State and Ministerial Policy News:

General Secretary Xi Jinping emphasized the importance of full devotion to poverty reduction and common prosperity as he presided over a meeting convened by the Political Bureau of the Central Committee of the Communist Party of China (CPC). It is underlined in the meeting that we should strengthen the establishment of rural Party organizations, and ensure that primary-level Party organizations play a key role in communicating the Party’s propositions, carrying out the Party’s decisions, overseeing community-level governance, uniting and mobilizing people, and promoting reform and development. Meanwhile, we should give full play to the exemplary and vanguard role of Party members and urge primary-level Party organizations and cadres to better serve people and help solve their problems and difficulties.

The State Council Information Office held a press conference calling for “concentrated efforts to overcome and eradicate deep-rooted poverty”, and announced that a total of 4.8 million people in 334 destitute counties were lifted out of poverty in 2018, accounting for 38% of the national total. However, according to Ou Qingping, Deputy Director of the State Council Leading Group Office of Poverty Alleviation and Development, there are still 6.27 million people struggling with poverty in destitute counties, accounting for nearly one half of the total impoverished population nationwide. These areas are confronted with a greater challenge than others in this regard. Next, we will focus on the poorest people in the country, and ramp up the quality of poverty alleviation to provide stronger support to people in destitute areas.

Ministry of Civil Affairs: Approximately 32.3 billion yuan were spent on poverty alleviation projects by national social organizations in 2018. According to a rough estimation, a total of 686 national social organizations have launched poverty alleviation projects by now; they spent about 32.3 billion yuan on 1,536 such projects in 2018, benefiting about 630,000 archived impoverished households with around 5.81 million archived impoverished people.

Ministry of Water Resources: The country will make sure that 800,000 impoverished people gain access to safe drinking water by the end of this year. At the Policy Briefing of the State Council, the Ministry of Water Resource gave an introduction to the latest progress on the security of rural drinking water. By the end of 2018, rural areas across the country have gained adequate access to safe drinking water, though some areas are still grappling with the shortage of water supply and poor water quality of certain projects. In the next step, the Ministry of Water Resources will work harder to guide and urge local governments to speed up such projects, aiming to enable more than 800,000 impoverished people to access safe drinking water by the end of this year, and ensure all poor families have safe drinking water by the end of the next year.

Local Poverty Alleviation News:

      Beijing Municipality and Hebei Province signed a cooperation agreement on poverty alleviation through developing labor services. Both sides have agreed to establish a mechanism for Hebei to upload and share the information of local poverty-stricken labor force with Beijing through the national employment information platform of rural impoverished labor force and their respective information systems of impoverished labor force. Hebei will accurately identify, collect and provide the basic information of labor force to be exported to Beijing, while the latter will verify and track such information, and provide impoverished workers who leave their jobs with timely public employment services including career guidance and job openings.

Shanxi Province earmarked 980 million yuan as special poverty relief funds. These funds will continue to prioritize ten destitute counties, and the authority of approving project fund will be fully delegated to the county-level governments so that grassroots departments could more effectively leverage these funds based on local needs. In addition, a total of 79.5 million yuan out of the funds will be used as incentives to reward cities and counties securing good results from the comprehensive evaluation on performance of poverty alleviation, destitute counties capturing remarkable progress in the integration of agriculture-related funds, as well as counties landing desirable results of the evaluation on performance of special poverty alleviation fund.

Jiangxi Province is going to set up instructor teams for poverty alleviation through developing agricultural industries at the provincial, municipal, county and village levels to enable universal coverage of agricultural technology services in poverty-stricken villages and support the agricultural industrialization of destitute areas. Besides, the Department of Agriculture and Rural Affairs of Jiangxi Province requested that the province make sure that every poverty-stricken village and poor household engaged in agricultural industry are guided by one agricultural technician, who should closely follow the development needs of the industry, to help solve technical problems of production and business operations throughout the process.

The signing ceremony of Fujian and Ningxia Enterprise Collaboration on Consumption-driven Poverty Alleviation was held in Fuzhou City, Fujian Province, after which both parties will work together to boost the sales of agricultural products from impoverished farmer households in Ningxia. At the signing ceremony, Fujian Province Property Management Association, Fuzhou Private Entrepreneurs Association and Fuzhou Chamber of E-Commerce (FCEC) signed deals with Fuzhou Minningqing Commerce and Trade Limited to exchange and share information and resources, render sufficient support to cooperative projects with their respective advantages and lift poor families out of poverty.

All the 650,000 impoverished people in Yunnan Province incorporated in the plan of poverty alleviation through relocation during the 13th Five-Year Plan period have moved in new houses. During the 13th Five-Year Plan period, a total of 995,000 archived impoverished people in Yunnan Province will be relocated. Apart from the 650,000 people on agenda, an additional number of 345,000 people are included in the schedule as well. Currently, 161,260 houses have been built for archived impoverished people across the province, and 650,000 of them have moved in the new houses. The province will forge ahead with the work to ensure the newly archived 345,000 impoverished people get relocated.

Hebei Province brought benefits to over 10,000 destitute villages through a targeted poverty alleviation campaign named “A Thousand Enterprises Help a Thousand Villages”. Up to now, a total of 6,855 private enterprises in Hebei Province have invested 4.009 billion yuan accumulatively in the campaign, helping 10,035 poverty-stricken villages with 708,900 poor people. Next, the province will continue to encourage private businesses to help 206 villages in dire poverty by providing customized training based on actual needs to the impoverished population, and organizing relevant enterprises to implement projects of poverty reduction through developing agricultural industry at destitute counties, carrying forward the targeted poverty alleviation campaign.

Shaanxi Province has upheld strict supervision and effectively pushed for special inspections on poverty reduction throughout the province. Shaanxi has forged ahead with poverty alleviation while bearing in mind the call for firmly safeguarding General Secretary Xi Jinping’s status as the core of the CPC Central Committee and the whole Party, as well as the authority and centralized, unified leadership of the CPC Central Committee, and deepening political inspection. The province has conducted poverty-relief inspections on ten departments directly under the provincial government entrusted with poverty alleviation tasks and 52 destitute counties (districts), which signals the realization of universal special inspections on poverty reduction efforts across the province and empowers the province to win the tough combat against poverty.

All the 1,622 poverty-stricken villages in Qinghai Province were fully covered by PV poverty alleviation projects. The estimated gross annual revenue of village-level PV poverty-relief power stations in Qinghai stands at 530 million yuan, which means that these stations could lift the revenue of each destitute village across the province by 320,000 yuan on average and benefit 68,086 archived impoverished households. In the meantime, the proceeds will remain stable in the next two decades. In the next phase, the State Grid Qinghai Electric Power Company will provide sound operation and maintenance services to these power stations, and ensure all power generated by these stations reaches poor families and the proceeds are settled timely.

Xinjiang Uygur Autonomous Region put a subsidy for rural housing projects worth 2.1 billion yuan in place, over 90% of which was spent on destitute counties. The 32 destitute counties received 92% of the subsidy amounting to 1.962 billion yuan. The subsidy will be spent on the renovation of existing dilapidated houses dwelled by four types of “key targets” including households receiving subsistence allowances, rural people struggling in extreme poverty under individual care, impoverished families with disabled persons and archived impoverished households as well as the transformation of dilapidated houses occupied by other rural households in areas troubled by deep-rooted poverty.

        Public Poverty Alleviation and Charity News:

The charity federations of Shanghai Municipality, Jiangsu, Zhejiang and Anhui Provinces will jointly carry out an activity named “Sunshine Relief of Migrant Workers in Dire Poverty”. These federations are going to provide relief services to over 500 migrant workers in dire poverty every year through providing medical treatment of rare and critical diseases to them and offering educational subsidies to their kids. Relief standards and procedures are laid down based on the actual conditions of these workers so as to assist government departments in implementing charitable projects targeting left-behind children in old destitute areas.

The futures industry has made ongoing efforts to facilitate poverty alleviation. In the appraisal period of the futures industry during 2018-2019, 122 out of 149 futures companies participated in poverty alleviation; 56 companies signed pairing-off poverty reduction agreements with 63 national-level destitute counties, and a total of 211 million yuan went into these agreements, lifting 15,660 archived impoverished households with 38,969 people out of poverty. In the meantime, 187 “insurance + futures” poverty-relief projects were implemented with a total insured value of RMB 8.098 billion.
