation objects such as archived impoverished people but also an important guarantee of improving the effectiveness of policy implementation and people’s sense of gain. Local finance departments of all levels should have a careful assessment and arrangement of subsidy funds based on the needs of dilapidated house renovation in rural areas and their financial conditions.

Local Poverty Alleviation News:

Major Tasks of Poverty Alleviation through Industry of Hebei Province for 2019 was jointly issued by twelve departments and commissions including Department of Agriculture and Rural Affairs of Hebei Province and Hebei Development and Reform Commission. The Major Tasks suggested that by the end of 2019, each poor county shall set up more than one major industry for poverty alleviation that is distinct, far-reaching and competitive; the poor villages shall achieve a full coverage of projects with local features for poverty reduction, new agricultural management entities and development instructors for poor households, and shall make sure that the growth of per capita disposable income of rural residents in poor counties is higher than that of the provincial average of Hebei.

     Action Plan of Poverty Alleviation Industries through Special Agriculture of Shanxi Province for 2019 was issued in Shanxi province to guide continuous progress of poverty alleviation. Targeted at the new circumstances and new features and concerning the enforcement of poverty alleviation, the Action Plan focuses on the implementation of responsibilities, policies and work and is aimed at achieving the key requirements and indicators that “rural poor people have no worry about food and clothing and have access to compulsory education, basic medical services, and safe housing” for poor counties, archived impoverished villages and archived impoverished people. It intends to strengthen and improve special poverty alleviation action plans, extend their scope, and take more substantial and detailed measures so as to ensure that no blind spot is left in poverty alleviation.

     Sichuan province will put the subsidy funds of 10.66 billion yuan issued by the central government and the provincial government into guaranteeing the basic livelihood of impoverished people. According to the Implementation Plan for Social Security Funds for Poverty Alleviation of Sichuan Province in 2019, all of the funds would be allocated to areas of extreme poverty. Specifically, 1.04 billion yuan would be allocated to Liangshan Yi Autonomous Prefecture for people’s basic livelihood to protect the basic rights of livelihood of the 478,000 urban and rural residents living on subsistence allowances and 17,000 people living on extreme poverty subsidies.

        Fujian province adjusted the multi-tiered health insurance of targeted poverty alleviation, projecting more reduction on the medical expenses of impoverished people. On the basis of the Plan of Multi-tiered Health Insurance of Targeted Poverty Alleviation of Fujian Province issued in 2017, Fujian province adjusted related policies to increase the reimbursement rates of provincial and city level subsidies, expand the categories of subsidies for diseases from 13 to 30 and implement more targeted subsidy measures.

Since 2018, Guangdong province has made every effort to carry out the chef training project of Cantonese cuisine, building a path of “specialties” for poverty reduction and rural revitalization. At present, training programs related to Cantonese cuisine have been set up in 147 skilled worker schools and vocational schools in Guangdong province, with an enrollment of 56,000 students. A total of 15,000 people have received the training in Guangdong province last year. By providing entrepreneurship subsidies, secured loans and interest discounts for Cantonese cuisine chefs to start agritainment business, small restaurants or businesses out of their hometowns, Guangdong province has effectively helped the labor force in urban and rural areas find skill-based employment and lift themselves out of poverty.

Hainan province has achieved poverty reduction based on its own favorable conditions and benefited village residents with local tourism. With a vigorous growth of tourism around the province, rural tourism in Hainan is also brimming with vitality. In 2018, villages in Hainan province welcomed visits for 10,246,400 person times, yielding a revenue of 3.216 billion yuan. Featuring “Tourism + Poverty Reduction”, poverty alleviation in Hainan is benefiting more and more local people.

       The first modern industrial park of poverty alleviation through forestry ecological technology in Sichuan province started construction, aiming at poverty reduction in Liangshan Yi Autonomous Prefecture. The park will focus on ecology, technology, industry and poverty reduction and by precisely identifying the full potential of forestry development, adopting advanced technologies, building modern industries and establishing a mechanism connecting interests, it will further integrate and release the ecological, economic and social benefits brought by forestry, so as to boost local economic development and drive the poverty reduction in Liangshan Yi Autonomous Prefecture.

       The population lifted out of poverty in Gansu province from 2012 to 2018 totaled 5.81 million, a big step towards a moderately prosperous society in all respects. By the end of 2012, impoverished people in Gansu province counted 6.92 million with an incidence rate of poverty recording 33.2%. Since the 18th National Congress of the Communist Party of China, 5.81 million people have shaken off poverty by the end of 2018, reducing the impoverished population to 1.11 million and the incidence rate of poverty to 5.6%. Among the 75 poor counties, 36 counties have got rid of poverty, making a big step towards a moderately prosperous society in all respects.

      A 750-kilovolt power transmission and transformation project from Kashgar Prefecture to Yarkant County started operation in Xinjiang Uyghur Autonomous Region, speeding up poverty reduction in southern Xinjiang. The project passes through Shufu County, Payzawat County, Yopurga County, Yarkant County of Kashgar Prefecture as well as the Taklamakan Desert. Once operated, the project will not only ensure the power supply to support the fight against poverty in Kashgar Prefecture, Hotan, Kizilsu Kyrgyz Autonomous Prefecture and Aksu Prefecture in southern Xinjiang, but also promote the development of photovoltaic energy base of hundred million kilowatts of southern Xinjiang and the consumption of its products in a larger area, optimizing the distribution of energy and resources around Xinjiang.

 Incidence rate of poverty was reduced to 3% in Ningxia Hui Autonomous Region. Since alleviating poverty and improving livelihood was defined as the one of the “Three Initiatives” at the 12th Autonomous Regional People's Congress of Ningxia in 2017, four counties, including Yanchi County and Longde County, 993 villages and in total 308,000 impoverished rural people have shaken off poverty. The incidence rate of poverty of Ningxia dropped from 11.08% in 2016 to 3% in 2018, and the per capita disposable income of rural residents in poor areas reached 9,298 yuan, indicating an acceleration of poverty reduction in Ningxia.

      Public Poverty Alleviation and Charity News:

        A photo exhibition of China's achievements in poverty reduction was held in Beijing.  Jointly organized by National Publicity and Education Center for Poverty Alleviation and the Photography Centre of China Federation of Literary and Art Circles, the exhibition aims at showcasing the remarkable moments in China’s poverty alleviation, so as to attract more attention on and participation in this cause. The 16-day exhibition will present 88 photographic artworks of memorable moments in the battle against poverty.

Zeng Tong, Deputy Director of the General Office of China Securities Regulatory Commission, stated in the founding ceremony that the publicity working group of securities industry for poverty reduction would summarize and share poverty reduction experience of securities industry and extract the industry’s spirit of poverty reduction, so as to encourage active participation of more enterprises and individuals in this cause, arouse a new wave of poverty reduction in the entire industry, and provide convenient, high-quality and efficient investment and financing services to enterprises in impoverished areas.
