1. The Outline on Strengthening Cooperation of Poverty Reduction between China and the African Union was released in Addis Ababa by the two parties. The outline appreciated the progress achieved on poverty reduction between the two sides, and at the same time confirmed the arduous tasks that they still needed to fulfill. Under such circumstances, China and the African Union are determined to improve their work on poverty reduction and jointly deal with the challenges.

2. From May 4th to 6th, Mr. Wang Yang, Vice Premier of the State Council, investigated the work on poverty reduction and agriculture in Guangxi Province. Vice Premier Wang Yang emphasized that to help the poverty-stricken area to get rid of poverty and become prosperous was a difficult task in building a comprehensive well-off society. He pointed out that the government should take targeted measures in poverty alleviation and enhance the guarantee mechanism in order to accelerate the pace of the impoverished people to become well-off.

3. The Ministry of Transport issued and distributed the 2014 Working Points on Poverty Alleviation through Transport Construction. In 2014, the transport poverty alleviation will mainly focus on 8 aspects: I. carrying forward the implementation of Poverty Alleviation Plan of Traffic Construction in Concentrated Destitute Areas (2011-2020) and Construction Plan of Transforming Pulleys to Bridges (2013-2015), etc.; II. conducting in-depth research and investigation; III. improving the support of field practice and educational training of cadres and talents to alleviate poverty; IV. giving full play to the role of being a contact department in Liupanshan area; V. accomplishing special projects including fixed-point poverty alleviation in Aba prefecture in Sichuan Province and partner assistance to Anyuan County in Jiangxi Province; VI. intensifying the supervision and inspection; VII. promoting legal construction of poverty alleviation through transport construction; VIII. enhancing exchanges of information and publicity.

4. Hunan Provincial Government introduced 9 measures to support the regional development and poverty alleviation in Luoxiaoshan district. 9 measures will be adopted to support the regional development and poverty alleviation in Luoxiaoshan area in Hunan Province, including supporting the construction of major projects, promoting development of specialized industries, intensifying the transfer payment from the exchequer, innovating financial service, enhancing the support of land use plan, strengthening the mechanism of ecological compensation, implementing the policy of education and health personnel, promoting poverty alleviation with precision and striving for the support from the national government.

5. Dezhou City in Shandong Province will establish cards for archives for the impoverished people and raise the poverty line to 3000 RMB. In 2014, Shandong Province will raise its poverty line to 3000 RMB for annual per capita net income of farmers to bring a larger population into the range of poverty alleviation. To ensure the pertinence and effectiveness of poverty alleviation through development, Dezhou City will recently launch the work of poverty identification with precision, aiming at all the impoverished population in administrative villages. The government will complete the work of establishing cards for archives for the impoverished people before June.

6. In 2014, Gansu Province will invest 52.45 million RMB in carrying out poverty alleviation projects for the education and employment of tens of thousands of the disabled. This project will support a hundred excellent companies and self-reinforcing entrepreneurs that help with the employment of the disabled, the education for 5000 impoverished and disabled students at various levels, and the technical training, employment and entrepreneurship for tens of thousands of the disabled people.

7. The Guangxi Zhuang Autonomous Region will launch the 2014 poverty alleviation project for regaining eyesight, and treat the poor patients with cataracts free of charge. Guangxi started the poverty alleviation project for regaining eyesight from 2008. “No.18 eyesight regaining” mobile van for ophthalmologic operation has been to more than 70 counties or cities and completed nearly 12,000 free operations for the poor patents with cataracts, an exemption of over 30 million RMB.

8. Financial Poverty Alleviation Project invested 1.295 billion RMB for loans. Poverty Relief Office of the Inner Mongolia Autonomous Region has launched the Financial Poverty Alleviation Project with Agriculture Bank of China Inner Mongolia Branch. By the end of April, 2014, a total of 1.295 billion RMB has been invested for loans, covering 57 impoverished counties, over 20,000 farming and grazing households, over 70,000 farmers and herdsmen and 23 leading enterprises reducing poverty through industrialization.

9. The Rain Plan benefited 120,000 impoverished people in Jiangxi Province. In the new round of poverty alleviation through development, Jiangxi Province intensifies the implementation reform of the Rain Plan to relieve poverty with precision. More than 120,000 impoverished people receive help from this project, transferred employment rate of the people who received trainings reaches over 95%, and more than 10 special training programs have been quite popular including “Ji’an farmer training”, “Yichun welder training” and “Ganzhou railway attendant training”.

10. Shanxi Province succeeded in poverty alleviation policy, and farmers from impoverished areas witnessed rising incomes. In 2013, farmers from 36 counties in Shanxi Province, including key counties involved in the national plan for poverty alleviation through development and in concentrated destitute areas, with a per capita net income of 4378.15 RMB, an increase of 692.19 RMB compared with that of the previous year. The growth rate reached 18.8%, 6.3 percentage points higher than the provincial average level.

11. Chongqing conducted pilot program of petty insurance for poverty alleviation in 5 districts and counties, and will then extend the program to 18 district and counties. Poverty Relief Office of Chongqing has cooperated with Chongqing Branch of China Life Insurance Company in conducting pilot program of petty insurance for 100,000 impoverished people in rural areas. According to the practice of the pilot program, petty insurance, featuring low cost, low payment, complete protection, high compensation, simple procedures, fast indemnity and good effect, can meet the new requirements of poverty alleviation under the new circumstances. It can, to some extent, reduce the accidental economic burden of impoverished households, and help the poor people change their minds at the same time.
