State and Ministerial Policy News:

Xi Jinping urged Party members, officials and young people to learn from Huang Wenxiu, a late village official devoted to poverty relief, remain true to the original aspiration and keep the mission firmly in mind, be brave enough to shoulder responsibilities and willing to show dedications, so as to make new and greater contributions to the Long March of the new era. After completing her graduate studies, Huang gave up the opportunities to work in big cities and returned to her hometown, where she devoted herself to the cause of poverty alleviation, Xi noted. Her brilliant young life depicted how members of the Communist Party of China (CPC) stay true to the Party’s founding mission and charted a song of youth in the new era.

Director Liu Yongfu met with Tijjani Muhammad Bande, newly-elected President of the 74th session of the United Nations (UN) General Assembly, who extended congratulations on and spoke highly of the tremendous achievements of China’s poverty reduction. Liu gave a briefing on China’s poverty alleviation work and said that the country will continue to strengthen international cooperation and offer Chinese wisdom and plans of poverty alleviation. Bande held that other developing countries should draw on China’s experience of poverty reduction and expressed wishes to step up communications and cooperation with the Chinese government in this regard.

National Health Commission: A total of 6.7 million households reduced to or dragged back into poverty by illness have been lifted out of poverty. In the morning of July 9, the National Health Commission (hereinafter referred to as the Commission) held a regular press conference to introduce the Work Plan to Remove Acute Issues of Basic Healthcare Services for Impoverished Population and share outstanding local experience of healthcare-based poverty alleviation. According to the Commission, the services provided by medical and healthcare institutions in poor areas has been greatly improved; impoverished patients have received timely treatment and their medical expenditure has been brought down remarkably; a total of 6.7 million households reduced to or dragged back into poverty by illness have been lifted out of poverty.

The State Council Leading Group Office of Poverty Alleviation and Development launched a random inspection on counties lifted out of poverty in 2018. This random inspection will cover 20% of such counties in the light of standard poverty-exit procedures, the accuracy of poverty-exit standards and the authenticity of poverty-exit results. The working group will conduct comprehensive research through qualitative and quantitative measures, data analysis and field study, as well as third-party evaluation and secret investigation while taking the information known to the office into consideration. The final result of the inspection will be submitted to the State Council Leading Group Office of Poverty Alleviation and Development for review.

Local Poverty Alleviation News:

Shanxi Province helped 520,000 impoverished people increase income through ecological restoration. Taking ecological restoration as a strategic focus of poverty alleviation, Shanxi has assigned the afforestation tasks of deprived counties to village-level afforestation cooperatives, each of which is guided by one Party and government leader from 11 prefecture-level cities and 58 poor counties respectively. In 2018, a total of 1.83 million mu (1.22 billion square meters) of cultivated land were converted into forests in the poor counties across the province, benefiting 89,000 impoverished households and increasing the income of 523,000 poverty-stricken people by 1.05 billion yuan.

Hunan Province has trained over 10,000 Party members to lead poverty reduction efforts. In order to encourage Party members and the mass to shake off poverty independently, Hunan has implemented the “Campaign of Training 10,000 Party Members to Lead Poverty Reduction Efforts” by virtue of provincial-level demonstration and training at the municipal and prefecture levels. The province aims to train 13,800 leading Party members for 6,923 destitute counties through this campaign. Currently, the trainees have helped nearly 14,000 impoverished people and motivated over 9,600 poverty-stricken households to shake off poverty steadily through pairing-off support.

      Yunnan Province held an investment attraction event for agricultural produce from underprivileged areas to improve the marketization of characteristic agricultural produce and increase farmers’ incomes. This event, focusing on demonstrating the characteristic agricultural produce of underprivileged areas, encouraged and supported enterprises both based in and beyond the province to participate in the development of agricultural industries in these areas, prompted enterprises to invest their information, funds, technology and management in the entire production, supply and marketing chains of agricultural produce, and advanced poverty alleviation work of destitute areas in Yunnan Province through developing agricultural industries.

Henan Province has launched the 2019 Welfare Lottery Student Aid Project of “Facilitating Poverty Alleviation• Lighting up Students’ Dreams”. A total of four million yuan will go into the project to help 800 impoverished students in Henan Province, which means each of them will receive 5,000 yuan at one time. Eligible recipients include freshmen admitted by first- and second-tier universities this year and in face of financial burden, and they should come from archived impoverished households or families receiving subsistence allowances. If a qualified student has received aids from other projects, he/she will be removed from the recipient list.

The largest co-built village-level PV power station for poverty reduction in Qinghai Province was set up—a 29.1 MW village-level PV poverty-relief power station at Maqin County, Golog Tibetan Autonomous Prefecture, Qinghai Province was connected to the power grid and began power generation. It is estimated that, after the PV power station goes into operation, its annual power generation capacity could reach 40 GWh with proceeds over 20 million yuan. It will create opportunities for 4,231 archived impoverished households in 63 destitute villages and five counties within its service scope to start businesses and find new jobs, and give steady financial support to poverty reduction efforts.

More than 6,800 poverty-stricken people in Jilin Province have found jobs in the first half of 2019, accounting for over 70% of impoverished labor force intent on finding jobs. In the second half of the year, Jilin Province will work on the following aspects to reduce poverty, including improving the quality of employment services, providing vocational training to the impoverished labor force and advancing poverty-relief labor service collaborations within and beyond the province. In the meantime, it will focus on targeted poverty alleviation and key targets, ardently fulfill its responsibilities and endeavor to lift the poorest people out of poverty.

Sichuan Province: The province will reinforce 1,404 reservoirs in impoverished areas before the main flood season next year. The 1,404 reservoirs are major sources of drought relief and drinking water in poor areas. Most of them were built in the 1960s and 70s, so they are more or less worn down during the operation of several decades. In order to capitalize on their functions in poverty reduction, Sichuan is going to renovate these facilities with special funds.

Ningxia Hui Autonomous Region has enabled all archived impoverished people to benefit from endowment insurance. At present, the amount of basic pension in Ningxia has been raised to 148 yuan; an increasing number of destitute areas are incorporated into the endowment insurance system; all eligible archived impoverished people aged over 14 are covered by the endowment insurance system for urban and rural residents. Up to May 2019, all the 525,100 archived impoverished people were insured, and 96,500 of them who still struggled with poverty were incorporated into the system as well.

Public Poverty Alleviation and Charity News:

The online activity titled “Combat Poverty • Build an All-round Moderately Prosperous Society—Shaanxi in Action” was officially launched. Journalists from over 30 central and provincial-level media will visit Hanzhong, Ankang, and Shangluo in a week to make reports on poverty alleviation through developing agricultural industries, employment, society, education, housing security of farmers and enhancement of the rural environment in destitute areas. They will report touching stories about how cadres and people in poor areas, especially destitute areas of Shaanxi overcome daunting difficulties and make concerted efforts to genuinely shake off poverty.

The First China Poverty Alleviation Photography Exhibition was opened in Danzhai, Guizhou Province. A total of 100 pieces has been selected from 26,500 photos contributed through official channels as a vivid reflection on China’s remarkable achievements of poverty reduction. Ten excellent photographers creating these 100 pieces will each receive 50,000 yuan from the “Photography Funds for Poverty Alleviation” as a reward, supporting them to continue taking photos related to poverty reduction and rural rejuvenation. In this way, they have become deeply involved in China’s fight against poverty and rural rejuvenation strategy with their camera.
