State and Ministerial Policy News:

Xiao Jie, State Councilor and Secretary-General of the State Council stressed during his investigation trip to Zhangbei and Huaian, two counties in Zhangjiakou paired up with the General Office of the State Council in their poverty reduction efforts, that solid steps should be taken to facilitate the paired-up poverty relief program and ensure high-quality poverty alleviation. He investigated the poverty relief work in resettlement districts for impoverished people, bases for local agricultural products, manufacturing businesses and community-level hospitals. In addition, he emphasized the need to enhance the driving force of industries, vigorously work on prominent problems of “two no worries and three guarantees (no worries about food and clothing, guarantees of compulsory education, medicare and housing)”, improve the paired-up poverty relief mechanism, and resolutely win the tough battle against poverty.

The National Development and Reform Commission and the other three ministries jointly published the Notice on Supporting the Facilitation Projects on Poverty Alleviation Through Internet, emphasizing the work to accelerate the expansion of Internet coverage. Efforts should be made to support information infrastructure development in impoverished areas and improve broadband speeds and coverage; to support the R&D and application of practical mobile devices to satisfy the need of people in impoverished areas; and to back up the R&D of mobile applications for poverty alleviation through Internet and promote the audio and video technologies designed for ethnic groups.

State Forestry and Grassland Administration: Over 90 percent of Chinas ecological poverty relief task has been completed. Since 2016, a total of 16.7 billion yuan of central and local government funds have been allocated to select and engage one million archived impoverished people as forest guards; the central government has assigned funds amounting to over 150 billion yuan for forests and grasslands in poverty-stricken areas and established 21,000 specialized cooperatives for ecological poverty alleviation to comprehensively boost the initiative and continuously motivate the impoverished population to shake off poverty through involvement in ecological improvement and protection.

National Health Commission: A total of 368 counties of extreme poverty have received special funds for supporting medical services. Since the beginning of 2019, the central government has transferred 4.7 billion yuan to areas of extreme poverty like the “three regions (Tibet, four prefectures of southern Xinjiang—Hotan, Aksu, Kashi, and the Kirgiz Autonomous Prefecture of Kizilsu, and the areas of Sichuan, Yunnan, Gansu, and Qinghai provinces with large Tibetan populations) and three prefectures (Liangshan in Sichuan, Nujiang in Yunnan, and Linxia in Gansu)” to finance local health programs, reporting a year on year increase of 72 percent. Special programs have been devised to assign special funds to support 368 destitute counties in improving medical services in counties, townships and villages.

State Council Leading Group Office of Poverty Alleviation and Development: Progress has been made in coordination on poverty reduction between the western and eastern regions, and poverty alleviation though consumption has become its new highlight. By the end of August, the eastern region has purchased and sold in total an 8.436 billion yuan worth of local agricultural products of the paired areas. Over the past three years, nine provinces and municipalities in the eastern region have provided assistance funds of 26.57 billion yuan for cooperation areas of poverty alleviation, 2.6 times the aggregate funds of the previous 20 years.

By the end of June, a total of 88,100 private enterprises in China have participated in the 10,000 enterprises assisting 10,000 villages” campaign. More than 80,000 enterprises provided targeted assistance for 55,300 poverty-stricken villages and 11.63 million archived impoverished people. Since the beginning of this year, the campaign will focus on major and difficult problems of poverty relief, including areas of extreme poverty like the “three regions and three prefectures” (“three regions” refers to Tibet, four prefectures of southern Xinjiang—Hotan, Aksu, Kashi, and the Kirgiz Autonomous Prefecture of Kizilsu, and the areas of Sichuan, Yunnan, Gansu, and Qinghai provinces with large Tibetan populations; the “three prefectures” are Liangshan in Sichuan, Nujiang in Yunnan, and Linxia in Gansu) and people reduced back to poverty because of illness, prioritize the assistance enabled by industries, employment and public welfare, and guide private enterprises in the eastern region to help the central and western regions to eradicate poverty.

Local Poverty Alleviation News:

Shandong Province and Chongqing Municipality continue working vigorously on poverty reduction cooperation to help the latter shake off poverty. Since the beginning of the year, enterprises in Shandong Province have invested 287 million yuan in Chongqing, which has promoted the implementation of a series of programs, including the base for breeding Luhua chicken in Wanzhou and the dairy farm in Fengjie, facilitating industrial cooperation between two places. In terms of poverty alleviation through consumption, Shandong purchased and sold aggregately 195 million yuan worth of local agricultural products from poverty-stricken districts and counties in Chongqing. With regard to workforce coordination, 558 impoverished people in Chongqing have been employed in Shandong, and 1,642 archived impoverished people have got employment locally.

Hebei Province published the Guidelines on Establishing and Improving a Long-term Mechanism for Poverty Reduction and Prevention, aiming to improve the quality of poverty alleviation in all aspects and effectively prevent people from being reduced or returned to poverty. According to the Guidelines, the province should focus on areas of extreme poverty and pronounced problems of “two no worries and three guarantees (no worries about food and clothing, guarantees of compulsory education, medicare and housing)”, and meanwhile, pay attention to lift remaining poor counties out of poverty and achieve the target of helping 399,500 poor people shake off poverty with extraordinary measures to concentrate endeavors on the difficulties. While ensuring that impoverished populations can shake off poverty in a high-quality manner, a mix of measures should be taken to effectively prevent key groups from being reduced or returning to poverty.

Since 2014, over 5.8 million people in Henan Province have lifted themselves out of poverty, with the incidence of poverty declining to 1.21 percent. The actual reimbursement rate of medical expenses of impoverished populations has been increased to over 90 percent, and the net enrollment rates in primary and junior secondary education in poverty-stricken counties have basically reached the province’s average. In 2018, the per capita disposable income of rural residents in poor areas stood at 11,911 yuan, registering a growth faster than the average of rural areas in the province for seven consecutive years.

Heilongjiang: All feasible means should be used to consolidate the secured achievements and improve quality, so as to resolutely win the tough battle against poverty. Zhang Qingwei, Secretary of Heilongjiang Provincial Committee of the Communist Party of China (CPC) and head of the Heilongjiang Provincial Leading Group for Poverty Alleviation and Development, presided over the third meeting of the leading group in 2019, and arranged the work of poverty alleviation in the immediate future and for some time to come. Zhang emphasized that the battle against poverty has entered a critical stage and all parties involved should stick to category-specific guidance and policies so as to complete the poverty relief task in a high-quality way.

The Internet Poverty Alleviation Fair 2019 in Gansu Province kicked off, aiming to boost sales of local agricultural products by leveraging the Internet technology. In the next month, the organizers of the fair will select 111 Taotao stores as well as 168 items of local products of poverty alleviation in seven categories from 14 cities and prefectures of the province, and host the TikTok challenge contest and the Toutiao topic campaign and the sales activity of high-quality products of Taobao stores in Gansu Province. Meanwhile, each city or prefecture will hold one event for live webcasts and online and offline auctions.

The Meeting for Coordination between Western and Eastern Regions on Poverty Alleviation though Internet and Promotion of Pilot Program was held in Liangshang Prefecture, Sichuan Province. This event helped to deeply practice the strategy of coordination between the western and eastern regions on poverty alleviation through Internet, sped up the pilot program in this regard, and fully demonstrated achievements made in the National Meeting for Advancing Poverty Alleviation Through Internet in Destitute Area and the Program of Poverty Alleviation Through Internet in Liangshan, in a bid to mobilize all forces to participate in the initiative and win the battle against poverty.

The 2nd Symposium of Shenzhen Special Economic Zone on Practice and Exploration of Poverty Alleviation and Cooperation was held, bringing together government officials, enterprises, social organizations and representatives from other sectors to discuss and summarize the Shenzhen model of poverty alleviation. Since the 18th CPC National Congress, Shenzhen has assigned poverty alleviation funds of approximately 30 billion yuan, and supported around 40,000 relatively big projects on infrastructure and other issues, trained cadres and professionals for 40,000 person times, and guided people in the paired areas to start businesses or get employment in Shenzhen for more than two million person times. By now, a total of 1.16 million people in areas assisted by Shenzhen have lifted themselves out of poverty.

Since the beginning of 2019, the Xinjiang Uygur Autonomous Region has allotted rural development funds of 23.626 billion yuan to 32 pilot poverty-stricken counties to help them shake off poverty. The funds will be used in the development of agricultural production and rural infrastructure in these poverty-stricken counties. Priorities will be given to industrial development programs which can enable continuous income gains of impoverished populations, or poor population and public utilities projects, like garbage and sewage treatment and building of modern-standard toilets, which are devised to improve rural living environments in non-impoverished villages. Such funds are forbidden to be used in image projects like painting walls.

The 7th Forum for Sustainable Development in Poor Areas of China was held in Yiyang, Hunan Province. The biennial event is hosted by the Institute on Poverty Research, Peking University. Themed on “Rural Areas, Reform, Ecology and Poverty Alleviation”, this year’s forum was committed to summarizing China’s experience in agricultural economic reform and poverty alleviation, and paving new ways for poverty reduction and sustainable development of rural areas in the future.
