1. When interviewed jointly by the media of four Lain American countries,  President Xi Jinping pointed out that in the past 30 years and more, over 600  million Chinese have been lifted out of poverty, which accounted for 70% of the  global achievement in poverty reduction. China’s remarkable development is  mainly credited to its commitment to reform and open-up in light of China’s  national conditions. Meanwhile, China will promote mutual development more  actively and effective, andNorth-South Dialogue and South-South Cooperation,  especially to help developing nations to achieve independent and sustainable  development.

2. Liu Yongfu, Director General of the State Council Leading Group Office of  Poverty Alleviation and Development, spoke at the Eco-Civilization and  Anti-Poverty Forum of Eco Forum Global Annual Conference Guiyang 2014. He said  that in China, there still exist 130,000 poor villages with a population of 90  million living in poverty. He stressed that equal importance should be attached  to poverty alleviation and the development of eco-civilization so as to achieve  positive interaction between the two.

3. Since the Party Central Committee and the State Council implemented the  decisions on taking targeted measures in poverty alleviation, working teams in  villages have become platforms and channels to carry out these actions. 98,300  working teams focusing on poverty alleviation have been dispatched at the  provincial, municipal and county level, and nearly 400,000 cadres work in  villages to help reducing poverty.

4. Since China launched the rural drinking water safety project in 2005, 221  million rural residents and 18.7 million rural school teachers and students have  gained access to safe drinking water by the end of the Eleventh Five-Year Plan  (2006-2010). In the first three years of the Twelfth Five-Year Plan (2011-2015),  another investment of 70.7 billion yuan will be used to solve the problem of  drinking water safety for 188 million rural residents and 26.17 million rural  school teachers and students. The water quality of rural areas has been  considerably improved, yielding real benefits to the rural population.

5. Twenty one provinces completed the identification of poverty-stricken  households and villages across China. Since the implementation of Opinions on  Innovating Mechanisms to Effectively Promote Rural Poverty Reduction Work, 21  provinces (autonomous regions and municipalities) have finished the  identification of poverty households and villages, and 27 provinces (autonomous  regions and municipalities) have established and sent working teams to the  villages. Over 100,000 working teams committed to poverty alleviation have been  dispatched at the provincial, municipal and county level, and the number of  cadres assisting poverty reduction work to400,000 in total.

6. In 2014, Inner Mongolia continues to implement the financing project for  poverty alleviation and enrichment. By June 30th, the whole region has granted  loans of 306,952 yuan to 55,487 loanees. The project resolves the bottlenecks  for poverty-stricken households in gaining loans and guarantees, which unleashes  the internal impetus for poverty alleviation and enrichment, and allows a more  efficient use of poverty reduction funds.

7. In the first half of 2014, half of the goals have been fulfilled for the  work of poverty alleviation and development in Guangyuan City, Sichuan Province.  In the first half of the year, 27,500 people have been lifted out of poverty,  which accounts for 53.94% of the total population in Guangyuan. Meanwhile, it  overall started and implemented the poverty alleviation and development projects  that involving seven contiguous areas and the whole-village advancement projects  involving 53 villages.

8. Shanxi  Province removes GDP indicators from the government performance evaluation of  state-supported poverty-stricken counties. On July 11th, Bureau of Statistics of  Shanxi Province declared that it has modified the method of county economic  assessment and evaluation, eliminating GDP and GDP growth rate as indicators of  the state-supported impoverished counties, and focusing more on improving  people’s livelihood, social progress and eco-efficiency in the evaluation. This  will be conducive to changing the current evaluation system which focuses unduly  on GDP, and improving the evaluation system of poverty-stricken  counties.

9. Gansu Province fully implemented the “1236” poverty-relief program,  resulting in a significant increase in water conservancy investment in  poverty-stricken areas and progress in water conservancy infrastructure  construction. Among the total investment, the central government invested 3.229  billion yuan, with a provincial supporting fund of 712 million yuan and loans  worth 560 million yuan from China Development Bank.
