State and Ministerial Policy News:

Liu Yongfu, during his field study in Xinjiang, stressed that we should ardently fulfil our responsibilities and focus on priorities to win the battle against poverty. The activity of “Private Enterprises’ Trip to Southern Xinjiang” was launched on August 2 in Kashgar, Xinjiang Uyghur Autonomous Region, initiating the battle against poverty in the impoverished areas of Southern Xinjiang with the support from private enterprises. Liu Yongfu, Head of The State Council Leading Group Office of Poverty Alleviation and Development, attended and delivered a speech at the activity. Since the activity was launched in March this year, private enterprises in Eastern and Central China have signed 176 projects for poverty alleviation with the four prefectures in Southern Xinjiang (including Hotan Prefecture, Aksu Prefecture, Kashgar Prefecture and Kizilsu Kyrgyz Autonomous Prefecture), with the total investment of 31.7 billion yuan and an estimation of 200,000 newly added jobs.

Recently, Ministry of Transport and other seven departments have jointly issued Opinions on advancing the development of “four good rural roads” (roads that are well-built, managed, protected and operated) in rural areas. It is stated in the Opinions that we should implement the “project of addressing inadequacies of the poverty alleviation work” to speed up the transportation development in the countryside with the focus on the construction of tarmac and cement roads and access of buses in the poverty-stricken areas. By 2025, the road network in rural areas will be completed in a reasonable layout, connecting those regions with cities, providing safe and fast journey as well as quality service for people, and granting the local areas with green economies.

Ministry of Housing and Urban-Rural Development, Ministry of Finance and State Council Leading Group Office of Poverty Alleviation and DevelopmentBy the end of June 2020, the renovation of 1.352 million dilapidated houses across the country should be completed. The three departments have jointly issued Notice on Further Renovating Dilapidated Rural Houses to Win the Battle against Poverty. Currently, a total of 1.352 million dilapidated households, including the 643,000 archived impoverished, in four key categories throughout the country have the need for renovating their houses, and the renovation should be completed by the end of June 2020. The central government has increased the subsidies by 2,000 yuan per household for people included in the four categories to renovate their rural houses in 2019.

Ministry of Agriculture and Rural Affairs: More than 4,100 expert groups on poverty alleviation through industry have been set up in 832 poverty-stricken counties over the country. In recent years, the Ministry of Agriculture and Rural Affairs has organized 120,000 scientific research and teaching staff and 540,000 agricultural technicians from national agricultural science and education system to participate in the main battle field against poverty. More than 4,100 expert groups of poverty alleviation through industry have been set up in 832 poverty-stricken counties across the country, all of which have been covered with specially hired agricultural technicians and with agricultural technology services in poor villages, thus enhancing the quality and efficiency of the agricultural industry in impoverished areas as well as the endogenous driving force and self-development capacity of the poor people.

Ministry of Industry and Information Technology: The coverage of poor villages having access to broadband is going to reach 98 percent, and the rural areas will enjoy the “same internet at the same speed” as the urban areas. In the next stage, the Ministry will expand the scope of telecommunication services, striving to cover all the rural habitats with over 20 households in need with 4G network. Besides, through the cooperation with relevant departments, the Ministry will improve the Internet access of schools in rural and remote areas, and launch the pilot project of “Internet + Poverty Alleviation through Healthcare”.

Local Poverty Alleviation News:

Since the launch of 13th Five-Year Plan, Beijing has invested 1.54 billion yuan to support Tibetan areas in Qinghai in shaking off poverty. From 2018 to 2020, an additional 300 million yuan are allocated to supporting Yushu Tibetan Autonomous Prefecture to fight against poverty. A total of 83 percent of these funds will be invested in grassroot units and sectors directly related to the interests of archived poor farmers and herdsmen, which include industries and employment, education and healthcare, as well as house renovation. In 2019, Beijing has increased financial support to Tibetan areas in Qinghai by 480 million yuan.

Jilin Province has opened supermarkets for poverty alleviation through culture and tourism, providing convenience for impoverished people to sell their agricultural products. These supermarkets are set up to serve as a trade platform for featured agricultural products of poverty alleviation, introduce them to the market, and extend their distribution channels. The featured agricultural products with high quality will be sold at low prices in these supermarkets so as to attract people to consume, thus improving the income of poor people and advancing the development of industries of poverty alleviation through culture and tourism.

This year, Shandong Province will launch an initiative to address the problems of poverty alleviation, putting an end to all kinds of substandard poverty alleviation works such as faked projects and accounts, the misuse of funds and one-off alleviation. The province will work hard on the inspection of problems, shortcomings and inadequacies existing in its work. Great attention will be given to problems found through the surveys and inspection, as well as those reported by the people. The government will improve their work as they have learned, checked and knew the problems.

The investment fund for green industries of poverty alleviation set up by Guizhou Province has effectively increased the income of people living in poverty-stricken areas. By now, Guizhou has invested 476 projects with 27.8 billion yuan, supporting 613 enterprises. Another 605,200 mu of vegetables, 281,500 mu of tea, 222 million edible fungi and 91,300 mu of Chinese medicinal herbs have been planted, and 57 million ecological poultry have been raised. Totally, 283,500 people have lifted themselves out of poverty, including 95,200 archived impoverished people.

Yunnan Province: From 2012 to 2018, the poor population has significantly decreased, and the living conditions of poverty-stricken households have been greatly improved. Over the past six years, the number of rural poor people in Yunnan has decreased from 8.04 million in 2012 to 1.79 million in 2018, a cut of 6.25 million in total. Also, the incidence of rural poverty has dropped from 21.7% in 2012 to 4.8% in 2018, a cumulative decline of 16.9 percent. Meanwhile, the per capita disposable income of rural residents in poor areas in Yunnan has increased from 4,749 yuan in 2012 to 9,595 yuan in 2018, an annual growth of 12.4% on average.

Hainan Province has issued the 2019 Provincial Special Action Plan on Poverty Alleviation through Medicare, demanding that all eligible impoverished people in rural areas should enjoy the basic medical insurance. According to the Plan, rural poor people will receive full subsidies from urban and rural medical assistance funds for their individual contributions to basic medical insurance, and the coverage of basic medical insurance and serious diseases insurance for rural poor people will reach 100% by 2019.

Gansu Province, by transmitting labor force, has promoted the collaboration on poverty alleviation between the eastern and western regions and increased the employment opportunities of local poor people. Since the launch of collaboration on poverty alleviation between the eastern and western regions, Gansu, together with Tianjin, Xiamen, Fuzhou and Qingdao, has set up offices in partner cities and regions to facilitate labor dispatching. Currently, a total of 12,600 poor labors have been transferred from Gansu to the mentioned four cities, which has effectively improved the employment and the income of poor people.

Ningxia Hui Autonomous Region will continue to make efforts to alleviate poverty through financial means, with the balance of poverty alleviation loans exceeding 62.5 billion yuan. The bank and insurance industries in Ningxia have encouraged all sectors of society to concentrate their resources and forces on the poverty-stricken areas. By the end of June this year, the balance of poverty alleviation loans of the banks in Ningxia had reached 62.566 billion yuan, an increase of 24.323 billion yuan over 2016. The project of "Insurance for Poverty Alleviation" has gradually covered archived poor households with four types of insurance, namely, supplementary medical insurance for serious diseases, family accident insurance, accidental injury insurance for borrowers, and insurance for competitive industries, providing a total of 366.305 billion yuan for risk guarantee and 223 million yuan for compensation.

Tibet Autonomous Region has taken various measures to promote poverty alleviation through healthcare, and the phenomenon of people reducing to or returning to poverty because of illness has been alleviated. Tibet has formed a multi-level medical insurance system based on the medical system in agricultural and pastoral areas, supplemented by serious diseases insurance and supported by medical assistance. The policies and insurance of medical system have covered all the people in the agricultural and pastoral areas, providing 100% reimbursement and compensation for hospitalization and neonatal rescue expenses of pregnant and lying-in women in poverty-stricken areas. As a result, the number of poor people in Tibet has dropped from 63,400 in 2016 to 11,800 in this year.

Public Poverty Alleviation and Charity News:

Tianjin: The online poverty alleviation activity titled “All of us should shoulder our own responsibility and participate in poverty reduction” has raised nearly 100,000 yuan. The activity was jointly initiated by Red Cross Society of China Tianjin Branch, Tianjin Charity Association, Tianjin Chamber of Commerce for New Media. It aims to, through network platform, encourage social forces such as mass groups, social organizations and good-hearted people to actively participate in the collaboration on poverty alleviation between the eastern and western regions, thus improving the living conditions of poor people in Gansu province, Chengde City and other places.
