State and Ministerial Policy News:

Hu Chunhua, during his field study on the work of poverty alleviation in Guyuan, Ningxia Hui Autonomous Region, stressed the urgency of guaranteeing people basic medical insurance, compulsory education, safe housing and safe drinking water. Hu mentioned that at current stage, the work of poverty alleviation should focus on making all the impoverished people in rural areas enjoy the four things as mentioned above. We should, in accordance with the requirements of President Xi Jinping, comprehensively clarify the responsibilities, identify the gaps, rectify the defects and firmly implement all the policies and measures.

The State Council Leading Group Office of Poverty Alleviation and Development held a symposium on the cultivation of entrepreneurs who can lead others to a decent life in the poor villages across the country in Yanbian Prefecture, Jilin Province, and Ou Qingping, Deputy Director of the Office, attended the symposium and delivered a summary speech. The Office attaches great importance to the cultivation of entrepreneurs in the poor villages, which has been included in the top 10 projects for targeted poverty alleviation. It has respectively held meetings in Guyuan, Ningxia Hui Autonomous Region and Shanglin, Guangxi Province to promote the cultivation of entrepreneurs who can lead others to a decent life, set up three training bases and developed a batch of typical cases and excellent models.

The White Paper on Protecting the Rights and Interests of Persons with Disabilities: A total of 6.76 million persons with disabilities have got out of poverty in the recent decade, and 9.484 million of such people have got employed in 2018. Since 2011, it has helped nearly 13 million persons with disabilities to engage in production activities through poverty relief efforts, and as a result 6.76 million have got out of poverty. Across the country, 5,490 poverty alleviation centers for persons with disabilities have been set up, employing 881,000 persons with disabilities and helping to increase the income of 1.769 million households with one or more disabled members.

The first batch of 107 counties have launched activities to ensure the quality of agricultural products in impoverished areas through pairing-off support. The activity, lasting from August 2019 to the end of 2020, will give full play to the advantage of quality and safety system of agricultural products as well as the driving function of the demonstration counties, so as to lead the destitute areas to carry out the responsibility of ensuring quality and safety of agricultural products, strengthen brand image and promote the market, and eventually revitalize the industries in these areas and win the battle against poverty.

Local Poverty Alleviation News:

A total of 1.13 million people have shaken off poverty in Liupan Mountain areas in four provinces of Shannxi, Gansu, Qinghai and Ningxia. The numbers of people in this area that have got rid of poverty are 266,500 in Shaanxi, 581,200 in Gansu, 186,900 in Qinghai, and 95,000 in Ningxia respectively. And the incidences of poverty have been reduced to 3.18% in the part of Shaanxi, 6.62% in the part of Gansu, 1.6% in the part of Qinghai and 5.2% in the part of Ningxia respectively. The work of poverty alleviation has achieved a great result in the whole areas of Liupan Mountain.

Tianjin: An activity of poverty alleviation through tourism with a hundred travelling groups has been formally launched in Binhai New Area. This activity will provide a platform for the cooperation with Gansu Province, Qinghai Province and Chengde, Hebei Province, as well as the rich tourism resources in areas receiving the supports from Tianjin. It aims at encouraging people to have trips to these areas and thus to carry out targeted poverty alleviation. Ten travelling agencies in Binhai New Area have carefully designed over 60 high-quality tourist routes to areas receiving the supports. A hundred travelling groups are planned to visit these areas in the first batch.

Zhejiang Province has officially launched the agricultural poverty alleviation center in its cloud platform for government procurement, which will increase the income of farmers through consumption. In the platform, there are plenty of quality agricultural products from provinces receiving supports from Zhejiang, regions involved in the eastern and western collaboration on poverty alleviation and other impoverished areas. Zhejiang strongly encourages logistics departments such as self-run canteens and supermarkets of administrative institutions, state-owned enterprises including local financial ones and trade unions at all levels throughout the province to purchase through the platform, in order to advance the targeted poverty alleviation.

Shandong Province has adjusted the policy of basic medical insurance to increase the coverage of guarantee for impoverished people. The deductible line for serious disease insurance of impoverished population has been lowered from 6,000 yuan to 5,000 yuan. The reimbursement rates for serious disease insurance of poor people have been changed from four phases into three phases and for each phase the rate has been increased by 10% with the highest one reaching 85%. Also, the cap line of reimbursement, 500,000 yuan, has been cancelled. All of these measures have greatly reduced the burden of medical care for people living in poverty.

Shaanxi Province: In the past three years, nearly 8,000 social organizations have been encouraged to participate in poverty alleviation. These organizations have carried out activities for poverty alleviation in various fields, such as industries, healthcare, charity and voluntary service. A total of 3.5 billion yuan has been invested in these activities, helping over 460,000 impoverished households and making great contributions to the work of poverty alleviation in Shaanxi Province.

Sichuan Province has released its achievement on poverty alleviation during the past six months, with great improvement on two no worries and three guarantees (no worries of food and clothing, guarantees of medicare, compulsory education and housing)”. By the end of June, 100 percent of the 500,000 people planned to shake off poverty in 2019 throughout the province have enjoyed the compulsory education and basic medicare, 86 percent of them have lived in the safe houses; over 95 percent of the 1,482 villages scheduled to get rid of poverty have tarmac and cement roads and access to internet; over 96 percent of the 31 counties expected to be removed from the list of poverty have standard key schools and healthcare centers in towns, and more than 87 percent of them have standard service centers for people.

Gansu Province has created a tourism ring both “inside and outside the province” to promote the green poverty alleviation. Located at the intersection of the Loess Plateau, Tibetan Plateau and Inner Mongolian Plateau, Gansu, with 70 percent of its tourism resources in rural areas, has conditions and abilities to combine the development of tourism with the work of poverty alleviation. It has made every effort to promote the project of poverty reduction through tourism, actively participated in the construction of the tourism ring in “three regions and three prefectures”( The “three regions” refers to Tibet, four prefectures of southern Xinjiang—Hotan, Aksu, Kashi, and the Kirgiz Autonomous Prefecture of Kizilsu, and the areas of Sichuan, Yunnan, Gansu, and Qinghai provinces with large Tibetan populations; the “three prefectures” are Liangshan in Sichuan, Nujiang in Yunnan, and Linxia in Gansu.), and contributed to the work of poverty alleviation and the revitalization of villages.

Hotan, Xinjiang Uygur Autonomous Region has established the “Shoe Capital along the Silk Road” to help the farmers and herdsmen lift themselves out of poverty. In recent years, Hotan, through seizing the opportunities brought by the “Belt and Road Initiative”, has taken the development of labour intensive industry as a major measure to fight against poverty and contributed to the construction of “Shoe Capital along the Silk Road”. Currently, the shoes industry has taken shape in Hotan, with the number of factories growing from 3 in 2017 to 67 at present. It is estimated that the production capacity of finished and semi-finished shoes will exceed 80 million pairs in 2019, and a total of 23,000 farmers and herdsmen will benefit from it, realizing poverty alleviation and income increase through improvement of employment in local area.

Public Poverty Alleviation and Charity News:

Tibet Autonomous Region has explored measures of ecological poverty alleviation, and launched the project of subsidizing impoverished students through recycling waste paper. The project, jointly initiated by the Charity Federation of Tibet Autonomous Region and the Tibet Yixing Social Welfare Service Center, is a public welfare project in Tibet in response to the initiative of "Charity through A Piece of Paper" proposed by the China Charity Federation. By the beginning of July 2019, a total of 39 district-owned enterprises and social enterprises answered the initiative and collected nearly 40,000 kilograms of used newspapers and cartons, raising more than 35,000 yuan.

Since its establishment in 2016, Central SOEs Industrial Investment Fund for Poor Area has invested 72 projects with 13.936 billion yuan. Central state-owned enterprises, as the important force for poverty alleviation, has helped 246 national key impoverished counties (accounting for 42% of the total), 21 ones in Tibet and 16 ones in Qinghai Tibetan Area through pairing-off support. The Fund also has raised over 100 billion yuan from the society for the poverty-stricken areas through direct investment, establishment of sub-funds in key provinces and launch of alliance for poverty alleviation.
