 POVERTY REDUCTION BRIEFING

2014.No.05(1-10 March,2014)

1. Premier Li Keqiang: over 10 million people in rural areas will be lifted out of poverty in 2014. The second session of the 12th National People’s Congress was convened this morning at the Great Hall of the People in Beijing. Li Keqiang, Premier of the State Council, delivered his government work report and pointed out that over 10 million people in rural areas would be lifted out of poverty in 2014. He also said that the government would carry on the battle against poverty and try to eradicate it completely.

2. Over 50,000 cadres in Guizhou will be stationed in villages to help alleviate poverty. Some 55,000 cadres appointed in Guizhou Province are going to villages in succession and will station 11,590 working teams there to help realize their common prosperity. The work will focus on the promotion of accurate poverty alleviation, the thorough settlement of conflicts, the advocacy of good deeds and the strengthening of grass-roots organizations.

3. Shanxi Province supports and guides hundreds of enterprises to implement industrial poverty relief and development in thousands of poverty-stricken villages. Up to now, there have been 209 projects under operation and construction with a total investment of 69 billion yuan in 58 impoverished counties. These projects involve such fields as facility agriculture, scale cultivation, featured agriculture, processing and circulation of agricultural products.

4. 1.4 million people in Gansu shook off poverty in 2013. In 2013, the average growth rate of farmers’ income in Gansu’s 58 poverty-stricken counties continued to be higher than the level of the province; 1.4 million people shook off poverty and two counties were lifted out of poverty completely. Government units at all levels that have established relations with poverty-stricken villages handled 543,000 practical affairs and solved many long-standing, big and difficult problems for villagers, including their demand for drinking water, road transportation, houses, medical care and education.

5. Approval authority of poverty relief and development projects in Qinghai will be delegated to counties. From this year on, approval authority of poverty relief and development projects except those needing national and provincial approval will be handed down to counties and 80% of the fund will be apportioned to counties.

6. Baoding will carry out technological poverty alleviation to develop modern agriculture in seven poverty-stricken counties in 2014. The Science and Technology Bureau of Baoding City employed experts to launch a campaign of “serving the farmers by bringing science and technology to villages”. It is reported that over 300 farmers were trained and over 600 copies of technical materials were handed out on site, which were well received by farmers. In 2014, the Bureau will continue doing a good job of technological poverty alleviation in these seven poverty-stricken counties in the western mountainous area, improving their ecological environment, enhancing the people’s living standard and develop modern agriculture to promote the construction of new villages.

7. Under the assistance of eight eastern coastal cities, Guizhou Province made significant achievements in poverty reduction. In 2013, the number of impoverished people in Guizhou dropped to 7.57 million, with 1.66 million people lifted out of poverty. Based on the poverty line of 2,300 yuan, poverty population in this province fell from 9.23 million to 7.57 million, with a reduction of 1.66 million. 194 poverty-stricken villages and towns of eight counties shook off poverty.

8. Xinjiang implements special governance of financial poverty alleviation project fund. From February 21st, four supervising and investigating groups comprised of Poverty Alleviation Office, Audit Office and Finance Department of Xinjiang Autonomous Region will use 20 days to supervise and inspect the special governance of this region’s financial poverty alleviation project fund. The financial poverty alleviation fund of 35 key poverty relief and development counties will be fully audited.
