1. Seven departments have collaborated, holding video-conferences about the financial aid for national poverty alleviation. During the conferences, it was suggested that the annual loan growth rate in the distressed areas exceeds the average of their respective provinces (districts or cities) and every year their new loans are constituting more and more of the overall loan increase. It is expected that by 2020 the financial service quality in the poor areas will have approached the national average level, and that the first steps to establish an inclusive financial system will be taken, which will benefit all social classes and disadvantaged groups.

2. Guizhou has launched the “No.1 Project” regarding creating registers of the impoverished. Farmers with per capita annual net income less than 2,736 yuan (national poverty standard) are to be defined as 'impoverished households'. Administrative villages where the overall poverty rate stands above 27% with no collective earnings and the annual net income is less than 4,819 yuan per capita are to be defined as 'impoverished villages'. To ensure the publicity and transparency, the recognition of impoverished households and villages shall be consistent with “two notices and one announcement” and “one notice and one announcement” respectively while being supervised by all social sectors.

3. Qinghai Province has carried out the Program on poverty alleviation, which proposes the mechanism innovations in six aspects, including the impoverished county assessment, targeted poverty elimination, sending cadres to aid the villages, financial fund management, financial services and social engagement, and also gives precise directions as to the main tasks of ten fields, such as village roads and water safety.

4. In 2014, Jilin University expects to recruit 200 rural students from the distressed areas. Although the university enrollment plans have not yet been carried out, ever since the independent recruitment began the policies have nevertheless been preferential for the students from impoverished areas. Jilin University, which first put forward relevant regulations, is enrolling these students by the procedure of recommendation and selection.

5. Liaoning Province has embarked on the targeted mechanism in order to solve the poverty problems step by step. Committed to get people out of poverty, the government will analyze the fundamental causes, work out exclusive measures for all the villages and households, as well as assign persons in charge.

6. Hubei Province has launched an overall registration of the impoverished units. By the end of April, the departments of poverty-relief, statistics and investigation will have finished the collaborative efforts to break down the mass data by each level and are planning to complete the registration of the impoverished villages and households within the province.

7. Alleviating poverty through tourism has boosted Hebei Province’s economic growth together with the region's natural conservation. As much as 80% of the poverty-stricken counties and towns within Hebei Province are also rich in tourism resources. Many local governments have attached great importance to tourism in their policies for improving people’s livelihood, since the many advantages of tourism include great flexibility, long industry chain, strong driving power, huge economic potential and convenience in shifting redundant labor force.

8. The Bank of Gansu and the Lintao County has signed a strategic cooperation agreement aiming to explore a new mode of financial poverty alleviation. The bank will release loans of about 600 million yuan, which will effectively relieve the financial shortage of as many as 30,000 impoverished people.
