State and Ministerial Policy News:

During the investigation in Qinghai Province, Wang Yang emphasized that we should be committed to our works on religious affairs and poverty alleviation to lay a solid foundation for long-term stability in Tibetan areas. Furthermore, he stressed that fighting poverty in Tibet is about not only economics but also politics. We will give priority to meeting the basic living needs of rural poor populations and helping them have access to compulsory education, basic medical services, and housing, reduce the dropout rate of rural students, and strengthen drinking water safety, housing safety and endemic disease prevention and control. We will develop and strengthen yak breeding, highland barley growing, plateau tourism, minority handicrafts, and other local and green industries. And progress will be made to promote poverty alleviation through consumption, enhance resilience and improve stability in poverty alleviation.

The 2019 nationwide teleconference on poverty alleviation through improving healthcare was held in Beijing to ensure the work in this year and the next. The conference clarified that further measures will be implemented to solve the prominent problems to ensure access to the basic medical and health services to combat poverty. In addition, it required more endeavors should be made to strengthen the ideological, political and action consciousness in poverty alleviation. For that, under the leadership of the Party committee and government, all departments must jointly make concerted efforts to overcome difficulties.

The China Banking and Insurance Regulatory Commission, Ministry of Finance, the People's Bank of China and the Poverty Alleviation Office of the State Council jointly issued Notice on Further Standardizing and Improving the Management of the Micro-credit for Poverty Alleviation, to regulate the management of microfinance programs. The Notice reiterates key points in the policy of the micro-credit for poverty alleviation, namely, "less than 50,000 yuan; within three years; free collateral and free mortgage; bank lending based on the benchmark interest rate; financial discount; risk compensation fund for county construction”. These programs should be targeted at archived poor households who have lifted themselves out of poverty, and the age limit for borrowers can be extended to 65 years old.

The national symposium of directors of the offices of poverty alleviation held in Beijing concluded the poverty alleviation work in the first half of 2019, analyzed the situation, examined the problems, explored and arranged the further work in the second half, and shared practices and experience in different regions. Liu Yongfu presided over the symposium and stressed that local governments should continue to make solid progress in rectifying problems, lightening the burden at the grass-roots level, deepening poverty alleviation through consumption, and strengthening summary and publicity. That is how we can promote high-quality victory in the battle against poverty, and explore an effective connection between poverty alleviation and rural vitalization strategies.

Local Poverty Alleviation News:

Chongqing gives full play to the advantages of insurance in poverty alleviation by introducing three kinds of insurance: targeted poverty alleviation insurance, industrial poverty alleviation insurance, and poverty-returning prevention insurance, to ensure protection for the local poor people. Compared with financial subsidies, poverty alleviation insurance can highlight the efficiency of financial poverty alleviation funds and fill the gap. Compared with social insurance, it can expand the coverage and improve the level of risk protection, and enhance the resilience of poor people. Compared with civil assistance, its advantages lie in the more stable mechanism and the intensified efficiency of civil assistance funds.

Shandong Province sets up a sci-tech poverty alleviation service team to provide sci-tech support to help poor households shake off poverty. The service team is mainly based on the distribution of villages which are the focus of poverty alleviation work in relevant counties (cities and districts) of Shandong. It is also combined with the implementation of sci-tech poverty alleviation, as well as sci-tech services and needs. The services will rely on agricultural science and technology parks, agricultural science posts, Star and Innovation Community, science and education bases, and leading departments of agricultural projects.

A total of 17,000 impoverished workers have found jobs via poverty alleviation through skill training in Liaoning Province. Liaoning has implemented a three-year action plan for the critical battle against poverty via human resources and social security. In doing so, the province enables poor laborers to have access to vocational training, and ensures stable employment, increased income and poverty alleviation for poor labor. A total of 17,000 poor labor able and willing to work have got employed via poverty alleviation through skill training, accounting for 28.8% of the total unemployed poor labors in the province.

Guizhou Province launches the “summer and autumn decisive battle”, striving to achieve the targets of 2019. The campaign lasting from July to December will focus on issues like extreme poverty, industrial revolution, “two no worries and three guarantees” (no worries about food and clothing, guarantees for compulsory education, basic medical services and housing) and reduction of poor population, so as to concentrate valuable resources to launch a “decisive battle”. The purpose is that in 2019 more than 1.1 million rural poor people will shake off poverty, which means the remaining rural poor people in 19 non-poverty-stricken counties and 33 poverty-alleviated counties will shake off poverty.

Jiangsu Province awards 92 million yuan as incentive bonuses for poverty alleviation in 2018, rewarding key provincial counties (districts) in need to fight poverty. The bonuses are based on the evaluation and recommendation of five districts and municipalities in northern Jiangsu, and the five counties (districts) with excellent performance are rewarded 10 million yuan each. At the same time, the seven counties (districts) which have made new breakthroughs in actively exploring approaches to poverty alleviation, innovative measures, and solutions to difficulties in poverty alleviation, are awarded a single prize of 6 million yuan each.

Yunnan Province launches special incentives for combating poverty and tackling difficulties for public institutions in poverty-stricken areas like “three regions and three prefectures,” so as to encourage the continued participation of prize-winning units and individuals. The special incentives cover outstanding staff and groups in the implementation of poverty alleviation for the party and the country in public institutions in Diqing, Nujiang in the “three regions and three prefectures” (Tibet Autonomous Region, Tibetan regions in four provinces, southern parts of Xinjiang Uygur Autonomous Region, Liangshan Yi Autonomous Prefecture in Sichuan Province, Nujiang Lisu Autonomous Prefecture in Yunnan Province, and Linxia Hui Autonomous Prefecture in Gansu Province) and other poverty-stricken counties. Besides, grass-roots public institutions enjoy priority in this reward.

Shaanxi Province vigorously develops local characteristic products to help poor households get rid of poverty and increase their income. This year, relying on the development model of “one county, one product; one county, one industry”, Shaanxi promotes poverty alleviation through industry and has initially established a resource pool composed of more than 30 characteristic products, covering all poverty-stricken areas in the province. In that way, poor areas are assisted to develop, foster and declare products protected by geographical indications, and strengthen characteristic pillar industries.

The “poverty alleviation workshop for females” enhances “resilience” for poor women in Gansu Province to get rid of poverty, and helps 24,500 poor women get employed. Gansu has built 442 such workshops to help 24,500 poor women get employed locally or nearby, with a per capita monthly income of about 1,800 yuan. This year, 10 million yuan has been coordinated for the construction of such workshops in destitute areas, and more than 1,300 people in charge of the workshops and female backbone staff have been trained in 25 rounds.

The site meeting of poverty alleviation through ecology in Three-North Regions (north, northeast and northwest China) was held in Guyuan City, Ningxia Hui Autonomous Region. Over the past 40 years, the Three-North Shelter Forest Program has completed 30.143 million hectares of afforestation and preservation area, achieving remarkable results in poverty alleviation through ecology. In the future, the Three-North Program will continue to intensify efforts to complete 10 million mu of afforestation every year, and promote the sustainable and healthy development of poverty alleviation through ecology in the Three-North Area by promoting ecological restore and protection and developing the ecological industry.

Public Poverty Alleviation and Charity News:

The 2019 acceptance of student loans by China Development Bank has been fully launched. In order to answer the questions of student loan policies in time and more accurately, China Development Bank has set up “95593 Call Center for Student Loans” to provide 24/7 answer service. In addition, in view of the mountainous and other areas with inconvenient transportation, the bank has set up loan service stations in towns and high schools. It is expected that in 2019, more than 1,100 delegated stations will be set up to enable students to “borrow loan at home”.

China Internet Development Foundation went to Foping County, Shaanxi Province to carry out donation activities for poverty alleviation. Donations include: China Internet Development Foundation donated 1.3 million yuan to support the development of local mushroom and Arenga engleri industries; Lichee APP donated 1 million yuan to support the construction of the workshops of Yinchanggou Village Arenga Engleri Cooperative; Beijing Enfu Health Science and Technology donated 800,000 yuan worth of intelligent medical equipment and software systems; Ifeng.com donated 120,000 yuan worth of computers and office equipment and 80,000 yuan in cash. Chinese Literature Foundation donated more than 6,500 books worth 200,000 yuan.
