State and Ministerial Policy News:

Xi Jinping: We should make sure people who have got out of poverty enjoy a better and better life. During his visit to Henan Province, President Xi went to Dongyue Village, Wenshu County, Guangshan Town to inspect the results of poverty alleviation in the village and the work of the General Office of the CPC Central Committee. He stressed that we should help people gain access to education and build up confidence in lifting themselves out of poverty. As it is better to teach a man to fish than to give him fish, we should ensure that they have abilities to live a better life after getting rid of poverty. The pursuit of a happier life is the eternal theme and we will never stop our steps.

Hu Chunhua, during his field study in Shaanxi Province, stressed that we should improve the efficiency and quality of poverty alleviation through rectifying problems. We must adhere to the established standards and prohibit unauthorized adjustment to these standards or blind expansion of the scope. We should speed up the establishment and improvement of a long-term mechanism for steady poverty alleviation, strengthen support for poverty alleviation through industries, employment, education and health, and effectively prevent short-term actions. We should seriously review the previous work, focus on solving prominent problems in realizing "three guarantees (guarantees of medicare, compulsory education and housing)" and drinking water safety, and give follow-up support for poverty alleviation through relocation. We should strengthen the discipline in the work of poverty alleviation, forcefully forbid formalism and bureaucracy, improve assessment and supervision, and lighten the burden at the grassroots level.

Departments such as the Publicity Department of the CPC Central Committee donated TV sets to the old revolutionary bases and poor areas. On the occasion of the 70th anniversary of the founding of the People’s Republic of China, the Publicity Department of the CPC Central Committee, the General Office of the Central Spiritual Civilization Development Steering Commission, as well as the National Radio and Television Administration and the China Media Group donated over 620,000 TV sets to archived impoverished households in Central Soviet Area in Jiangxi, Fujian, Guangdong, old revolutionary bases in Shaanxi, Gansu and Ningxia, contiguous poor counties and national key counties for poverty alleviation and development.

Local Poverty Alleviation News:

Haidian District in Beijing has established an “alliance of a thousand stores for poverty alleviation through consumption” to expand the distribution channels for commodities from poor areas. In detail, the small and medium-sized community retail outlets in Zhongguancun will unite to support the sales of characteristic products from the poor areas, establish and improve the direct supply chain from these areas to the consumption communities, and form a normalized resource sharing mechanism, on which a supplying system of supporting poverty alleviation through consumption in Haidian communities will be established to lead the industrial upgrading of the poor areas, and thus realizing the "long-term, stable and reciprocal cooperation" between places of production and marketing.

The Matchmaking Event of Gansu Quality Goods for Poverty Alleviation through Consumption has been held in Tianjin. The purpose of this event is to connect various quality and special agricultural products to the great market in Tianjin through the collaboration on poverty alleviation between the eastern and western regions, and to build a sales platform for Gansu's products in Tianjin so as to expand the sales scale of these products in Tianjin and even in the whole country by taking advantage of Tianjin’s market and marketing channels, thus advancing the poverty alleviation work in Gansu. The Provincial Department of Commerce of Gansu has organized trade fairs for more than 300 special products such as lilies, apples, wolfberries, beef and mutton, small grains and so on.

Chongqing: We will take specific measures to maintain “five focuses” on poverty alleviation through network. Specifically, we will focus on the destitute areas by prioritizing them in projects and initiatives of network poverty alleviation; we will focus on people with special difficulties by providing them with targeted network services; we will focus on enhancing endogenous power by cultivating a number of "online celebrities in rural areas"; we will focus on digital rural strategy by promoting the development of information technology in poverty-stricken areas; we will focus on improving cohesion by telling inspiring stories of poverty alleviation through new media and means. In all, we will stick to the goals, look into problems, and take precise measures.

Hubei Province has made decisive progress in the battle against poverty, with a total of 5.556 million people having lifted themselves out of poverty in the past six years. During the six years from 2013 to 2018, a total of 4,021 poor villages and 20 poor counties have got rid of poverty in Hubei Province, with the incidence of poverty dropping from 18.8% at the end of 2012 to 2.4% at the end of 2018, and an average of more than 920,000 people having shaken off poverty each year. In the next step, the infrastructure construction, characteristic industries and livelihood projects in six still destitute counties and three counties which have just got out of poverty in the province will enjoy priority to be included into the national investment plan, so as to proceed with the work of poverty alleviation and increase people’s income.

At the end of August 2019, the balance of micro-credit loans for poverty alleviation in Shanxi Province has amounted to 11.842 billion yuan, supporting 253.7 million archived poor households. From 2015 to now, Shanxi Province has issued 20.56 billion yuan of micro-credit loans for poverty alleviation to 433,500 archived poor households. Shanxi has ranked among the top seven in China as to the amount of micro-credit loans for two consecutive years from 2017 to 2018. Up to now, a total of 483 cooperatives specialized in poverty alleviation for farmers have utilized 1.208 billion yuan of micro-credit loans to advance ecological poverty alleviation and local characteristic industries, and thus increasing the income of more than 70,000 poor households.

Shaanxi Province has launched the dynamic management of and revisit impoverished people to ensure that its annual task of poverty alleviation can be accomplished with high quality. Thus, the provincial government requires all local departments to carefully collect, verify, input and update relevant information, especially information on poverty alleviation measures for impoverished households, and effectively address the inaccuracy, incompleteness and incorrectness of data in the national information system of poverty alleviation and development as well as the provincial data platform of poverty alleviation, and strengthen the management with steps of analyzing and studying, as well as revisiting households so as to avoid formalism, increasing the burden on grass-roots units and repeatedly disturbing people.

Gansu Province has promoted the construction of “four good rural roads (roads that are well-built, managed, protected and operated)” to alleviate poverty. All regions in Gansu Province have developed their industries and thus increased people’s income with the aid of the roads. The local governments have connected their industrial bases, tourist attractions and various parks with “four good rural roads”, constructed 1,541 km of roads for tourism, resources and industries, hardened 6,008 km of pilot roads in the “thousands of beautiful villages”, and established a batch of beautiful and characteristic towns for living, work in and tourism alongside, thus effectively increasing the income of impoverished households.

Qinghai Province has allocated 6.6 billion yuan for poverty alleviation through relocation. Since 2016, Qinghai has taken poverty alleviation through relocation as its major and representative project. It has steadily promoted poverty alleviation through relocation by offering places and jobs for the relocated poor households. Up to now, Qinghai has allocated 6.6 billion yuan for poverty alleviation through relocation, building 272 settlements and 52,000 houses for 200,000 relocated people.

Inner Mongolia Autonomous Region has strengthened the role of social subsistence assistance in poverty alleviation. So far, the number of archived poor people who have received social subsistence assistance in rural and pastoral areas throughout the Region has reached more than 440,000. By the end of June this year, a total of 380,000 archived poor people in the Region have been covered with subsistence allowances, and 61,900 of them with disabilities have been granted with the basic living allowances, and 348,000 of the later suffering from the extreme poverty have been provided with nursing care subsidies.

The incidence of poverty in Tibet Autonomous Region has been reduced to less than 6%, and the living conditions of its people have been greatly improved. In 2018, the per capita disposable income of urban and rural residents in Tibet Autonomous Region respectively reached 33,797 yuan and 11,450 yuan. More than 70% of the poor counties and 80% of the poor people have got out of poverty. Local education has witnessed a rapid progress thanks to the implementation of the policies of "three guarantees" and 15-year free education, with the average length of education per capita reaching 9.55 years. Medical and health care has greatly improved, and life expectancy per capita has increased from 35.5 years before the peaceful liberation in 1951 to 70.6 years now.

Relocation is the most effective measure to alleviate poverty in the four prefectures of Southern Xinjiang (Kashgar Prefecture, Hotan Prefecture, Aksu Prefecture and Kizilsu Kirgiz Autonomous Prefecture). By October 2017, people who are still suffering from poverty in the four prefectures in Southern Xinjiang had accounted for more than 90% of the impoverished population in Xinjiang. Under the 13th Five-Year Plan, more than 30,000 households with nearly 140,000 people in the four prefectures have been relocated to other places, accounting for 87% of the total of relocated people in Xinjiang. In addition, according to the causes of poverty of the relocated population, the government has made customized policies for each person, each household and each village to support the continuous development of industries through combination of the local resources.

Public Poverty Alleviation and Charity News:

The Sinopec Group has launched the trade fair for poverty alleviation, namely the second “Easy to Enjoy” Festival. A total of 29 manufacturers from eight counties which receive supports from the Sinopec Group, as well as 103 manufacturers from counties which receive supports from five central departments and seven state-owned enterprises, have been invited to the trade fair to display 775 products. Besides, the organizer also held a seminar to discuss the mode of poverty alleviation through consumption, and the representatives from the invited state-owned enterprises shared their methods and experiences on the theme and put forward effective measures to alleviate poverty through consumption.
