1. Liu Yongfu, Director of the State Council Leading Group Office of Poverty Alleviation and Development, said on the opening ceremony of the 8th China-ASEAN Forum on Social Development and Poverty Reduction that it is the common goal of China and ASEAN countries to eliminate poverty and achieve MDGs. Director Liu emphasized that in poverty reduction, people should strike a balance between internal impetus and external assistance, between regional development and targeted projects, among the government, market and society, and between man and nature.

2. Recently, the central budget allocated 16.2 billion yuan as the special fund for Nutrition Improvement Plan for Rural Students under Compulsory Education in 2014. This amount is 500 million yuan higher than that of 2013, up by 3.2%. Among the total, 13 billion yuan is the subsidy for the national pilot projects in contiguous impoverished areas, and 3.2 billion yuan is the central subsidy for local pilot projects.

3. The central government accumulatively allocated 46.2 billion yuan for nutrition improvement of rural students. All of the 699 contiguous impoverished counties in 22 pilot provinces have launched national pilot projects, and 614 counties in 22 provinces have launched local pilot projects. In the whole country, 32.29 million rural students under compulsory education have been entitled to the nutrition improvement subsidy. This plan has improved the nutrition of the students under compulsory education in impoverished areas.

4. Agricultural Bank of China will launch assistance projects in local villages. Branches of the ABC in provinces and cities will dispatch work groups to the 1-2 selected impoverished villages. So far, 544 villages have been selected in the whole country. The ABC will cooperate with all levels of governments to select competent officials, make support plans and adopt effective measures which are depend on local conditions.

5. The subsidy policy for impoverished students in Guangdong province has covered the period from pre-school education through graduate program A multi-dimensional and multi-channel assistance system has been established, in which the government allocates funds, schools shoulder the responsibility and the society provides support. From 2007 to the end of 2013, all levels of financial departments of Guangdong province have accumulatively put in 14.7 billion yuan to assist impoverished students. The number of recipients has reached 14.28 million.

6. Anhui Provincial Department of Science and Technology plans to select 480 scientific and technological professionals each year from 2014 through 2020 to provide services and help the rural scientific and technological innovation and start-ups in impoverished areas. Receiving areas include 12 national contiguous impoverished areas in Dabieshan region, 8 national key counties in poverty reduction, and 11 provincial key counties in poverty reduction.

7. Recently, Guizhou province announced 2014 Poverty Reduction Ecological Migration Plan. The government will put in 3.662 billion yuan to build 42,922 units of apartments to settle 172 thousand migrants. The majority of the migrating areas are three contiguous impoverished areas and ethnic minority areas.

8. Development and Reform Commission of Gansu province launched 2014 Investment Plan for Poverty Alleviation of Relocation of Pingliang Prefecture. Among all the 198 million yuan, 75.86 million yuan comes from central budget, 72.99 million yuan comes from central poverty reduction fund, 49.62 million yuan comes from provincial supporting funds. It is reported that this investment plan comprises 12 projects which will relocate5,318 households, and cover 24,8000 people.

9. After the 100-Enterprise and 1000-Village Poverty Reduction By Industry Project of Shanxi province was launched, 233 projects have been started in 58 impoverished counties. The key sectors engaged include protected agriculture, planned husbandry, agriculture with special features, agricultural produces processing and delivery, etc. Total investment reached 79.923 billion yuan, and investment in place reached 9.096 billion yuan, accounting for 50.5% of the annual plan.

10. Laiyuan County in Hebei province has achieved 15-year free education, and the spending is covered by county finance. Since 2011, this county has been allocating 13 million yuan each year, and Baoding city was the first to achieve free education in senior high schools. Since senior high school education got free until the same to pre-school education, the enrollment rate and consolidation rate of primary schools and middle schools, and the admission rate of college entrance examination in Laiyuan County have been largely raised.
