State and Ministerial Policy News:

President Xi Jinping made an important instruction on the work of poverty alleviation and stressed that we should stick to the target and ensure a victory against poverty in a high-quality way. On the occasion of the sixth National Poverty Relief Day, President Xi noted that we have come to the decisive stage in winning the battle against poverty. All local departments must hold on to their goals, work vigorously without letup, fight against extreme poverty and address the inadequacies in compulsory education, medicare, housing and safe drinking water for impoverished people, and thus ensuring all poor people in rural areas can get rid of poverty and enjoy the moderately prosperous society with the others. Effective measures must be taken to consolidate and expand the results of poverty alleviation and ensure high-quality outcomes in the battle against poverty.

On October 17, the 2019 Global High-Level Forum on Poverty Reduction and Development was held in Beijing. Hu Chunhua attended the opening ceremony and delivered a speech. He pointed out that during the decisive stage in winning the battle against poverty, the Chinese government would continue to give full play to the institutional advantages of the leadership of the Communist Party of China and socialism with Chinese characteristics, and focus on tackling the outstanding problems in destitute areas, the special poor groups, the “three guarantees (guarantees of medicare, compulsory education and housing)” and the shortage of safe drinking water. Thus, we will ensure the absolute poverty that has plagued the Chinese people for thousands of years be resolved on schedule and greater contributions to the global poverty reduction cause.

Forums marking National Poverty Relief Day of 2019 were held in Beijing. As major national activities on the National Poverty Relief Day, the 21 forums focused on key, hot and difficult issues of poverty alleviation, covering fields of poverty alleviation through industries, education, healthcare, and ecological environment protection. They have fully demonstrated the great course, practice, advanced models, precious experience and great achievements of poverty alleviation work since the 18th National Congress of the Communist Party of China, and will continue to guide the public to participate in the cause of poverty alleviation and gather forces to win the battle against poverty.

Local Poverty Alleviation News:

Hunan, Hubei, Guizhou, and Chongqing have reached a consensus that they would deepen the cooperation in fields of planning, transportation, tourism, and culture to win the battle against poverty alleviation in the mountainous areas of Wuling. First, they will advance the evaluation of the poverty alleviation planning so as to promote the implementation of policies, funds, and projects during the planning period; second, they will enhance the traffic connectivity among each other and prioritize the construction of “dead-end roads” in the contiguous areas and surrounding areas; third, they will establish a national cultural hub to promote all-round cooperation in the contiguous areas through the overall development of ecology, culture, and tourism.

Chongqing: All the poor counties in Chongqing are expected to get rid of poverty by the end of this year. Since the beginning of this year, the municipal government of Chongqing has highlighted the preferential policies and guidance to the last four impoverished counties, namely Chengkou, Wuxi, Youyang and Pengshui, and focused on solving the prominent problems in achieving “two no worries and three guarantees (no worries of food and clothing, and guarantees of medicare, compulsory education and housing)”. According to the Poverty Alleviation Office of Chongqing, by the end of this year, the municipality is expected to go through their “last mile” on the way of poverty alleviation by lifting the four poverty-stricken counties, 33 poor villages and 100,000 impoverished people out of poverty.

Hebei Province has released its “roadmap” of poverty alleviation for this year and the next year. By the end of this year, the government will lift 330,000 rural poor people, 1,448 impoverished villages, 13 national-level destitute counties and Zhaojiapeng District in Zhuolu County out of poverty. Besides, it will fulfill the task of relocating 135,900 poor people, and thus improving the regional economic conditions and advancing victories in the battle against poverty in the decisive stage. By 2020, the government will complete its poverty alleviation task by lifting the left 69,500 impoverished people out of poverty in the first half of the year and consolidating the results in the second half of the year for the national assessment.

Hunan Province: We will explore the new model of industrial poverty alleviation of “four drives and four promotion”. In recent years, according to the principles of “capital following poor people, poor people following talents, talents following industrial projects, and industrial projects following market”, the province has explored the new model of poverty alleviation through industry, specifically, to promote targeted cultivation of industries through advantageous industries-driven poverty alleviation industries, to promote the intimate connection of profits through new entities-driven development of impoverished people, to promote continuous development through market-driven development mechanism and to promote the implementation of measures through authority-driven assistance to farmers. All poor households willing and able to develop industries have received industrial assistance and support, and over 95% of them have their profits closely connected with the new business entities, and thus basically ensuring “each village has its own industry and each household has its own project.”

Hubei Province has initiated the recruitment activity of “thousands of jobs for thousands of schools” to help poor graduates from junior colleges and technical secondary schools get employed. Hundreds of famous enterprises, including Shanghai General Motors Corporation, Gree Electric Appliances Inc., Wuhan Humanwell Healthcare (Group) Co., Ltd and Hubei Yingtong Telecommunication Cable Inc., have participated in the activity and offered over 3,000 jobs in more than 40 industries, such as software development, production and manufacturing, investment and finance, tourism management, education and training. And nearly 2,000 graduates, including more than 500 from impoverished households, have reached preliminary agreements with these companies.

Sichuan Province has issued the Implementation Plan for Acceptance of Poverty Exit in 2019 to make arrangements for poverty exit. The main evaluation index for poverty exit of villages will be “one low and five haves”, which means the incidence of poverty in the year of the relevant villages should be less than 3%, and these villages should have collective economy, hardened roads, health clinics, rooms for cultural activities, and communication networks. And the index for that of counties would be “one low and three haves”, which means the general poverty rate in the year of relevant counties should be less than 3%, and these counties should have standard schools, hospitals, and service centers.

Jiangxi Province: The Province will strive to cover all the poor villages under its jurisdiction with basic financial services. Currently, Jiangxi has set up inclusive financial service stations in rural areas with dense population and formed a building mode dominated by “village committees + inclusive financial service station” and “fixed shops + inclusive financial service station”, so that the farmers can enjoy the financial service within the villages. By the end of this year, Jiangxi Province will strive to solve the “last difficulty” in providing all the poor villages with basic financial services.

Guizhou Province allocated a total of 1.256 billion yuan as a special subsidy fund to support the battle against poverty in the destitute areas. Among which, 1.0525 billion will be given to villages in extreme poverty and 203.5 million will be given to counties and towns with a high incidence of poverty (first batch). It is required by the provincial government that after receiving the special funds, the county-level financial departments should ensure all the money will be used for poverty alleviation.

Shaanxi Province has achieved remarkable achievements in industrial poverty alleviation in the first half of the year. For business entities cultivation, the province has developed 2,127 leading enterprises, 60,000 cooperatives, 20,000 family farms, and 87,000 certificated professional farmers. For the integrated development, the province, with focus on the integration of three industries, has accelerated the construction of the big data center of apple production, modern agricultural industrial parks, demonstration unions of agriculture industrialization, industrial projects for the development of towns, and advanced the deep integration of industries such as agriculture, culture and catering. For product marketing, the province has established an online and offline marketing network for agricultural products, signed agreements worth over 10 billion yuan on marketing promotion, and realized the close connection between production and market.

Gansu Province has continuously improved the subsidies of assistance and support for people enjoying the basic living allowances and people suffering from extreme poverty in rural areas for 14 straight years. The annual subsidies for rural people of Class A and B have respectively reached 4,020 yuan and 3,816 yuan. In addition, the increased subsidies for destitute people with the ability to live by themselves, partially losing the ability to take care of themselves, and having no self-care ability, shall be no less than 6,426 yuan, 7,626 yuan and 8,826 yuan per person per year, respectively. Currently, the basic subsistence allowances in all villages, districts, counties, and cities all have exceeded the provincial poverty alleviation standard, and poor households enjoying the substance allowances have no worries of food and clothing.

The 2019 national campaign to alleviate poverty by connecting the production and sale of agricultural products (Xinjiang) was launched in Korla, Xinjiang Uygur Autonomous Region. The campaign, themed on “enhancing the connection between production and sale to promote targeted poverty alleviation”, was sponsored by the Department of Market System Development of the Ministry of Commerce and the Department of Commerce of Xinjiang Uygur Autonomous Region and lasted for five days. The campaign was held in two places, Bayingolin Mongol Autonomous Prefecture and Aksu, where domestic large purchasers made orders, which extended the sale channels for fruits in Xinjiang.

Public Poverty Alleviation and Charity News:

The 27th Beijing Seed Congress and the 2nd Beijing Seed Poverty Alleviation Conference were held in Langfang International Convention and Exhibition Center. A targeted poverty alleviation system of the whole industrial chain has been established during the Beijing Seed Congress, which is themed on targeted poverty alleviation through seed industry, by initiating innovative activities such as industrial poverty alleviation, seed donation, product promotion, training and guidance, technical service and product marketing. More than 60 seed enterprises participating in the congress have donated 196 kinds of seeds of vegetables, fruits and corps with a value of over 5 million yuan to 54 regions in Inner Mongolia and Hebei. These seeds will be planted in areas of 16,000 mu in 54 poor counties and districts.
