1. Chinese Vice Premier Wang Yang inspected the development of pasturing areas and poverty alleviation work in Qinghai Province from July 24-26. He pointed out that the local government should innovate the mechanism for grassland ecological preservation and construction, and develop competitive industries on modern grassland so as to increase farmers’ and herdsmen’s income; the local government should also fully implement the central government’s poverty alleviation policies, step up establishing files for impoverished people and carry out targeted assistance.

2. The central government allocated a subsidy of 31 billion yuan to provincial financial and educational departments to improve low-performing schools’ basic teaching and living conditions. Compared with 2013, the amount of subsidy increases by nearly 50%. The Ministry of Finance requires local governments to give top priority to improving basic conditions of the lowest-performing schools in the poorest areas while arranging the special funds.

3. The Ministry of Agriculture has selected 331 agricultural suitable varieties and 191 agricultural suitable technologies to promote to the whole country. This has played an obvious role in the poverty alleviation effort in contiguous areas with particular difficulties, vigorously promoted these areas’ development of characteristic industries and significantly increased farmers’ and herdsmen’s income.

4. Since Guizhou Province implemented the ecological immigration project, over 120,000 people have been relocated. In 2014, Guizhou plans to relocate another 172,000 people, and by the end of June, 128 relocation sites have been under full construction and entered the main construction stage.

5. Hebei Province vigorously promoted poverty alleviation through improving transportation in contiguous areas with particular difficulties. By the end of 2013, Hebei Province has invested 2.06 billion yuan in building 1,700 kilometers of road in “Yanshan–Taihang Mountain contiguous areas with particular difficulties”. Now asphalt road is available in all administrative villages in Hebei Province.

6. During the first half year, Shanxi Province steadfastly advanced its special fund management and mechanism reform for poverty alleviation. The provincial, municipal and county-level governments have totally invested 3.758 billion yuan as special poverty relief fund, an increase of 8.2% compared with the same period of last year. Among the total fund, the provincial government has invested 860 million yuan, a year-on-year increase of 6% and the municipal and county-level governments have invested 2.898 billion yuan, a year-on-year increase of 9%.

7. In the first half year, farmers’ income and rural economy maintained steady growth in Sichuan Province. Sichuan has made remarkable progress in poverty reduction and increasing farmers’ income. Its per-capita cash income of farmers has reached 5,411 yuan, a year-on-year increase of 12.3%, namely 592.4 yuan. 717,000 people have been lifted out of poverty in the whole province.

8. Since 2005, Gansu Province has made safe drinking water available to 12.2 million rural residents. A survey shows that incidence of intestinal infectious diseases among these residents has been reduced by 40% and an average household can save medical expenses of over 200 yuan per year.

9. During the first half year, Aksu Prefecture launched 120 poverty relief and development projects. Aksu Prefecture has invested over 7.1237 million poverty relief fund, which effectively helped targeted villages (communities) solve working and living problems and improved local people’s living conditions.

10. In recent years, Zhenxiong County in Yunnan Province has made remarkable progress in poverty relief and development, and greatly reduced its rural impoverished populations. Statistics show that since 2009, Zhenxiong County has set aside 1.332 billion yuan to carry out poverty relief projects of contiguous area development and thatched houses renovation so that 302,800 impoverished people have been lifted out of poverty.
