             POVERTY REDUCTION BRIEFING 
            2014.No.14(21-30 June,2014) 
             
            1. China’s President Xi Jinping gave important instructions on  accelerating the development of vocational education at the National Work  Conference on Vocational Education held in Beijing on June 23rd and 24th.  President Xi pointed out that the government should give more support to  vocational education in rural areas, ethnic minority areas and poverty-stricken  areas, enabling everyone to enjoy a brilliant life.

            2. On June 25th Premier Li Keqiang held the executive meeting of  the State Council which instructed to guide some industries in the eastern  region to transfer to the central and western regions in an orderly way. This  policy is important for promoting gradient, joint and coordinated regional  development, driving new urbanization in the central and western regions,  helping the poor areas to become rich, creating more space for poverty-stricken  regions’ employment and development and spurring economic development in  backward areas in the central and western regions.

            3. Liu Yongfu: building “pipelines” for targeted poverty  alleviation. Liu Yongfu, director of the State Council Leading Group Office of  Poverty Alleviation and Development, said that based on the central government’s  requirements, the poverty alleviation office would strengthen its inspection of  and guidance for the local government to send working teams stationed in  villages and help alleviate poverty, so as to gradually solve existing problems  and improve the assistance mechanism. Poverty alleviation in villages will be  more effective by deepening the understanding, clarifying basic requirements on  working teams stationed in villages, doing a better job in selecting carders  stationed in villages and establishing and further improving the training,  incentive, appraisal and guarantee mechanisms for those carders.

            4. Jiang Xiaohua, party member and head of the  Department of Planning and Finance of the State Council Leading Group Office of  Poverty Alleviation and Development, investigated and supervised Hunan  Province’s implementation of the No.25 Document released by the Central Office  of the CPC Central Committee. Jiang and his group inspected the main poverty  reduction measures, the progress of establishing files for impoverished people  and the implementation of assistance mechanism. They also listened to local  people’s suggestions on reforming related mechanisms in poor counties,  implementing the “Rain and Dew Plan”, providing micro-credit for poverty  reduction and carrying out poverty alleviation through  relocation.

            5. Xinjiang invested 22.5  million yuan as a special fund to support industrial projects that help to  improve people’s livelihood. 172 industrial projects, including 169 gratuitous  funding projects and 3 discounted loan projects will be supported by the special  fund. The top three prefectures with the most projects supported by the special  fund are Yili Prefecture, 47 projects, Changji Prefecture, 26 projects and  Turpan Prefecture, 21 projects.

            6.  Chongqing Municipality introduced a policy to subsidize teachers in  poverty-stricken villages and in rural primary schools and teaching schools of  some non-impoverished areas. It is said that this policy will benefit 91,700  rural teachers altogether in Chongqing. Each teacher in poverty-stricken areas  will be subsidized 200 to 600 yuan per month and teachers in other areas will be  subsidized 200 to 400 yuan.

            7. Hubei  Province strengthened performance-oriented poverty alleviation fund management.  The Hubei Province forum of State Council Leading Group Office of Poverty  Alleviation and Development pointed out that the newly revised and introduced  Regulation on Hubei Province’s Special Financial Poverty Alleviation Fund mainly  strengthened the performance appraisal and outcome orientation of poverty  alleviation fund to achieve scientific and standardized fund  management.

            8. Guangxi Autonomous Region  will integrate the fund of 600 million yuan from both the central government and  the autonomous region to alleviate poverty through relocation. According to the  statistics, by 2013 Guangxi still had 6.34 million people living under the  poverty line. Besides, most poverty-stricken areas are restricted development  zones and key ecological function areas. Many villages are scattered. Therefore,  carrying out poverty alleviation through relocation in light of local conditions  can not only protect the ecological environment but also reduce poverty  alleviation costs. It is even more conducive to the long-term development of  poverty-stricken households.

            9. In  order to strengthen alleviate poverty through improving transportation, Gansu  Province plans to invest 35 billion yuan to build 50,000 kilometers of asphalt  (cement) road in its administrative villages in five years. At present, asphalt  (cement) road is still not available in 7,083 administrative villages in Gansu,  which, determined by the province, will have been completely changed by  2018.

            10. Chongqing Municipality  introduced 15 policies and measures to help poor college graduates find jobs and  start businesses. These policy measures are well designed to enhance poor  college graduates’ employment capabilities, create more jobs, assist these  graduates in starting businesses and optimize public services. It is predicted  that this policy will benefit about 2,700 poor college graduates this  year.
